CALL TO ORDER — Mayor ROLL CALL — City Clerk ADOPTION OF AGENDA 2. PRESENTATIONS A. Beyond the Yellow Ribbon Committee. B. Red Rock Corridor Presentation and Action Item: Consider approving a resolution supporting the findings, conclusions, and designs found within the Red Rock Corridor Station Area Planning Report and direct staff to complete the submittal of a formal plan review comment to the Red Rock Corridor Commission. *C. Update on code enforcement activities. 3. APPROVAL OF MINUTES A. June 1, 2011 Special Meeting. B. June 1, 2011 Regular Meeting. 4. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Public Works Commission Meeting Minutes from May 9, 2011. ii. Planning Commission Meeting Minutes from July 25, 2011. iii. Consider receiving the South Washington County Telecommunications Commission 2012 operating budget. Staff Recommendation: Receive SWCTC 2012 operating budget. C. Consider adopting a resolution naming "Sunnyhill Park" for the neighborhood park located in the Pine Glen housing development. Staff Recommendation: Adopt the resolution. D. Consider amending Cottage Grove's Recreational Facility Use Policy. Staff Recommendation: Amend the policy. E. Consider approving the appointment of Suzanne Koerner to the Human Services/Human Rights Commission to a term expiring 2/28/2013. Staff Recommendation: Approve the appointment. Suzanne and another candidate were interviewed by Chair Gonzales and City Council Member Peterson prior to the last HS/HR meeting before the new policy concerning commission appointments was approved by the City Council at its 8/10/2011 regular meeting. F. 1. Consider declaring costs to be assessed and ordering the preparation of the proposed assessment roll for the removal of noxious weeds and plants from private property. 2. Consider calling a hearing for October 5, 2011 on the proposed assessment for the removal of noxious weeds and plants from private property. Staff Recommendation: 1. Adopt the resolution declaring costs and ordering the preparation of the proposed assessment roll. 2. Adopt the resolution calling the hearing. G. Consider adopting resolutions declaring costs and calling for the public hearing on the 2011 Pavement Management—Howards Addition (District A) and Pine Coulee & Countrywood (District I) projects. Staff Recommendation: Adopt the resolutions. H. Accept and approve the 2011 – 2012 maps designating areas to discharge archery and firearms within the City. Staff Recommendation: Accept and approve the maps. I. 1. Consider approving a zoning ordinance amendment relative to variances so the City Code is consistent with State Statutes. 2. Consider authorizing the publication of the ordinance amendment relative to variances by title and summary. Staff Recommendation: 1. Approve the zoning ordinance amendment relative to variances. 2. Consider granting a variance to the 1,000 square-foot maximum size for an attached garage to allow a 468 square-foot addition and denying a variance for a retaining wall and parking pad within a public utility and drainage easement at 9475 Hillside Trail. Consider appointing Ron Kath to fulfill an unexpired term on the Parks, Recreation and Natural Resources Commission ending February 29, 2012. 2. Consider accepting resignations from Chelsea Butler and Krystal McCalvy from the Parks, Recreation and Natural Resources Commission. Consider ordering the abatement of nuisance violations at 8354 Jergen Avenue South with the costs to be paid by the property owner. Staff Recommendation: Adopt the resolution ordering the abatement. N. Consider ordering the abatement of nuisance violations at 7580 Irish Avenue South with the costs to be paid by the property owner. Staff Recommendation: Adopt the resolution ordering the abatement. O. Consider ordering the abatement of nuisance violations at 8145 Henslowe Avenue South with the costs to be paid by the property owner. Staff Recommendation: Adopt the resolution ordering the abatement. P. Consider ordering the abatement of nuisance violations at vacant unfinished buildings at the Mississippi Dunes Estates subdivision with the costs to be paid by the property owner. Staff Recommendation: Adopt the resolution ordering the abatement. Q. Consider adopting a resolution to join the Nation Moment of Remembrance of the 10th Anniversary of September 11, 2011 Terrorist Attacks. Staff Recommendation: Adopt the resolution. S. Consider authorizing issuance of a Temporary On-Sale 3.2 Beer license to the Cottage Grove Lions Club to sell non-intoxicating 3.2 beer from September 30, 2011 through October 29, 2011 at the Zywiec's Landscape and Garden Center during the annual Haunted Halloween Experience. Staff Recommendation: Authorize issuance of the temporary liquor license conditioned on compliance with 11 conditions prepared by Deputy Director of Public Safety Rinzel. T. Consider approval of an amendment to the Water Tower Site Lease at 6950 Meadow Grass Avenue South. Staff Recommendation: Approve the amendment. U. Consider authorizing staff to contract services for boulevard ash tree removal from S& S Tree Specialists in the amount of $23,291.50 and boulevard replacement tree installation from Hoffman & McNamara Landscape and Nursery in the amount of $79,437.60 Staff Recommendation: Authorize staff to contract for the removal and replacement of boulevard trees. V. Consider calling for a public hearing to consider a written spending plan for tax increment expenditures. Staff Recommendation: Adopt the resolution calling for a public hearing on October 7, 2011 to consider a written tax increment spending plan. W. Consider adopting a resolution supporting the submittal of a FY2011 TIGER (Transportation Investment Generating Economic Recovery) Grant for Canadian Pacific/BNSF siding and yard improvements in St. Paul and Cottage Grove. Staff Recommendation: Adopt the resolution. *X. 1. UNFINISHED AND NEW BUSINESS A. Consider authorizing the purchase of 9 Apple iPad 2s from Insight at a cost of $5,072.49 plus tax for a total of $5,433.90. Staff Recommendation: Authorize the purchase. These devices would be used for navigating packet materials at City Hall meetings by City Council Members, City Commissioners, and City Staff inembers to significantly reduce or eliminate production of paper packets and their associated material and labor costs. B. Consider 2012 Preliminary Tax Levy and Budget. Staff Recommendation: 1. Adopt the resolution certifying 2012 Preliminary Tax Levy. 2. Adopt the resolution adopting the preliminary 2012 City Budget. 9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS A.
