Chair Steve Morse called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Steve Morse, Tim Sirianni, Jon Mortrud, Bob Davy (7:30 p.m.), Barry Hamilton (7:15), Eddy Wuorenma MEMBERS ABSENT: Allan Dubois OTHERS PRESENT: Senior Planner John Burbank Ice Arena /Recreation Manager Zac Dockter APPROVAL OF AGENDA Agenda approved as submitted. APPROVAL OF MINUTES I April 12, 2004 meeting minutes approved as mailed. OPEN FORUM None OLD BUSINESS A. Music in the Park Burbank informed the Commission that this idea was discussed by the Commission last fall. The general consensus was to explore the idea further. Due to the lateness in the season there weren't any plans scheduled for 2003, but the South Washington County Bulletin did run an article on the topic trying to solicit participants. As a result, staff was recently contacted by the South Washington County Community Band about setting up a concert to coordinate with the planned Music in the Park program. So, staff is looking for identification of a park and also to make sure this is an idea the Commission still wishes to pursue. Eddy Wuorenma asked if the South Washington Community Band would plan and organize the event or whether they needed assistance in that. Burbank said they have practices every Tuesday and instead of practicing they would do a concert in place of the practice at one of Parks Commission Minutes June 14, 2004 our parks. Steve Morse made the point it would be necessary to contact the CGAA before booking any one of the parks during Athletic Association events in case there is a conflict between the music and the athletic programs. The general consensus was to continue to pursue this event. NEW BUSINESS A. Park Benches 2 Burbank stated that staff was recently contacted about the lack of park benches at several City parks and playgrounds. Staff discussed the item and is looking to budget money for park benches and slabs to put the benches on so that they become permanent structures. Burbank wanted to bring this to the Commission to show that when citizen input is received, staff takes a look at it and action is often taken. PARK MASTER PLANNING WORKSHOP A. Park Name Finalization Dockter stated as the West Draw construction project continues there is a need to name several parks and one trailway area. Staff is recommending the following names for each of these parks. 1. Peter Thompson Park 2. Meadow Grass Park 3. West Draw Park 4. Hardwood Park 5. Cottage Grove Trailway Corridor As part of the park naming policy the Parks, Recreation and Natural Resources Commission needs to discuss the merit of these names and edit, eliminate or add to the list. They will have another opportunity to review that list at the next meeting. Eddy asked if naming the corridor will include any extensions to the trail. Zac replied, yes as the trail continues through the Excel Corridor the name will be assessed to those additions. The Commission did not feel a need to review the names at the following meeting so, the Commission recommends that staff suggest the names to City Council. B. Community Park and Open Space Needs Study Burbank stated with all the discussion about community centers, athletic complexes, youth sports and new parks associated with the East Ravine development area, staff has discussed the need to have a professional parks and open space study completed. Burbank explained the National Park Standards are readily available, but often times they do not take into account local demographics, recreation and sport needs. This planned study will be tailored to Cottage Grove now and in the future and will involve citizen input as well for additional statistical forecast. Steve Morse said this seems to be a great tool, but Parks Commission Minutes 3 June 14, 2004 he wanted to make sure for this kind of money the study will be specific to Cottage Grove needs and not just off the national trends and numbers. Burbank reiterated that would be the case. Eddy asked if it was just based off of numbers and statistical data or does it include upgrading of current facilities. Burbank stated that all current facilities would be reviewed as well and suggested upgrades would be included as part of the study. C. Hardwood Park Development - Update Burbank discussed that as part of the Timber Ridge Fourth Addition, and the Pine Summit Development a neighborhood park has been identified. In the original plans, the park plot was scheduled to be northwest of Hardwood Avenue. Then it moved down Hardwood Avenue between 70 and Timbercrest and after further review, the best location appears to be on the corner of Hardwood Avenue and Timbercrest. A playground structure, benches, possibly a gazebo and a trail system will be part of this park. There have been many changes to the park location and park amenities so Burbank wanted to make sure the Commission still understands what will be at the park and where its location will be. D. West Draw Park Development — Update Burbank stated that the West Draw Park is located off of 70 Street in the Pine Summit development. As you drive by on the south side of 70 th , you may notice the curbed areas which will be three soccer fields in West Draw Park. Also included, will be a trail system, parking lot, playground structure, and picnic shelter. Staff is currently working to purchase and construct these items and also install irrigation to the soccer fields. So, there is a lot of work being done up there and this is just an update to the Commission on the development of this park. E. Nina's Park — Update Dockter explained that after the April meeting Open Forum with Nina's Park, that the general consensus of the Commission and neighborhood was to replace the playground equipment. Quotes are currently being taken for Nina's Park, along with Granada Park and also Oakwood Park playground structures. COMMUNITY CENTER WORKSHOP I A. East Draw Planning Process — Update Burbank gave a power point presentation as a general overview of the East Draw planning process and also the joint use governmental service center campus with Washington County and the City of Cottage Grove. Parks Commission Minutes 4 June 14, 2004 TRAILWAY PLAN A. 2004 DNR Trailway Connections Grant Update Burbank stated as part of the Community Development Department, the Community Development TV show on Channel 16 "Your Development Partner ", aired a Cottage Grove Trailway presentation. Burbank reviewed that presentation which discussed existing trailways, future trailways, Trailway Master Plan, City of Cottage Grove's goals with trailways, and just a general overview of what the trails are all about in Cottage Grove. Parks Commission Minutes June 14, 2004 CGAA 5 Bob Davy said the fields are looking extremely nice and that they have improved immensely over the last three years by working with the City staff. He said that our fields seem to be setting the standard for many other neighboring areas. He also said that CGAA was still looking to donate a memorial bench. They will submit a design for approval and also a location. PARK PLANNING /MANAGEMENT EDUCATION MATERIALS This includes items of interest that are going on in other communities and items to help commissioners become better members. No items submitted. COMMISSION COMMENTS None COUNCIL COMMENTS None STAFF COMMENTS Dockter just stated that the Skatepark opening was rescheduled from June 14, to June 21, due to construction delays.
