ADMINISTRATORS COMMENTS , !11i I v. * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * COUNCIL ACTION TAKEN: [APPROVED ❑ DENIED ❑ OTHER City of Cottage Grove Parks, Recreation & Natural Resources Commission December 8, 2003 Pursuant to due call and notice thereof, a regular meeting of the Parks, Recreation, and Natural Resources Commission was duly held at City Hall 7516 — 80th Street South, Cottage Grove, Minnesota, on the 8th day of December 2003. Chair Steve Morse called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Steve Morse, Allan Dubois, Eddy Wuorenma, Tim Sirianni, Jon Mortrud, Bob Davy, MEMBERS ABSENT: Barry Hamilton, Amanda Totino, OTHERS PRESENT: Associate Planner John Burbank Ice Arena /Recreation Manager Zac Dockter Council Member Mark Grossklaus APPROVAL OF AGENDA Agenda approved as submitted. APPROVAL OF MINUTES Minutes approved as mailed. OPEN FORUM A. Graffiti Art Mural Comment Letter Burbank presented a resident letter sent to City staff essentially reflecting Chief Mickelson's concerns. As previously stated, the concern is the criminal activity which would be included with the installation of a graffiti art mural in Cottage Grove. This letter was simply for review by the Parks Commission. OLD BUSINESS A. CIP Update Burbank let the Commission know of the park related items detailed in the CIP. Burbank indicated that Council adopted the CIP at the last City Council meeting. Burbank asked for Parks Commission Minutes December 8, 2003 2 the Commission to review and ask any questions if necessary. Dubois asked if the Veterans Memorial had been discussed in previous meetings and indicated it would be a good option for the River Oaks Overlook project slated for the CIP. Burbank said it could be a possibility, however, the River Oaks Overlook is a post 2008 project and there is no specific date for the planning of that project. Steve Morse asked for an update of the 2003 projects. Zac Dockter replied that all projects were complete with the exception of the Industrial Park planting buffer, Kingston Park parking lot lighting and the Hamlet Park parking lot expansion. However, the Hamlet Park parking lot expansion is due for completion in the spring of 2004. B. Attendance Update Burbank reviewed the attendance schedule and stated that more than three unexcused absences requires the removal of that person from the Parks Commission. Burbank said the attendance was just for review so the Commission members could be aware of the attendance of themselves and other Commission members. NEW BUSINESS A. Cottaae Grove Nitrate Study Burbank submitted the nitrate study as performed by Washington County. This nitrate study was phase one of a groundwater nitrate sample that's being completed for the whole Cottage Grove area. The memo included a summary, maps and documentation for the Commission's review. This might provide some insight about the bedrock geology of the City and a better understanding of how the groundwater flows in the Cottage Grove area. This item was strictly for Commission review and education. PARK MASTER PLANNING WORKSHOP A. Timber Ridge Pine Arbor Park Improvements Burbank stated that the approval of the Timber Ridge 4 Subdivision included the requirement for the installation of a tot lot and gazebo. The original site approved was relocated during the grading process by mutual agreement between the developer and the City staff. This new site requires some additional grading work to eliminate a hill which could be a potential hazard due to sliding slopes. The new location is also more convenient to Timber Ridge and Pine Arbor neighborhoods. As part of the approval process for Pine Arbor subdivision, the tot lot will also be required to be put in by the developer and be maintained by the homeowners association. This information is to make the Commission aware of the change of location of the park. Parks Commission Minutes December 8, 2003 B. Formalizing New Park Names 3 In the West Draw portion of the community there has been a lot of acquisition and development related to parks and open space. During this development process there are several areas that have been referenced only by location or nicknames as referenced by staff. As part of the Park Master planning process, staff has found the need to adopt formal names to these sites. Burbank submitted a table highlighting the areas of discussion, the classification of the area, the assumed name by staff and the table also offered some potential names for the areas. These areas included: Rygh- Gonyea, Lodges at Pine Summit, West Draw Meadows, Timber Ridge 4th Addition Pond, NSP Transmission Corridor, Hamlet to Jamaica surface water channel, Hardwood Right -of -Way, West Draw Pond, Highland Hills and Timber Ridge 4 1 and 5 Additions. Burbank asked the Commission to review the areas and the potential names briefly, and asked for them to provide staff direction in the upcoming meeting. Burbank stated that the final naming of the parks would be submitted to Council for their approval. C. Memorial Parks Information John Burbank submitted a variety of background material included for review of the Commission to assist in the understanding of memorial parks. Burbank stated that many locations in the United States have made memorial parks a common feature. Burbank informed the Commission that if they decide a memorial park is an option for Cottage Grove, a section should be chosen from future park and open spaces. Morse stated that with land slated for a potential community center in the East Draw as part of the East Ravine planning process perhaps that should be a consideration for the site of the Memorial Park. COMMUNITY CENTER WORKSHOP A. East Draw Planning Process - Update Burbank submitted the brochure from the Citizen Advisory Team meeting held Tuesday, December 9, 2003. Burbank said that the planning process has just begun and they are trying to review other communities through tours and reference material to see what would be best for Cottage Grove. These tours have turned up many insights into the Ravine planning process. They've seen many developments and towns that they would not approve of and many that they would like to reference as a resource for the future of this area in Cottage Grove. Burbank stated that the preliminary master plan concepts are being assembled and should be ready for public review in January. These are just broad scale land use alternatives which will form the basis for more detailed subsequent work in the future. The public open house for this review has been scheduled for January 8, 2004 from 7:00 to 9:00 p.m. at River Oaks Golf Course. Any Commission members interested in the East Ravine planning process are invited to attend. Parks Commission Minutes December 8, 2003 TRAIL WAY PLAN A. Trail Way Plan Draft Burbank submitted the current draft of the Master Trail Way Plan detailing such items as goals and policies, inventory analysis, and the implementation of the Trail Way Plan. CGAA 0 Bob Davy said that he had not attended the recent CGAA meeting so he had no immediate news to report. However, he does plan on attending more regular meetings and will Parks Commission Minutes December 8, 2003 continue to act as a liaison between the CGAA and the Commission. He stated as an instance that he had been in discussions with the Soccer Board and communicating about the new park location at the West Draw Meadows. He stated that this is an instance where his education from the Commission is helping to keep communication lines open between the Athletic Association and the Citizen Advisory Committee. PARK PLANNING/MANAGEMENT EDUCATION MATERIALS None COMMISSION COMMENTS 5 Morse stated that he'd like to congratulate Ice Arena staff on successfully operating the Thanksgiving Holiday Youth Tournament and also a very successful Park Girl's Home Opener.
