PUBLIC SAFETY, HEALTH AND WELFARE COMMISSION
MINUTES OF MEETING
October 14, 2003
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The October 14, 2003 meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order at
7:00 p.m.

Approval of minutes•
Vice Chairperson Bruce Gengnagel presented the September 9, 2003 minutes for review.
Commission member Bill Schmidt would like his name added to the minutes to reflect that
he was in attendance. On a motion by Jeff Rothecker, seconded by Kyle Lindquist, the
September 9` minutes were accepted and approved as amended. Motion carried.
Vice Chairperson Gengnagel a�so requested that the August 12` minutes be approved.
On a motion by Jeff Rothecker, seconded by Jennifer Osborne, the August 12, 2003
minutes were approved. Motion carried.
Approval of agenda•
Vice Chairperson Bruce Gengnagel presented the October 14, 2003 agenda of the Public
Safety, Health and Welfare Commission for review. On a motion by Kyle Lindquist,
seconded by Bill Schmidt, the October 14, 2003 agenda was accepted by the
Commission. Motion carried.
OPENFORUM
Vice Chairperson Gengnagel invited citizens present to address the Commission
regarding any matters that were not on the approved agenda.
Lieutenant Rick Mathewick from the Roseville Police Department and a resident of
Woodbury, informed the Commission that he was in attendance at tonighYs meeting as a
member of the University of St. Thomas Masters Program. One of the requirements is
that he attends a community meeting. Because there is no Public Safety, Health and

Welfare Commission in Roseville and Woodbury's Commission does not meet until next
week, he elected to attend Cottage Grove's meeting to observe.
There being no other presentations, Vice Chairperson Gengnagel closed the Open
Forum segment of the meeting.
COMMUNITY DEVELOPMENT
The Commission was provided a copy of the Planning Commission's agenda for the
October 27, 2003 meeting.
There being no discussion regarding the Planning Commission's agenda, this portion of
the meeting was closed.
OLD BUSINESS
None at this time.
NEW BUSINESS
Case 03-10-01 Multiple Animal License Application — 7165 Timber Ridge Cove
South
The Commission was presented an application for a multiple animal license for
7165 Timber Ridge Cove South. Vice Chairperson Gengnagel requested that
Captain Woolery ask that the city add to the application: 1) the type of breed of
dog and 2) if there is a fenced yard.
Captain Woolery advised that the ordinance at this time, does not require the
applicant to specify what type of breed of dog they own and if they have a
kennel, pictures are required of it.
The Commission, after general discussion, on a motion by Jeff Rothecker,
seconded by Bil� Schmidt, to approve the application as submitted. Motion
carried.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND
REQUESTS
Captain Woolery informed the Commission that at the City Council's September 17`"
meeting, they approved temporary hunting bow and arrow hunting on Mr. Juckel's 18
acres of property down on 110` Street, which is zoned as a no hunting zone. But
because of the damage to Mr. Juckel's crop (apple orchard), the Council approved a
temporary hunting zone until December 31, 2003.
Captain Woolery advised the Commission that he is working on the revision of the
hunting ordinance and is getting cooperation and information from the Community

Development department. As soon as he has a draft ready, he will present it to the
Commission for further input and discussion.
COMMISSION COMMENTS AND REQUESTS
Commission member Jennifer Osborne advised the Commission that the Star Tribune
had an articie that advised a new bill was introduced that has funding for improving
walkways for students since kids are now expected to walk further to school and due to
health issues for children. She just wanted the Commission to be aware of the bill,
which still has to be passed.
STAFF REPORTS
POLICE - Captain Woolery informed members that there are several positions that
applications are being accepted for by the city. In the Public Safety
department, there is an opening for a part time transcriptionist, a full time
dispatcher, a fire fighter/ems coordinator and looking ahead, a 2004 regular
police officer.
He went on to say that the October 4, 2003 disaster drill was a success and
that it would be of benefit if the city purchased its own Incident Command
Trailer, which would be mobile. He also said that the Fire Department did a
tremendous job in coordinator this drill.
Captain Woolery also informed the Commission that Officer Mary McGuire
would be returning to work as a School Resource Officer, on Monday
November 3, 2003.
FIRE - Fire Captain Jeff Brown advised members that 45 of the 55 fire fighters
participated in the October 4`h drill, with an estimated total of 200 participants.
He also wanted to thank all those who did participate in the drill.
COUNCIL- Nothing presented at this time.
ADJOURN
On a motion by Kyle Lindquist, seconded by Bill Schmidt, the meeting was adjourned at 7:19
p.m.
