7:15 PM Call to Order
The Commission approved the minutes from the August 8, 2001 meeting. Next, the
Commission welcomed Helene Shear from Common Bond to discuss senior housing
issues. She discussed Common Bond's Red Rock manner in Newport and the new
Common Bond assisted living housing units at Oak Ridge Manor in Hastings.
Red Rock Manner provides HLJD 202 housing to residents with an average yearly income
of $11,988. Residents aze allowed to have $200,000 in assets and still be eligible for
HUD 202 housing. This number is adjusted for medical expenses and all senior citizens
are eligible for this program.
Oak Ridge Manor in Hastings currently has 109 units. The average income for this
senior development is $11,983. Oak Ridge Manor has an on site meal program, 24 hour
staff, RN's, administrator and a services coordinator. The new assisted ]iving cottages
are mazket rate housing with 25 units set aside for low-income housing.
Common Bond also provides management and services for their facilities. The staff is
lazgely made up of licensed social workers that work with individual residents. They
provide management and services so residents can continue to live independently. This is
accomplished through providing services and allowing residents to access the services.
Common Bond also provides health care services. They work with HSI to do health
checks for residents. Service coordinators work with residents to have a plan to keep
them independent. The facilitator also helps to find affordable and accountable health
care providers. Common Bond also encourages lifelong learning through computer
training, literature, and other information. This organization wants to build on resident's
strengths and abilities by having the residents coordinate programs.
Each apartment has a full kitchen, living room, and bathroom. They are approximately
540 Square Feet. HUD 202 buildings usually contain 50 units.
This organization wants to provide community based services instead of nursing homes.
They aze a leader in housing and services. Common Bond wants to expand services in
the metro and around Common Bond buildings. They want to accomplish these goals by
working with service providers in the area.
Common Bond currently has a contract with Washington County to provide services for
all senior citizens in the county. This is done through HSI, which keeps services in the
community.
A Common Bond development would need to be done on cheap or donated land.
Barriers for this type of project include property taxes, public perception, zoning, misc.
chazges/tases, and Section 8/4D.
Ms. Sheaz suggested the Commission have Doug Mayo, a Developer with Common
Bond, discuss senior housing. Council Member Rod Hale suggested the Commission
also have an HRA representative discuss possible senior housing spaces within the city.
The Commission wants the City to do senior housing in parts. All levels of senior
housing are needed in Cottage Grove. The Commission will have Doug Mayo from
Common Bond and a representative from HRA discuss senior housing possibilities at the
next meeting.
Kathy Klein made a motion to adjoum. The motion was seconded. The meeting
adjourned at 9:08 PM.

The Commission approved the minutes from the September 12, 2001meeting. Next, the
Commission welcomed Doug Mayo from Common Bond and Barbara Dacy from
Washington County HRA to discuss senior housing issues.
Doug Mayo informed the Commission about Common Bond. Common Bond currently
has 42 de��elopments with 3100 units. They will have up to 3500 units by the end of
2001. Doug Mayo's organization is geared toward helping seniors stay independent.
Common Bonds goal is to meet the affordable housing needs for all eroups (family,
seniors, specia] needs). Common Bond is able to do the full-development. 7hey can
identify land, set up re-development agreements, find financing for projects, and any
other step in the process. According to Mr. Mayo the need for senior housing of all
le��els does ezist in Cottage Grove
Barbara Dacy from Washington County HRA explained how her organization could help
with the development process for affordable housing. She reiterated Mr. Mayds eazlier
statement that there is a need for senior housing in Cottage Grove. HRA has done some
larger mixed-use developments for senior housing (no retail). She explained that market
rate senior housing "will take care of itselP' in Cottage Grove. Ms. Dacy knows the city
needs to take an active role to put together a functional and attractive low-income or
mixed income senior housing development. She spoke about how HRA could do a mix
of services for a mixed income senior housing project in Cottage Grove.
Mr. Mayo and Ms. Dacy said the project funding could take two-years to secure for a
lo�+--income senior housing complex. Doug Mayo also explained the advantage of having
a mixed-income de��elopment. He explained that a low-income senior housing comp]e�
only has one or two possible sources for funding. When the project is opened up to a mix
of income levels the funding options increase.
Doug Mayo also spoke about the possible sites in Cottage Grove. He ]ikes the Cottage
Squaze and Armory sites because of the suaounding amenities for seniors. These
amenities include: pharmacies, transportation, and retail. The other sites in the City are
to faz away for seniors to access the necessary amenities. He also spoke about a possible
mixed use of senior housing and retail. According to Mr. Mayo, Common Bond has done
some mixed projects with retail, but the senior housing was not in the same building as
the retail. Common Bond was considered a sub-tier developer in this situation. Mr.
Mayo offered the Commission tours of their mixed-income properties in Northfield and
Red Wing.
The Commission would like to report to the Council on their senior housing findings.
They would like some direction from Council on this issue and want to set up a meeting
before a Council meeting.
Jim Shinn made a motion to adjourn. The motion was seconded. The meeting adjoumed
at 8:45 PM.

The Commission approved the minutes from the October 1 Q 2001 meeting. Next, the
Commission reviewed the Senior Housing Report. The Commission members made
additions and coaections to the report.
The discussion shifred to the possible sites for senior housing in Cottage Grove. Bruce
Schmidt thought Cottage Square w�ould be a good site for projects because of the
centralized business district. It would allo�+� senior residents to stay active because
e��erything would be in close proximity to the senior housing.
Commission members then discussed how to present the Senior Housing Report to
Council. Council Member Rod Hale suggested a workshop session with the Council. He
thought the Commission should ask for direction on what can be offered and for the
support of the Council. The Commission agreed on three steps: I. Ask the Council if
they agreed with the findings of the report 2. Ask the Council for an RFP for senior
housing in Cottage Grove 3. Utilize grants and other sources of funding to bring in a
mixed-income senior housing development.
Jim Shinn made a motion to adjourn. The motion was seconded. The meeting adjoumed
at 8:45 PM.
