HomeMy WebLinkAbout2006-06-20 MINUTESPUB�IC SAFETY, HEALTH AND WELFARE COMMISSION MINUTES OF MEETING June 20, 2006 Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission was held at the City Hall Council Chambers and was telecast on local Government Cable Channel 12. CALL TO ORDEFi: The June 20, 2006 meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: u u:_.: �: STAFF PRESENT: Kris Mienert, Brian Hagen, Dave Wick, Justin Olsen, Ben Franczok Jennifer Osborne, Jeff Rothecker Sergeant Brian Wilson, Deputy Fire Chief AI Beasley, PW Management Analyst Brian Voelker Approval of minutes: Chairperson Kris Mienert presented the May 16, 2006 minutes for review. On a motion by Commission member Justin Olsen, seconded by Commission member Dave Wick, the May 16, 2006 minutes were approved as submitted. Motion carried. Approval of agenda: Chairperson Kris Mienert presented the June 20, 2006 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Ben Franzcok, seconded by Commission member Dave Wick, the June 20, 2006 agenda was accepted and approved by the Commission. Motion carried. OPEN FORUM Chairperson Mienert invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no presentations, Chairperson Mienert closed the Open Forum segment of the meeting, COMMUNITY DEVELOPMENT The Commission reviewed the June 26, 2006 Planning Commission's meeting agenda. Comments were made by the Commission regarding the following items: — Item 6.1 Stewart Dog Kennel — Case CUP06-028 Commission Chair Kris Mienert and Commission member Brian Hagen had questions in regards to the technical drawings being somewhat vague and poorly done and they wanted to have more information as to how the dog kennel would be situated on the Page 2 PSHWC Meeting Minutes June 20, 2006 property, items like parking and accumulation of dog feces and other things appeared to be incompiete in the packet and they wanted more technical data. Commission Chair Kris Miernert asked if the Public Safety Commission could view the Conditional Use Permit for the dog kennel license when it's issued at which time Sergeant Wilson advised that the area was suitable for the Conditional Use Permit and prior to it being issued, that it be coming before the Public Safety Commission. - Item 6.2 Gallas Addition — Case V06-034 When the Commission reviewed their packet, they stated there was no information contained to explain the Gallas Addition with the construction. Without any further information, the Commission voted to table the item. - Item 6.3 Yeshiva School -Case ZA06-029 and CUP 06-030 The Commission reviewed the diagrams and information and Commission member Brian Hagen brought up the need for fire alarms and sprinklers and bringing the windows up to code, at which time Deputy Fire Chief AI Beasley stated alI the items of concern would be done, but the location did not need to have fire sprinklers inside of it. Commission member Ben Franczok asked who was going to inspect the buiiding to see that it is up to code, at which time Deputy Fire Chief Beasley stated that they would take care of it at that time when they went for the school. The Commission agreed that once it was inspected and passed there wouldn't be any problems. Item 6.4 Ideal Acres - Case PP06-031 and V06-032 The Commission reviewed the packet and agreed with the Planning Commission's recommendations to deny the preliminary plat. Item 6.5 Driveway Setbacks - Case TA06-027 No items for this were in the Planning Commission's Agenda packet so they could not comment on this. The Public Safety Commission tabled the item for discussion. There being no further discussion regarding the Planning Commission cases, this portion of the meeting was closed. OLD BUSINESS Case 05-02-01 Hinton Avenue Speed Study The Commission took public comment regarding the increase of the speed limit from 30 mph to 40 mph. Eleven residents gave their input and all were against the increase, citing several reasons: drivers are now driving 45 mph or faster; seen traffic more than double the past 4-5 years and drivers entering onto Hinton Avenue have to wait 3-4 minutes now, by increasing speed, it would be even longer to get on to Hinton; lots of residents use Hinton walking paths, can't cross Page 3 PSHWC Meeting June 20, 2006 at 72" Street due to vehicle speed; residents don't want it raised; residents don't want to lose property for a sidewalk. After comments from the public, the Commission, on a motion by Brian Hagen, seconded by Kris Mienert, tabled the matter for future review, discussion and input. Motion carried. NEW BUSINESS None at this time. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS None at this time. COMMISSION COMMENTS AND REQUESTS Commission Chair Mienert advised she noticed when driving eastbound 70 Street from Hwy. 61 to Hinton Avenue, only one speed limit sign and requested that the road needs more. Sgt. Wilson stated he would advise the county. Commission member Justin Olsen stated that he felt the intersection of Hinton Avenue and 70` Street needs better traffic control with the new development in the area and amount of traffic now entering that intersection, He went on to comment about the sign placed on 70' Street in the area of Hardwood Avenue regarding "No passing on shoulder" and said there have been more accidents in the area. STAFF REPORTS POLICE - Sergeant Wilson informed the Commission that the consolidation of our Dispatch Center with Washin�ton County is set for June 27`" He went on to say that one of our new police officer candidates, Tom Knutson, has resigned after two weeks in Field Training. The city is in the process of hiring a repiacement. He advised that Chief Zurbey will have a"Retirement Reception" at City Hall on Tuesday, June 27, 2006 from 2— 4 p.m. and invited the Commission. He also advised that there will be a more formal "Retirement Party" on Monday August 7' and more information would be forthcoming. FIRE - AI Beasiey said that the department has hired 3 part time Fire Fighters. He went on to say that the city is doing a background on an individual for the position of EMS Coordinator. Page 4 PSHWC Meeting June 20, 2006 COUNCIL - Council member Bailey advised that this year's Strawberry Fest was a success and that the street dance went well and there were only two noise complaints for the whole event; Ne went on to say that the city will be in the budget process within the next month. He also advised that the City Hall project is still in the review process, focusing mostly on police and fire. _ � �l�l:i�l Motion by Commission member Brian Hagen, seconded by Commission member Dave Wick to adjourn the meeting at 8:00 p.m. Motion carried.
