MINUTES OF MEETING
October 8, 2002
Pursuant to due notice, a meeting of the Public Safety, Health and Weifare Commission
was heid at the City Hall Council Chambers and was telecast on local Governmeni Cable
Channel 12.
CALL TO ORDER: The October 8, 2002 meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order
at 7:00 p.m.
MEMBERS PRESENT: Bruce Gengnagel, Bill Schmidt, Kyle Lindquist, Mark Leier,
Mark Rudek, Bill Schmidt, Karla Bigham
STAFF PRESENT: Captain Craig Woolery, Deputy Fire Chief Dennis Leonard
Approvai of minutes:
Chairperson Mark Leier presented the September 17, 2002 minutes of the Public Safety,
Health and Welfare Commission for approval. On a motion by Bruce Gengnagel,
seconded by Karla Bigham, the minutes were approved. Motion carried.
Approval of aqenda:
Chairperson Mark Leier presented the October 8, 2002 agenda of the Public Safety,
Health and Welfare Commission for review. On a motion by Karla Blgham, seconded by
Biil Schmidt, the September 17, 2002 agenda was accepted and approved by the
Commission. Motion carried.
OPEN FORUM
Chairperson Leier invited citizens present to address the Commission regarding any
matters that were not on the approved agenda.
There being no presentations, Chairperson Leier closed the Open Forum segment of the
meeting.
COMMUNITY DEVELOPMENT
The Commission was provided a copy of the Planning Commission's agenda for the
October 28, 2002 meeting.
Captain Woolery informed the Commission that the Technical Review Committee
meeting was cancelied, however, input regarding Case ZA02-072 and PP02-073 for
placement of stop signs would be need to be discussed and recommendations sent to
the Planning Commission for review.

There was discussion about the design of the roadways within the development and
after reviewing the street designs the following recommendations were made on a
motion by Mark Rudek, seconded by Karla Bigham:
4 way stop signs on Hadley Avenue and 100"' Street: 98�' Street and 100�' Street; 100'"
and Street B and Street H(with culdesac) and 100'" Street.
2 way stop signs 95`" Street at Hadley Avenue; 97"' Street at Hadley Avenue 98"' Street
at Hadley Avenue; and Street D at 100`" Street.
Commission member Kyle Lindquist informed the Commission he felt the 4 way stop
sign at Street H(with the culdesac) and 100"' was placed too close to the stop sign
about 4 lots south of it. He would like to see stop signs placed on the streets entering
100` Street. After general discussion, it was the consensus of the Commission to
amend the motion as follows:
4 way stop signs on Hadley Avenue and 100` Street: 98'" Street and 100�' Street; and
100`" and Street B.
2 way stop signs on 95'" Street at Hadley Avenue; 97'" Street at Hadley Avenue; 98'"
Street at Hadley Avenue; Street D at 100`" Street and Street H(with culdesac) at 100`
Street.
Motion carried.
Commission member Bigham inquired about Outlot C/ Hoiding pond and asked if it
was going to be like to one on the Rainbow property. Council person Rice advised that
this was considered a"Dry Pond" and that only some runoff wouid collect, but for the
most part would not hold water.
There being no further discussion regarding the Planning Commission's agenda, this
portion of the meeting was closed.
OLD BUSINESS
None at this time.
NEW BUSINESS
Case 02-10-01 Hidden Valley Park — No Parking Signage request — Kim Flaata,
7212 Hidden Valley Trail
Captan Woolery provided the Commission with a review from Sergeant
McCarthy, COP 7eam leader for the area. Sgt. McCarthy concurred with Ms.

Flaata in that there is a parking hazard and that signs are needed. Commission
member Gengnagel would like to add Playground signage and a marked
crosswalk as well as the no parking signs.
On a motion by Mark Leier, seconded by Bill Schmidt, to accept Sgt. McCarthy's
recommendation to place no parking signs on Hidden Valley Trail and to send
this to the Parks and Recreation Commission to review.
Commission member Gengnagel would like to amend the motion to include
Playground signage and a marked crosswalk north and south of the playground.
Motion carried.
Case 02-10-02 Safety Recommendations — Hadley Avenue and 65`" Street
Captain Woolery provided the Commission with a copy of a memorandum from
Sergeant McCarthy, COP Team leader for the area, and made the following
recommendations based on the current layout of the intersection:
1) the stopping distances for 65"' Street approaching Hadley Avenue
intersection are tolerable
2) to cut back the vegetation to improve site lines for traffic proceeding
eastbound 65"' Street to Hadley Avenue
3) painting a white line at the intersection of Hadley Avenue approaching 65"'
Street allowing a point where there is increased visibility to eastbound and
westbound 65'" Street tra�c
On a motion by Bruce Gengnagel, seconded by Mark Rudek, the Commission
recommended to accept the COP Team recommendations. Motion carried.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND
REQUESTS
1) Fire Hydrant Height/Grove side reconstruction project
Captain Woolery provided the Commission with a copy of a memo dated 9-25-02
advising of his contact with the project inspector, who stated that the hydrants
will be raised to the specifications prior to frost in the ground.

2) Discussion of combining Commissions
Commission Chair Leier advised the Commission that he and Bruce Gengnagel
will be attending the October 14"' Public Works Commission meeting and get
back to Captain Woolery after the meeting. On a motion by Bruce Gengnagel,
seconded by Kyle Lindquist, the matter was tabled to the November meeting.
Motion carried.
COMMISSION COMMENTS AND REQUESTS
1) Commission Chair Leier informed the Commission that he talked with the Principle of
Cottage Grove Elementary School and that the signage placed on the property
reference a Pedestrian Walking sign is not a sign the Principle would like there. He
would rather the sign be removed so not to encourage children walking to and from
school. He would like some rype of School Zone sign along the driveway instead of the
Pedestrian Walking sign.
The Commission discussed the recommendations that they made a few meetings ago
and have not seen any improvements to 65"' Street with the recommended signage
they recommended. Captain Woolery advised them that their recommendations did
get forwarded to City Council who authorized a letter be sent to the County. Captain
Woolery wiil again contact the County to ensure the Commission's recommendations
were received.
STAFF REPORTS
POLICE - Captain Woolery informed the Commission that the pedestrian crosswalk on
80'" and Joliet would be painted very soon, if it already has not been.
He also advised the Commission that the speed limit signage on 85`" Street
west of the Municipal Pool wiil be installed.
He informed the Commission that a major purchase for the communications
center of a 911 digital voice recorder was approved by the City Council
recently so the city is in conformance with statute requirements.
Captain Woolery went on to advise that there are currently 5 vacancies on
the department and there were 3 conditional job offers.
FIRE - Deputy Fire Chief Dennis Leonard advised the Commission that there will be
Open Houses October 10, 2002 at all Fire Halis as part of Fire Prevention
week.
He also informed the Commission that there are 3 candidates for a Fire
Fighter/Paramedic Quality Assurance EMS person.

The Fire Division is in the initial planning stages for a table top disaster plan,
scheduled for March 2003.
Fire Fighters are currently participating in RIT — Rapid Intervention Team
training. This teaches skills necessary to rescue fallen fire fighters in
emergency situations.
COUNCIL- Council person Rice gave a recap of Public Safety Council items.

Motion by Commission member Karla Bigham, seconded by Commission member Kyle
Lindquist to adjourn the meeting at 7:45 p.m. Motion carried.
