Levitt, P.E., City Engineer Date: September 16, 2011 Re: Air Monitoring Program Background /Discussion: The air monitoring program for the city started in October 2010. The Environmental Commission and City Council have reviewed the air monitoring reports quarterly since the start of the program. The Environmental Commission reviewed the benefit of continuing the monitoring program beyond the one year of base line data obtained prior to 3M accepting outside waste. Since 3M's permit has been delayed with the EPA to accept outside waste, it was the recommendation of the Commission to stop monitoring until the permit is approved and outside waste is being burned. The last monitoring event will be the last week of September. The air monitoring equipment will be removed from the site during the first week of October. The plate forms will stay on site as is. Once it is approved for monitoring to start again the city will re- install and calibrate the equipment. A final report summarizing the data and providing comparison data for the Twin Cities area will be prepared. Since the report would utilize data from the MPCA's monitoring station, that data will not be available until November. The final report will be available in December of this year. Recommendation: It is recommended that the air monitoring program stop sampling until the 3M permit to accept and burn outside waste is approved and actual burning of outside waste begins.
