HomeMy WebLinkAbout2002-11-11 MINUTESCity of Cottage Grove Parks, Recreation & Natural Resources Commission November 11, 2002 Pursuant to due call and notice thereof, a regular meeting of the Parks, Recreation, and Natural Resources Commission was duly held at City Hall 7516 80 Street South, Cottage Grove, Minnesota, on the 11th day of November, 2002. Acting Chair Al Boche called the regular meeting to order at 7:00 p.m. MEMBERS PRESENT: Allan Dubois, Eddy Wuorenma, Al Boche, MEMBERS ABSENT: Steve Morse, Amanda Totino, Kathleen Kullman OTHERS PRESENT: Associate Planner John Burbank Ice Arena/Recreation Manager Zachary Dockter Recreation Supervisor Jason West Council Member Pat Rice APPROVAL OF AGENDA The agenda was approved as submitted. APPROVAL OF MINUTES Minutes approved as mailed. OPEN FORUM Burbank briefly mentioned that Kathleen Kullman submitted her resignation and her seat will have to be filled. There are now three open seats on the Commission. Dennis Plan from 8027.77 Street addressed the Commission about the boardwalk that ranges from 77 Street to Park High School. He feels that the boardwalk is a fire hazard. If it should ever catch fire, there is no break between the boardwalk and the homes. He would like to see something done soon. A paved trail, as opposed to the boardwalk, would be preferrable. Dockter said that there were some plans to have additional work done on that boardwalk; they were going to extend it in the summer of 2003. So, Zac will call Dennis Plan, walk around with him and discuss what should be done. Parks Commission Minutes November 11, 2002 NEW BUSINESS A. Hidden Valley Park Capital Improvements The Commission reviewed a memo from Deputy Director of Public Safety Craig Woolery. The memo stated that the Public Safety, Health and Welfare Commission received request from a Hidden Valley Park neighbor that no parking signs be placed immediately adjacent to the park. The no parking signs were place along with the stop sign on 72nd Street. Burbank also mentioned to the Commission that a small parking lot may eventually need to be put near the park. Boche replied that when the park was put in, the paved trails were to allow people to bike, walk or use other "non- vehicle" means to get to the park. However a small parking lot at Hidden Valley Park is still open to discussion. B. Timber Ridge 4th Addition — Revised Open Space This new development has some open space which will need to be looked at by the Commission as far as accepting the land in lieu of park dedication funds, a percentage of those funds, or to build a park in that area. Boche made a motion to recommend that the City accepts this open space as public land in the Timber Ridge 4tn Addition and direct staff to move ahead with the forming of plans for that open space. Seconded by Eddy Wuorenma. Motion carried. OLD BUSINESS A. Kingston Field Lighting Discussion Dockter stated that there is no new information. He is still waiting for word from CGAA Soccer as far as whether there is any interest in donating money towards the lighting. Boche replied that he discussed this situation with CGAA Soccer and at this time they didn't feel that they had the funds or didn't feel that the funds would be appropriately used for lighting at Kingston. So, that issue is presently closed. B. Field Renaming Policy— Continued Dockter once again submitted the field naming /renaming policy and mentioned that he will take into consideration any edits at this time and the last chance for review will be at the December meeting. With a final recommendation of the Parks, Recreation and Natural Resources Commission, the policy will be sent forth to City Council the first meeting in January. No comments were made. Parks Commission Minutes November 11, 2002 PARK MASTER PLANNING WORKSHOP A. Lamar Fields Master Planning - Continued Burbank submitted Draft 2. The comment was made by Boche that Soccer is growing exponentially and Lamar Park would be a good area for the addition of a second soccer complex. No additional changes were recommended at this time. B. Hamlet Park — Draft 7 Burbank presented the seventh draft based on the Commission and Council meeting in October. The Commission reviewed the draft. No further additions were recommended at this time. COMMUNITY CENTER WORKSHOP A. Review Planning Process Outline Burbank submitted a planning outline for the future of the community center. Burbank explained the outline describing what will need to be done in the future before any action will be taken. Burbank said he will begin to break this outline into pieces so we can put the puzzle together and eventually submit a plan to Council. TRAILWAY PLAN WORKSHOP A. Review NW Quadrant Trail Map 3 Burbank submitted a map which has broke the trailway system down into corridors. He submitted the northwest quadrant to make it a little bit easier for the Commission to take a closer look at each section. They reviewed missing links and future trailways. Dockter mentioned that the trail from Hinton Avenue down to Harkness Avenue is now complete partly by Public Works and partly by the developers. Burbank said that they can review this map and prioritize which trails should be done and break it down by quadrants and continue to move on. Parks Commission Minutes November 11. 2002 A. Golf Division Burbank just wanted to point out that the total revenues were up 1.21 % in 2002 even though it was a poor year for golf operations. Food and beverage bailed that end out and overall revenue still increased. B. Ice Arena Division No Comments. C. Parks Division Ig Dockter once again stated that the trail was finished between Hinton and Harkness Avenue and also pointed out that many trees were transplanted from Oakwood and the Mike Rygh project to Hidden Valley Park, Arbor Meadows, Kingston Park and the flume on 97 and Jamaica. D. Recreation Programming Division Jason reviewed the Hauntless House and Spookyridge Haunted House. He stated that there were 89 spectators for the Hauntless and 118 spectators for the Spookyridge Haunted House. He also briefly explained what was coming up in the near future for the Recreation Department. E. Planning Commission No Comments. F. Historic Preservation No Comments. G. Council Agendas No Comments. H. Monday News No Comments I. CGAA Boche mentioned that they are still working on a $500 scholarship for the youth that participate in the Cottage Grove Athletic Association programs. Parks Commission Minutes November 11, 2002 COMMISSION COMMENTS Allan Dubois questioned the article in the Bulletin and the topic which was also discussed at the City Council meeting about where the money from the sale of park land at Oakwood Park to commercial plats is going. There was some discussion that some of that money was going to be used to make those commercial plots available to the end user. The question came about that the understanding was all that money was to be used for Park Dedication funds. Rice replied that the actual dollar amounts of the sale of those plots is not known for sure right now. City Administrator Schroeder is still crunching the numbers, but it sounds like the sale of the land could be in excess of a million dollars. However, there may be some preliminary grading and groundwork that would need to be done to get it to that price. So, not all the numbers are complete and the articles in the Bulletin are not exactly accurate. There is still work being done on that and more information will be available soon. STAFF COMMENTS Dockter mentioned that the fence at Hearthside Park was put up and the trees were planted in regards to the sliding hill incident discussed last winter and spring. He also showed pictures of the Hamlet Park picnic shelter and picnic tables that were installed recently due to vandalism last spring. ADJOURNMENT Motion to adjourn by Eddy Wuorenma.
