HomeMy WebLinkAbout2001-10-09 MINUTESPUBLIC SAFETY, HEALTH AND WELFARE COMMISSION MINUTES OF MEETING October 9, 2001 Pursuant to due notice, a meeting of the Pubiic Safety, Health and Welfare Commission was held at the City Hail Council Chambers and was telecast on Iocal Government Cable Channel 1 2. CALL TO ORDER: The October 9`", 2001 meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: Don Strom, Richard Lyden, Bruce Gengnagel, Biil Schmidt, Kyle Lindquist, Mark Leier, Mark Rudek, Trent Lyden STAFF PRESENT: Sergeant Greg Brysky, Council Liaison Pat Rice Approval of minutes: Chairperson Strom presented the September 11, 2001 minutes of the Public Safety, Health and Welfare Commission for approval. On a motion by Mark Rudek, seconded by Mark Leier, the September 11, 2001 minutes were accepted by the Commission. Motion carried. Approval of aqenda: Chairperson Strom presented the October 9, 2001 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Rich Lyden, seconded by Bruce Gengnagel, the October 9, 2001 agenda was accepted by the Commission. Motion carried. OPEN FORUM Chairperson Don Strom invited citizens present to address the Commission regarding any matters that were not on the approved agenda. Kim Flaata, 7212 Hidden Valley Trail and Kelly Watkins, 7184 Hidden Valley Trail, presented concerns regarding the traffic in the area of 72n Street and Hidden Valley Trail. They went on to state that vehicles are traveling at high rates of speed through the intersection and more vehicles are traveling through the area then before due to construction of homes in the additions of Hidden Valley. Their concern is specifically for the children who are in the area and play there. Vehicles coming from Hinton Avenue onto 72"d Street do not slow down at the intersection of Hidden Valley Traii and they would like to have this a controlled intersection. Page 2 PSHWC Meeting Minutes September 11, 2001 Commission member Mark Leier informed them that the Commission does review requests and that the installation of signage needs to be warranted by the State of Minnesota Uniform Traffic Control Signage policy and department studies will usually recommend or deny instaliation based upon the policy and results of these studies. They were advised by Commission members to call in any unusual driving or if there are speeding vehicles in the area when it happens. They responded hy saying that the vehicle will most likely be gone before the police arrive. They also requested that the traffic counters be placed over a weekend, not just for 24 hours, so that figures would show a higher count of traffic through the intersection. They aiso went on to say that officers should be in the area around the lunch time of the high school and after school and around the dinner hour because more traffic goes through there. Sergeant Brysky advised them that the Police Department offers citizens the use of a hand held radar device to be used to record traffic speed. He advised them they could pick this up at the Police Department and to call if they wished to use it. He also advised them that he would request exira patrol of the area and put this request in Roll Call for officers. Ms. Flaata and Ms. Watkins the asked if temporary stop signs could be installed. Sgt. Brysky would check with Public Works. The Commission thanked them for their input. The Commission would like to bring these matters back to the November meeting. (see Case 01-08-03 — OLD BUSINESSI There being no further presentations from the audience, Chairperson Strom closed the Open Forum segment of the meeting. COMMUNITY DEVELOPMENT The Commission was provided a copy of the Planning Commission's agenda for the September 24, 2001 meeting. There being no discussion regarding the Planning Commission's agenda, this portion of the meeting was closed. Page 3 PSHWC Minutes September 11, 2001 OLD BUSINESS Case 01-08-02 Request for a 4 way stop sign at 68`" and Innsdale Avenue — Paul Virgin, 6740 Innsdale Ave. The Commission received a report from the COP Zone indicating that a traffic study showed no excessive traffic at that location, no indication of a chronic, high speed problem, no restricted view and no accidents at that intersection. After general discussion, on a motion by Bruce Gengnagel, seconded by Mark Rudek, the Commission denied the request for a 4 way stop sign at 68"' and Innsdale Avenue. Motion carried. Case 01-08-03 Request for a stop sign on 72n Street and Hidden Valley Lane The Commission received a report from the COP Team that recommended no installation of a stop sign is warranted, per the results of a traffic count and speed study. The Open Forum segment of the meeting had two residents citing their reasons for a stop sign at location. On a motion by Rich Lyden, seconded by Bruce Gengnagel, the matter was tabled to the next meeting pending further information. Motion carried. NEW BUSINESS None at this time. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS None at this time. COMMISSION COMMENTS AND REQUESTS Commission member Mark Leier advised the Commission that due to the current strike, the State has indefinitely ceased the implementation of placing the MN Traffic Control Device Manual on CDs and stated that updated inserts will be mailed to municipalities in the next few months. STAFFREPORTS POLICE - Sergeant Brysky informed the Commission that the two new Police Officers will be completing the Police Academy and starting with Phase I of their training. He also went on to say that with the Rank movement within the police department, there will be opening for Captain, Sergeant and Police Officer. The City will be pursuing to fill these vacancies as soon as possible. Page 4 PSHWC Minutes September 11, 2001 FIRE - No report. COUNCIL- Covered in Police Report.
