HomeMy WebLinkAbout2006-08-15 MINUTESPUBLIC SAFETY, HEALTH AND WELFARE COMMISSION MINUTES OF MEETING August15,2006 Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission was held at the City HaII Council Chambers and was telecast on Iocal Government Cable Channel 12. CALL TO ORDER: The August 15, 2006 meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: MEMBERS ABSENT: STAFF PRESENT: Brian Hagen, Dave Wick, Jeff Rothecker, Ben Franczok Kris Mienert, Justin Olsen Deputy Director of Public Safety Pete Koerner, Deputy Fire Chief AI Beasley Approval of minutes: Vice Chairperson Brian Hagen presented the July 18, 2006 minutes for review. On a motion by Commission member Dave Wick, seconded by Commission member Jeff Rothecker, the July 18, 2006 minutes were approved as submitted. Motion carried. Approval of aqenda: Vice Chairperson Brian Hagen presented the August 15, 2006 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Jeff Rothecker, seconded by Commission member Dave Wick, the August 15, 2006 agenda was accepted and approved by the Commission. Motion carried. OPEN FORUM Vice Chairperson Hagen invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no presentations, Vice Chairperson Hagen closed the Open Forum segment of the meeting. COMMUNITY DEVELOPMENT The Public Safety, Health and Welfare Commission reviewed the tentative agenda for the August 28, 2006 Planning Commission meeting. There being no further discussion regarding the Pianning Commission Agenda, this portion of the meeting was closed. Page 2 PSHWC Meeting August15,2006 OLD BUSINESS None at this time. NEW BUSINESS Case 06-08-01 Review of Hunting Ordinance/Maps — memo from Director of Public Safety Craig Woolery The Commission reviewed a memo from Director of Public Safety Craig Woolery. Specifically it stated the Cottage Grove City Code's Hunting Ordinance was amended August 10, 2005 by CounciL Cottage Grove ordinance 5-3-6 addresses use of firearms and archery equipment in the city of Cottage Grove. Ordinance 5-3-6 (c) 1 and 2 states that each year prior to the commencement of the hunting season, designated hunting areas will be reviewed by the Public Safety, Health and Welfare Commission. The City Council will review the designated hunting areas for final approval prior to publication. For the 2006-2007 season, the Public Safety Department has reviewed the designated areas for discharge of firearms and archery equipment and has approved the areas designated. The 2005-2006 season under the amended language, has shown to be very effective, adaptable to development and addresses the safety concerns of the city. In 2005, hunting complaints were minimal. There were (5) five hunting related compiaints: 1 report of a hunting blind, found to be a hawk's nest 2 trespass reports 2 deceased deer �andowner controlled access of hunters within the designated areas has been well received by landowners, police officers and persons wishing to take advantage of this recreational opportunity. There were designated archery and hunting maps that would apply to the 2006-2007 hunting season. After general discussion, on a motion by Dave W ick, seconded by Jeff Rothecker, the Commission passed the recommendation to approve the 2006- 2007 maps designating boundaries for discharge of firearms and archery equipment for hunting. Motion carried. Page 3 PSHWC Meeting August 15, 2006 RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS None at this time. COMMISSION COMMENTS AND REQUESTS Vice-Chairman Brian Hagen stated that there is a parking problem in the area of Armstrong School specifically when softbali little league games are going on. He stated that people are parking on both sides of the street where the fields are located and states is poses a big traffic hazard when pedestrians, especially small children, run from between the vehicles to cross the street to get to the fields. He would like to see some type of signage placed to avoid the parking hazards in this area. Captain Koerner stated he would notify Public Works about this and advise the Commission at a future meeting what would be recommended by the Public Works sign division and City Engineer. STAFF REPORTS POLICE - Captain Koerner advised the Commission that the Cottage Grove Crime Prevention Board is offering a$500 reward for information leading to the arrest of anyone who burglarized Kingston Park pavilion the night before Nationai Night Out. FIRE - Deputy Fire Chief Beasley advised the Commission that EMS Coordinator Jeff Sedlacek has started at the Fire Division. He also stated that EMTs for Monday — Friday are filled, however, tne Division is short 4 fire fighters. He also advised that there wili be a Public Education Open House held the second Thursday in October. More information will be coming. He stated this is the 4` year the Fire Department collected money for school supplies for needy children and that there was $300 collected. COUNCIL - Councii member Myron Baily informed the Commission that the Councii wili be meeting to discuss the final 2007 budget. He went on to say that Presbyterian Homes project will begin the end of this year. Page 4 PSHWC Meeting August 15, 2006 He also advised that there are many new developments being proposed in the Camel's Hump area, not the specific Camel's Hump, which has been designated at a park location, but along the frontage road near Kohl's and that there may be another Senior Housing project being discussed. ADJOURN Motion by Commission member Jeff Rothecker, seconded by Commission member Ben Franzcok to adjourn the meeting at 7:13 p.m. Motion carried.
