MINUTES OF MEETING
May 13, 2003
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The May 13, 2003 meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order at
7:00 p.m.
MEMBERS PRESENT: Kyle Lindquist, Karla Bigham, Jennifer Osborne, Bruce
Gengnagel, Dave Wick, Jeff Rothecker, Bill Schmidt
STAFF PRESENT: Deputy Director of Public Safety Craig Woolery, Deputy Fire
Chief Dennis Leonard, Council Liaison Cheryl Kohls
Approval of minutes:
Chairperson Karla Bigham presented the April 8, 2003 minutes for review. On a motion
by Dave Wlck, seconded by Jeff Rothecker, the minutes were accepted and approved.
Motion carried.
Aaproval of agenda:
Chairperson Karla Bigham presented the May 13, 2003 agenda of the Public Safety,
Health and Welfare Commission for review. On a motion by Bruce Gengnagel, seconded
by Jeff Rothecker, the May 13, 2003 agenda was accepted and approved by the
Commission. Motion carried.
OPEN FORUM
Chairperson Bigham invited citizens present to address the Commission regarding any
matters that were not on the approved agenda.
There being no presentations, Chairperson Bigham closed the Open Forum segment of
the meeting.
COMMUNITY DEVELOPMENT
The Commission was provided a copy of the Pianning Commission's agenda for the May
27, 2003 meeting.
There was brief discussion regarding the interim conditional use permit to allow the
outdoor sale of fireworks in the Rainbow Foods parking lot at 7280 E. Pt. Douglas
Road South.

Commission member Bill Schmidt had concerns regarding the location of the fireworks
stand.
There being no further discussion regarding the Planning Commission's agenda, this
portion of the meeting was closed.
OLD BUSINESS
Case 03-04-02 Multiple Animal Licenses Review
The Commission received an application for a Multiple Animal License from City
Clerk Stransky for review. After general discussion, on a motion by Jeff
Rothecker, seconded by Jennifer Osborne, the multiple animal license request
was approved. Bruce Gengnagel voted nay. Motion carried.
Case 03-04-03 Snowmobile and AN Concerns
The Commission was provided recommendations from a workshop session including
landowners and snowmobile club members, held on April 16, 2003 and chaired by
Commission member Dave Wick.
The workshop group made the following recommendations:
Tracking warning tags issued by snowmobile patrol in record systems
to better understand which violators may have had previous warnings
2. Banning All Terrain Vehicles on public right of ways (road ditches)
3. Attempt to obtain 2003-2004 grants from the Department of Natural
Resources for enforcement of snowmobile and ATV laws
4. Establishing a list of high priority or high incident areas where
snowmobile and AN violations are occurring
5. Setting out brochures for snowmobiles and ATV vehicles in public
locations, in the areas such as the VFW, 61 Marine and Sports,
Gerlachs and other public locations for educating the public
6. The Cottage Grove Snowmobile Club to put up informational signs at
trail heads and various bordering areas of the city to snowmobile
operators that are from out of town that would be entering the city of
Cottage Grove

7. Training officers in All Terrain Vehicles and snowmobile ordinance
laws and enforcement
On a motion by Jeff Rothecker, seconded by Kyle Lindquist, the Commission
approved the workshop recommendations. Motion carried.
NEW BUSINESS
Case 03-05-01 Outdoors Event Permit Application — Demori's Restaurant, June
14,2003
The Commission reviewed the Outdoor Event Permit Application for DeMori's
Restaurant and Lounge for June 14, 2003. After general discussion, on a
motion by Kyle Lindquist, seconded by Bill Schmidt, the application was
approved on a unanimous voice vote of the Commission. Motion carried.
Case 03-05-02 Washington County public Health Nuisance Ordinance — for your
information only
Captain Woolery presented the Commission with a copy of the Washington
County Public Health Nuisance Ordinance. He went on to say that the
Washington County Board is reviewing this ordinance regarding public health
nuisance issues as well as clandestine meth labs. A public hearing has already
been heard on April 15"', 2003. It is anticipated that the ordinance will be passed
and the scope of the ordinance does affect local jurisdictions including the ciry of
Cottage Grove.
No further action is necessary from the Commission. This is for informational
purposes only.
Case 03-05-03 District 833 - Decreasing School Bus Transportation for Primary
and Secondary Level students
The Commission was requested to provide input to District 833 regarding
proposed budgetary savings type changes to the transportation of students in
District 833. This change involves primarily Cottage Grove Jr. High and Park Sr,
High students, where the walking distance would be increased from 1 mile to 1.5
miles, therefore, increasing the number of students walking and the concerns
that may face the public safety department.

The Public Safety Commission had the following comments.
1. Concerns of increased number of children on the streets walking to and from
school
2. Increased exposure during those walks during severe inclement weather
3. The lack of pathways where they are mentioned by District S33 in residential
areas
4. General concerns of over 1000 children walking to Park Sr. High
5. Increased vehicular parking concerns in surrounding neighborhoods
Commission member Bruce Gengnagel asked specifically what the DistricYs
anticipated cost savings would be by increasing the number of students walking
to their respective junior and senior highs in Cottage Grove.
Council person Cheryl Kohis, the Council Liaison to this Commission, also
requested that this information be provided to the City Council at their next
meeting, the May 21, 2003 Council meeting. The information provided by District
833 as well as the Commission's comments, will be provided for City Council
review and input.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND
REQUESTS
1) Response letter from Washington County DOT — Passing on right shoulder area
of 90 and County Road 19 (Keats Avenue)
Captain Woolery provided the Commission with a response from the Washington
County Department of Transportation. They advised that they are currently
reviewing the area for a possible bypass lane addition at this intersection. Their
review will consist of an analysis of the crash history of the intersection, as well
as a review of the geometrics in the area, sight distance, traffic volume lane
widths and road design of the intersection.
Because there are no large projects scheduled for this portion of CSAH 19 in the
near future, any lane additions will have to be funded independently. As a result,
part of their analysis will include identification of potential funding sources.
COMMISSION COMMENTS AND REQUESTS
1) Commission Chair Karla Bigham wanted to publicly thank Willie Tennis of Tennis
Sanitation for the donation to keep Fire Station #3 open in East Cottage Grove. It is
greatly appreciated.

STAFF REPORTS
POLICE - Captain Woolery informed the Commission of the May 3 accident on Hwy 61
and Jamaica Avenue, which had numerous fatalities. He went on the
commend the fire division personnel and emergency response personnel who
responded to this accident and said that all were very professionai in handling
the scene which was a very difficult and trying event.
He also informed the Commission that Sergeant Tollefson retired from the
Police Department after serving 24 years. The city is in the process of testing
for replacements, as the department is 3 people short.
FIRE - Deputy Fire Chief Dennis Leonard informed the Commission that that there are
now 55 PT fire fighters and 2 FT fire fighters — 10 PT fire fighters have
compieted an EMT course.
He went on to say that Washington County has two Emergency Response
trailers that are used for decontamination. Funding for these came from State
and Federal grants. One of the trailers is housed in Forest Lake the other is in
Oakdale.
He also advised that the October 4, 2003 Emergency Preparedness exercise
site location may change. The Committee will be looking at two altemate sites.
COUNCIL- Council Person Kohls stated that the gas station at Almar Village as been
approved and will soon break ground.
She also advised that budget cuts have been put on hold until after the
Legislation session is over.
The Council approved the purchase of a heavy duty washer and dryer for the
Fire Department to wash their turn-out gear.
The Council approved the purchase of a full size 4 wheel drive vehicle for the
Public Safety Department.

Chairperson Karla Bigham presented the March 11, 2003 minutes for review. On a
motion by Jeff Rothecker, seconded by Bruce Gengnagel, the minutes were accepted
and approved. Motion carried.
Aparoval of aqenda:
Chairperson Karla Bigham presented the April 8, 2003 agenda of the Public Safety,
Health and Welfare Commission for review. On a motion by Bruce Gengnagel, seconded
by Dave Wick, the April 8, 2003 agenda was accepted and approved by the Commission.
Motion carried.

28, 2003 meeting.
There was brief discussion regarding antenna placement on the tower. On a motion by
Bruce Gengnagei, seconded by Jeff Rothecker, the Commission recommended to allow

the placement of the two antennas according to the CUP in the Planning Commission
agenda. Motion carried.
There being no further discussion regarding the Planning Commission's agenda, this
portion of the meeting was closed.
OLD BUSINESS
None at this time.
NEW BUSINESS
Case 03-04-01 Stop sign request at intersection of 91 Street and Janie Avenue —
Adam Mogielnicki, 8915 91 Street, 768-8082
Captain Woolery informed the Commission that the COP Team for this location
reviewed the request, did a tra�c count and accident history and determined that
the request for the placement of a stop sign did not meet the warrants as defined
in the Minnesota Manual of Uniform Tra�c Control Devices.
On a motion by Kyle Lindquist, seconded by Dave Wick, the Commission
recommended to accept the COP Team's recommendation to deny the request
for a placement of a stop sign at the intersection of 91 S' Street and Janie Avenue.
Motion carried.
Case 03-04-02 Multiple Animal Licenses Review
City Clerk Caron Stransky provided the Commission with one application for a
multiple license. Because there was no supporting data received from the
Planning Department or Records Department, the matter was recommended to
be tabled. On a motion Bruce Gengnagel, seconded by Kyle Lindquist, this
matter was tabled to the May meeting pending supporting documentation for
review. Motion carried.
Case 03-04-03 Snowmobile and AN Concerns
Captain Woolery gave a brief history regarding the concerns relative to
snowmobiles and ANs and invited members of the audience to provide input at
this public hearing.
Several residents, who were landowners and farmers, provided pictures and
commented on the damage done to private property and land from use of mostly
ATVs and some snowmobiles. There were also members from the Snowmobile
Club that also provided input.

From these discussions, it was suggested that a workshop be scheduled which
would include members from tonighYs public hearing, and bring concerns to this
workshop to arrive at some agreement on how these concerns and problems
could be addressed in the coming season.
After general discussion, on a motion by Bruce Gengnagel, seconded by Jeff
Rothecker, the Commission recommended that a committee be formed, headed
by Commission member Dave Wick, to address the issues from tonighYs public
hearing reference snowmobiles and ANs and make any changes and/or
recommendations pertaining to snowmobile and ATV traffic. Motion carried.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND
REQUESTS
None at this time.
COMMISSION COMMENTS AND REQUESTS
1) Emergency Response Exercise
Vice Chairperson Bruce Gengnagel stated that he attended a planning session
on March 27`", for this year's disaster drill that will be held at 3M Chemolite on
October 4`h, 2003. He invited members to attend the exercise to evaluate
services for the emergency and/or to be involved in some way during the course
of the drill. He asked that they contact him if there was an interest.
2) Chairperson Karla Bigham extended a welcome to the two newest Commission
members Dave Wick and Jeff Rothecker.
STAFF REPORTS
POLICE - Captain Woolery informed the Commission that two officers will be retiring
from the Police Department. Officer John Tuchner's last day will be Aprii 30,
2003 and Sergeant Laurel Tollefson's last day will be May 31, 2003.
He also advised the Commission that through a federal grant, the Washington
County Special Response Team (SRT) members will be expanded by 7 new
members from throughout Washington County and will also help with costs
for equipment, training and personnel time.
FIRE - Deputy Fire Chief Dennis Leonard advised that the full time fire fighter position
hiring process has been put on hold temporarily.
He went on to say that there was a major structure fire on Kimbro Avenue and
there were no injuries.

He also invited members from the Commission to participate in the disaster drill
on October 4'". He advised that set up would take place between 8:00 a.m. and
9;00 a.m.
COUNCIL- Council Member Kohls advised the Commission and the viewing audience of
an ATM theft scam in the metro area and to be aware of who is around you
when you use ATM machines.
Council Member Kohls also stated that the Council did approve the multiple
animal license for the Brody residence with conditions.
She also advised that if the commission wished, she could keep them apprised
of future development issues as the council receives them. Commission Chair
Bigham would appreciate it if she could inform the commission.

Motion by Commission member Kyle Lindquist to adjourn the meeting at 9:40 p.m.
