Chair Herb Japs called the meeting to order at 7:00 p.m. The role was taken. MEMBERS PRESENT: Glen Brown, Lorraine Brown, Beverly Gross, Herb Japs, Jan Japs, Frances Ratzlaff, Judy Spooner MEMBERS ABSENT: Leon Peterson OTHERS PRESENT: Councilmember Derrick Lehrke John M. Burbank, Senior Planner Ryan Schroeder, City Administrator Bud Gross Burbank requested that agenda item VI.D., 2012 Time Capsule, and item VI.E. Strawberry Fes- tival Historic Booth be added agenda. The ACHP concurred. Ratzlaff made a motion to approve the amended agenda. Spooner seconded. The agenda was unanimously approved (7 -to -0 vote). APROVAL OF MINUTES Glen Brown made a motion to approve the minutes from March 8, 2011. Ratzlaff seconded. The minutes were unanimously approved as amended (7- to -0). No one spoke. ACTION ITEMS A. Public Safety /City, Hall Project Conformance Review Burbank explained that the City Council requested that all advisory commissions complete a com- pliance review of the new Public Safety /City Hall project (PSCH) site and development plan in rela- tion to all relevant plans and policies that are adopted and fall under the purview of the individual Advisory Committee on Historic Preservation Minutes May 10, 2011 Page 2 of 4 commissions. The latest site plan and location maps related to the project were presented in the ACHP packet and were discussed. These included the documents relevant to the ACHP Commis- sion would include the following; • East Ravine Mater Plan — 2005 • Cottage Grove Regional Ravine Park Master Plan Amendment — 2007 • NRI memo from SEH dated 09 -29 -10 • Cottage Grove 2030 Comprehensive Plan — 2011 • The local Register of Historic Sites and Landmarks Schroeder stated that he was attending the meeting to answer any questions the ACHP may have. After a general discussion on the topic, Ratzlaff made a motion that based on knowledge and re- view of existing plans and policies the ACHP should support the findings that the following statements related to the PSCH site plan are accurate: 1. The PSCH site plan is in conformance with the East Ravine Master Plan. 2. The PSCH site plan is in conformance with the Land Use Element of the Comprehensive Plan. 3. The PSCH site plan is in conformance with the Cottage Grove Regional Ravine Park Master Plan amendment 4. The PSCH site plan does not negatively impact any high quality natural communities. 5. The PSCH site plan and building interior will provide new opportunities to display and share educational materials on the history of Cottage Grove. 6. Historic appreciation is enhanced by the Memorial Tribute feature and Time Capsule Committee efforts. 7. The PSCH site plan enhances the transportation and recreational trail system by provid- ing construction of the trail along the Ravine Parkway which ultimately connects to the balance of the East Ravine Trail system connecting also to the West Draw Trail system, and historic interpretive sign opportunities will be available with the construction of these new trail components. 8. The PSCH site provides for preservation of historic landscapes within the community along the single loaded Ravine Parkway, 9. The exploration of sustainable construction methods, materials and HVAC infrastructure for the final design will have a positive benefit on the environment in Cottage Grove and elsewhere. The motion was seconded by Spooner and was unanimously approved (7- to -0). Advisory Committee on Historic Preservation Minutes May 10, 2011 Page 3 of 4 B. New Park Naming Input Burbank stated that the City is currently master planning for the neighborhood park to be located north of 65th Street in the Pinecliff development, and that a part of the master planning process is the identification of unique park name. The Commission reviewed the City Park Naming Policy and a list of suggested names. After a general discussion, Spooner made a motion that the new park name be Sunnyhill Park after the former Sunnyhill School that used to be located in the vicinity. Ratzlaff seconded the motion, which was unanimously approved (7- to -0). Gross responded that she would provide additional information on Sunnyhill School to staff prior to sub- mission to the Parks Commission for their discussion and recommendation to the City Council. C. Historic Tree Program Burbank explained that the concept of establishing a Historic /Champion Tree Program will be presented to the City Council in the future, and that the ACHP and Parks Commission have been requested to discuss the concept and present a recommendation to the City Council. After a general discussion of support for the program's concept, Herb Japs made a motion that the City Council direct staff to create the recognition program and that publicly visible trees be given higher status and priority in the ranking. D. 2012 Time capsule PSCH Project Burbank explained that the one of the identified components of the PSCH project is the placement of a time capsule. The ACHP has been asked to discuss the concept and present a recommendation to the City Council. There was a general discussion on the topic, and Burbank responded that the Item would be presented to the ACHP in the future as research is completed. No further action was taken. E. Strawberry Festival Historic Booth Burbank polled the ACHP on the interest to staff a booth at the 2011 Strawberry Festival. There was a general interest, so Burbank responded that he would individually contact members about staffing times after he had secured a booth. No further action was taken. A. Donation Policies Burbank reported that the City council had adopted the historic donation policy recommended by the ACHP. No further action was taken. B. Nelson Woodward House — 8578 90th Street The ACHP held a general conversation and thanked Spooner for sharing the information. Burbank re- ported that the City Code Enforcement Officer was continuing to work with the property owners on the status of this property. No further action was taken by the ACHP. C. Langdon School Research Spooner and Gross gave an update on the Langdon School research that they were completing for the ACHP as a sub - committee. A general discussion on the site followed. Historic Coins Burbank reported that the 2011 historic coins would be ready from the vendor prior to the 2011 Strawberry Festival. No further action was taken by the ACHP. E. Stuempert Productions — Video Project Burbank reported that there was no additional information on the historic video production. F. Learn Your History Web Page Burbank reported that he was continuing to work with the City IT staff to get additional historic informa- tion on the site. Spooner shared the information she had received through the completion of a commercial genetic genealogy research on herself and her brother. The ACHP held a general conversation and thanked Spooner for sharing the information. Gross reported that the new historic display at the St. Paul Park City Hall was on the Cottage Grove Telephone company. The ACHP held a general conversation and thanked Gross for sharing the information COUNCIL LIASON COMMENTS None COMMITTEE COMMENTS None STAFF COMMENTS Burbank recognized that Gross had been presented with the Volunteer of the Year Award in April by the City Council. The ACHP congratulated Gross. Spooner moved to adjourn the meeting. Ratzlaff seconded. The meeting adjourned at 8:45 p.m.
