1. Call fo Order
At 7:00 PM the meeting was called to order.
2. Approval of Minutes
Cathy La2tu made a morion to approve the minutes of the November and December 2005
meeting. Kathy Klien seconded the motion aud the motion was approved unanimously.
3. City Update
Councilmember Kar1a Bighanl updated commissioners on the recent Council issues including the
approval of the County's South Service Center project and the discussions of a commuuity center
which Council is hoping for a private/public partnership. She also informed commissioners the
Council has approved t1�e budget and levy limit.
4. Neighbors Connecting Neighbors L'pdate
The Commission coordinated the 2006 shows topics and designated lead pezson as follows:
■ Chairman Moone is working on 2he January segment on persons with physical
disabiliTies.
• ChrisYie Thompson will coordinate a segment on local charitable organizations for the
March show.
■ Councilmember Karla Bigham will coordinate the May program on domestic abuse.
� Regina Seabrook will be coordinating the July update on parent resources.
• Kathy Klein (alumni Comzznissioner) will work on the September show focused on
voting.
■ Rajean Moone plans to discuss Medicare for the November 2006 show.
This list of ideas for NCNU will continue to grow and Ue refined. The Cormnission members
agreed they want the programs To empower the viewer. Ideas brainstormed for future programs
include:
• Mental health (depression)
• Studentpanel(announce essay)
• Human services
• Drug/alcohol abuse
• Volunteerism
• Class-coilscious
• African culture
• Food shelf
7. Special Projecfs Update
The essay contest is underway in January. The contest materials have been made available on
the Cit}� website and the essays ase due by the March 8th meeting for decision on the winners.
Cathy Lattu will farward the elec�ronic information to all membexs and the school distirict.
Councilmember Karla Bigham will inform the other councilmember's of the essay contest in
January and Jessica Sandin will inform other city staff of the contest.
8. Commission Comments & Requests
The Commissioil tabled the dog license fee for service animals issue in November to the January
---- - meeting. Discussion ensued on the options available for addressing the issue. The Commission
agreed the pxeferred action was to support people wifh disabilities by waiving the license fee for
service dogs. A motion was made by Christie Thompson and seconded by Cathy Lattu to
recommend to the City Council waiving the license fee for service dogs duriug their joint
meeting scheduled for flugust. The Commission agrees Yhe language in St. Paui's code is
preferred.
Chairman Moone previously requested a discussion item be placed on the December agenda for
bias/hate crime response plan; this was Cabled and will be put ou the February agenda. This ifem
is coutniued from the October meeting where the Commissioners shared the information they
learued from the conference and recommended fhe Commission arrange to meet with the Police
Department early in 2006. Topics of interest are a proactive plan foz response to hate/bias
crimes, opening channels of communication, offering to provide diversity training for first
responders, and to have a question/azlswer session. The Commission wi11 discuss the topics for
this meeYiiig further at the February meeting.
9. Adjourn
A motion was made and seconded to adjourn; the motion was approved unanimously at 8:05 PM.
