Chair Steve Morse called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Steve Morse, Bob Davy, Eddy Wuorenma, Allan Dubois MEMBERS ABSENT: Tim Sirianni, Jon Mortrud, Barry Hamilton OTHERS PRESENT: Senior Planner John Burbank Ice Arena /Recreation Manager Zac Dockter Council Member Mark Grossklaus APPROVAL OF AGENDA I Agenda approved as submitted. APPROVAL OF MINUTES I June 14, 2004 minutes will be submitted for approval at the August 9, 2004 meeting. OPEN FORUM None OLD BUSINESS A. Park Facility Study — City Council Action Uadate Burbank stated that this was a Commission item at the June meeting in which staff was discussing the possibility of contracting out a study of the future park facility needs. One item of particular importance would be the assessing of future demands for athletic fields, athletic complexes, the number, size and distribution throughout the community, park facilities, and a community center. Burbank said that Council did pass the recommendation for staff to put together the request for proposal. Burbank also said that preliminary work will be done by staff and with the CGAA in putting together inventories and other information that might be useful in the study in order to reduce the time and money spent through the contracted company. Mark Grossklaus said the Council is very receptive to the Parks Commission Minutes 2 July 12, 2004 idea and their only concern was to work with the School District as well as the CGAA and City parks. NEW BUSINESS A. Open Space Encroachments Dockter stated that there were several areas of encroachment on City property between the areas of 9100 Hillside Trail to 8449 Jergen Ave. So. Dockter stated that there is a fifteen foot trail that runs through there, but the encroachments do not allow a fifteen foot path and would discourage users from using the paths since property owners around the path have appeared to taken ownership. Staff is looking for guidance as to whether to let the areas go as long as a fifteen foot access is still available or if we should stake the properties and request all items be removed from the corridor to avoid setting a precedent for other open space violations. Bob Davy asked if a resident were to walk through on a path does it feel like you are in someone's backyard and does it discourage users from using the path. Dockter replied that is how it would appear as several of those pictures can show, you feel like you are right in the backyards of neighboring residents. Bob Davy replied that would lead him to believe that the path should be chipped and the encroachment of the neighboring residents should be removed. Eddy asked if there was a liability to the City if someone were to trip over somebody's firepits that are out on the trailway. Burbank responded that he believes there would be some liability on both parties. Morse asked if the trail is tagged; is there a sign or something saying it is a path? Dockter replied that there are two signs at the beginning and at the end and there is the start of a wood chipped path on the Jergen side, but that only runs approximately 100 feet. Steve Morse felt that we should wait to make a firm decision on sending out a letter to remove these items until we have a more firm idea of when we will be paving it. He said he would prefer to start off by sending a letter stating the Master Plan for the area and that it is a link and we will be putting down a wood chip trail in the future and possibly paving it in the farther future and include in the letter if you have an incidence of encroachment it should be removed by a certain date. He feels this is a better route to take as opposed to a letter saying "we will be staking your property and all items must removed immediately since this will be a touchy issue. Staff and the Commission agreed. B. Gateway Update Burbank stated that with the Hardwood Avenue construction and Gateway North projects nearing completion, the time has arrived to begin a Phase II in terms of Oakwood Park. PARK MASTER PLANNING WORKSHOP A. Oakwood Park Phase II Improvements Burbank stated that the meeting was held at Oakwood Park so the Commission could walk through the area and discuss what the plans of the future are. Some of these plans include Parks Commission Minutes July 12, 2004 3 grubbing out and grading of the bench at Oakwood Park to include a playground structure up there and to open up the area for viewing purposes in the parking lot and also to create a scenic overlook on the top and include more picnic benches and picnic tables in that area. B. Nina and Granada Park — Playground Equipment Dockter submitted plans for the new playground equipment at these parks. The approximate cost for Granada Park was $12,000 and the approximate cost for Nina's Park was $25,000. Full structures will be purchased from Weber Recreational Designs. Motion to approve staff's recommendation of the playground structures by Eddy Wuorenma, seconded by Bob Davy, motion carried. COMMUNITY CENTER WORKSHOP A. East Draw Planning Process - Update Burbank reviewed several drawings of the East Ravine Park and Open Space concept and also discussed a memo from Howard Blin to the City Council. TRAILWAY PLAN A. Trailway Installation Update Dockter stated that the trail from Hinton to Pine Tree Valley Park area via the Excel Corridor has been paved and the work is continued by park staff from that area to Jamaica and the goal for 2004 is to get from that point at Jamaica to 80 Street via the corridor through Kingston Park. We are, however, waiting for a $25,000 grant to be signed by the DNR which would provide the funds to finish that entire area. Staff believes that all this can still be done in 2004. REPORTS A.
