Acting Chair Eddy Wuorenma called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Steve Morse arrived at 7:15, Allan Dubois, Eddy Wuorenma, Tim Sirianni, Barry Hamilton, Jon Mortrud, Bob Davy, MEMBERS ABSENT: Amanda Totino OTHERS PRESENT: Associate Planner John Burbank Ice Arena/Recreation Manager Zac Dockter Council Member Mark Grossklaus APPROVAL OF AGENDA Agenda approved as submitted. APPROVAL OF MINUTES Motion made by Jon Mortrud, seconded by Tim Sirianni. Motion carried. Minutes approved as mailed. OPEN FORUM None OLD BUSINESS A. River Access Park Update John Burbank reviewed the past idea of building a river access park in Cottage Grove. He also discussed an e-mail sent from the DNR to Ryan Schroeder which said that the DNR is still interested in helping out with trails and river access for the City of Cottage Grove possibly through matching funds or design development of a public access and park. John stated that he is still working on applying for grants and working with the DNR with the intent to build a river access park for Cottage Grove in the future. He will supply more details as they are available in future meetings. Parks Commission Minutes September 8, 2003 B. Play Equipment Update 2 Zac Dockter reviewed the new playground structure designs for Pinetree Pond Park and for South Ideal Park. Dockter stated that these systems have already been removed due to a high volume of calls and letters in regards to the safety of the old structures. The new structures are to be placed in early to mid - October of this year. C. Dog Park Workshop Recap Burbank stated this item was discussed by Council. Council felt in these financial times and without a huge uproar from the citizenry this is not something that the City wishes to pursue. However, a couple of the Council Members felt it would be a valuable asset to the community, and would be willing to revisit the topic with direct support of the citizenry. NEW BUSINESS A. Frattalone /Munger House Burbank presented information about the Frattalone /Munger House located at 6961 E. Pt. Douglas Road. Burbank stated this was property found to be eligible for inclusion on the City register of historic sites and landmarks. However, it has not been registered by the current property owner. Currently the property sits vacant and the owner has expressed a desire to demolish the building or to donate it to the City and pay for relocation to a site of their choice. No formal applications or proposals have been made at this point. The City's building official reviewed the site and indicated that relocation of the structure would be too difficult and too costly. The public would probably not be allowed in the structure upon relocation. Burbank stated this was strictly an informational presentation and the Planning Commission and the Historical Preservation Commission have been discussing it, but he wanted to let the Parks Commission know it was being discussed and would accept any input. Morse asked if the property owner would have the opportunity to simply demolish the structure themselves and not offer this as a historical preservation item. Burbank stated in order to do this the property owner would have to apply for a permit to demolish the property at which point the City would realize the intentions of the property owner and could discuss it further at that point. I PARK MASTER PLANNING WORKSHOP A. Pine Summit North Park Burbank supplied some pictures of this park to the Commission and noted this is the park which is directly adjacent to the newer water tower on 70` Street. He stated that the park currently does not have a name. It has temporarily been going by the name Water Tower Park and perhaps the naming might be the first item to plan for this park. He stated there is playground equipment installed at this park. The play structure came from equipment that was originally purchased for Oakwood Park, but due to construction delays at Oakwood, it Parks Commission Minutes September 8, 2003 was decided the equipment could be best used at Pine Summit North Park. He also mentioned that originally there was a backstop and a small ball field planned at this park, but after final grading the ballpark doesn't properly fit due to the slopes and soils that are present. The current plan is for this to be a natural grassland and wildflower area to be minimally maintained by City staff. Due to the elevation of the park, it provides for a good scenic overlook. There are some items that should be discussed as the park is being planned. Do we put picnic tables or a gazebo up on the top of the park to provide as a scenic overlook? Also, should the city plant some trees or vegetation to soften the sight of the water tower? Currently there is very little vegetation to guide your eyes away from the water tower. The water tower is currently the main focus of the park. Another item would be to provide some shade. There is minimal shade within the park as well. B. Hardwood Park 3 Burbank noted this parks location as directly north of Harkness and the 70 intersection. During the grading process it was decided to relocate the park to the east side of Harkness, since there was a natural bench, some oak trees, a pond and a nice set of trail ways which were planned by the developer. John wanted to reiterate to the Commission that the original location of the park has been moved. The original location had a high retaining wall and didn't provide for a very safe and accessible park area. There were no current drawings presented. This item will be revisited in the near future. C. Hamlet Park Update Burbank reviewed the specs of the future ponding at Hamlet Park. He stated that construction will begin soon. Council has approved the drawings and wanted to make the Commission aware in case there were any questions or comments coming from citizens as to what's going on at Hamlet Park. He also stated that we are looking at additional parking which leads to the question of what we are going to do with the current storage building. Do we perhaps put more parking over there? As we add additional parking we need to watch for utility lines and sprinkling lines. These will have a direct impact on where and how we can address parking lot expansion. Eddy Wuorenma asked if additional parking from 95 would be available. It appeared that it would be from the drawings. Burbank replied that the future road on the map which is currently called Glendenning Road would hopefully lead traffic to whatever business would buy that parcel of property and also provide access to the park. The park would act as a buffer between the Industrial Park and residential areas. D. Peter Thompson Park — Construction Update Burbank noted that construction of the Peter Thompson Park building has begun. Some of interior and exterior colors of the building were presented to the Commission. Initial grading and excavation of the park has begun as well. E. Park and Open Space Monuments Burbank stated the rock monuments that were discussed over the past year have been put in six municipal parks. They've been placed at Highlands, Woodridge, Kingston, Hamlet, Lamar and the Oakwood structure has been stored at Public Works and will be put in upon Parks Commission Minutes 4 September 8, 2003 completion of park construction. Burbank stated some of the park rocks fit in very well with the vegetation around it. Some of the others, such as Kingston and Hamlet, look a little barren. John presented several of sketches of what those park rocks would look like with some vegetation surrounding it (e.g. evergreens, trees or flowers). So, in the future staff will be looking at options to beautify those park monument signs. COMMUNITY CENTER WORKSHOP A. East Draw Planning Process — Site Size Refinement Burbank stated that there is a planning committee being put together for the future of the East Ravine Area and stated that this is an area that has been discussed as a possible community center site. So, if Parks Commission members are interested they should certainly attend those meetings to provide their input. Some of the things that should be discussed if we do want to put in a community center are, how much acreage do we need 40 acres or 80 acres so we can make that request right away and get it into the planning process. Some other things to take into account are do we want athletic fields there, do we want to have simply the community center? Those items will be discussed and relayed to the East Ravine Planning Task Force. Steve Morse said he'd like to keep the options open instead of asking for 80 acres for example, he'd like to keep it negotiable and work right along with the planning process. Bob Davy stated that as a CGAA member he'd like to see athletic fields wrapped in with the community center. He stated that it's nice to have everything in one location. That way when people come from out of town they have one location to go to and that's where community pride can be established. Steve Morse agreed, but also said he wants to make sure the Task Force understands we'd like to have the biggest and the best, but with funds and other needs of that area, the Commission certainly understands that will have to be negotiated. TRAIL WAY PLAN A. Hinton to Jamaica Linear Trail Way Connection /B. Park Corridor Access Policv Discussion Burbank stated that there is a planned trail way being installed from Hinton to Jamaica under the NSP easement. The neighbors have been notified. There currently is an established trail way there which is simply mowed as its only form of maintenance. Hopefully by paving it, we will be providing access to a lot more users. With this trail way, the question arose as to what connections need to be made as far as park access. There are many park access routes along this trail way that lead between neighbors homes and it would be nice to have the Commission set forth some criteria as to which access' should be paved, mowed, maintained or just left. Burbank stated that many times if the park access corridor is just left and not maintained, the adjacent neighbors feel a sense of ownership and begin maintaining it themselves. This tends to become a larger problem when the City wishes to use those areas in the future. Staff will look to the Commission to set some Parks Commission Minutes September 8, 2003 5 criteria as to what should be done with these park access corridors. Morse agreed and said that he could certainly understand why there would be a sense of ownership if the access is not maintained. So, in an ideal world it would be nice to maintain all of them, whether it's through pavement or mowing. Sirianni stated that he would like to see them all paved so that the sense of ownership is not there. Planning Commission Burbank highlighted from the Planning Commission that Aggregate Industries applied for a conditional use permit to allow for construction of a berm in the Mississippi River floodway at the Nelson Mining Pit on Lower Grey Cloud Island. Parks Commission Minutes September 8, 2003 PARK PLANNING /MANAGEMENT EDUCATION MATERIALS None COMMISSION COMMENTS A Steve Morse asked if there would be a member of the Commission interested in being a liaison to the CGAA. Bob Davy volunteered. Steve Morse also wanted to express his concern that there will always be a liaison to the CGAA whether it's someone from the CGAA or someone different from the Commission. He doesn't want to see that role fall by the wayside as Commission seats are filled by new members. The Commission generally agreed and staff will look into writing something into the Commission bylaws to include the position of CGAA liaison.
