HomeMy WebLinkAbout2007-01-16 MINUTESPUBLIC SAFETY, HEALTH AND WELFARE COMMISSION MINUTES OF MEETING January 16, 2007 Pursuant to due notice, a meeting of the Public Safety, Heaith and Welfare Commission was held at the City Hall Council Chambers and was telecast on local Government Cable Channel 12. CALL TO ORDEFi: The January 16, 2007 meeting of the Cottage Grove Pubiic Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: MEMBERS ABSENT STAFF PRESENT Brian Hagen, Jeff Rothecker, Kris Mienert, Justin Olsen, Kathy Klein, Dave Wlck Ben Franczok Deputy Director of Public Safety Pete Koerner Approval of minutes: Chairperson Mienert presented the December 19, 2006 minutes for review. On a motion by Commission member Jeff Rotnecker, seconded by Commission member Brian Hagen, the December 19, 2006 minutes were approved as submitted. Motion carried. Approval of agenda: Chairperson Mienert presented the January 16, 2007 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Dave Wick, seconded by Commission Chair Kris Mienert, the January 16, 2007 agenda was accepted and approved by the Commission. Motion carried. OPEN FORUM Chairperson Mienert invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no presentations, Chairperson Mienert closed the Open Forum segment of the meeting. COMMUNITY DEVELOPMENT The Planning Commission's tentative agenda was reviewed by the Commission. Item 6.3 — Cingular W ireless Antenna — CUP07-004 and V07-003, two questions were brought up by the Commission. The Commission was curious if the city is creating precedence in granting variances for each of the wireless antennas. The Commission also had a concern that the proposed 325-foot setback being called "just shy of the ordinance requirement" was misleading. The 450-foot setback requirement leaves a difference of 125-feet, Page 2 PSHWC Meeting January 16, 2007 The second item reviewed was Item 6.1 — Linder's Greenhouse - case ICUP07-001, and the Commission had no concerns and commented that this is done yearly and they have no concerns. Lastly, Item 6.2 — Aggregate Industries — Case MP07-003 had no comments from the Commission. There being no further discussion, this portion of the meeting was closed. OLD BUSINESS None at this time. NEW BUSINESS Case 07-01-01 Safe Routes to schools Grant - 65 Street from Hinton Avenue to Cottage Grove Elementary school and 79`" Street between Hemingway Avenue and Hinton Avenue - Review memo from Brian Voelker, Public Works Management Anaiyst The Commission was provided copies of a Safe Routes to Schools Grant and memo from Brian Voelker to review and requested the Commission to pass a motion in support of the grant applications. After general discussion, on a motion by Commission member Kathy Klein, seconded by Commission member Justin Olson, the following were approved by a unanimous voice vote of the Commission. 1) Supporting the SRTS Grant application for 79 Street sidewalk and 2) supporting the SRTS Grant application for 65 Street bituminous trail. ADMINISTRATION Terms of Commission members Commission members Jeff Rothecker, David Wick and Brian Hagen advised they would serve another term. Commission member Kris Miernert was re-appointed to serve as the Commission Chair and Commission member Brian Hagen was re-appointed to serve as the Vice Chair. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS None at this time COMMISSION COMMENTS AND FiEQUESTS None at this time. Page 3 PSHWC Meeting January 16, 2007 STAFF REPORTS POLICE - Captain Koerner informed the Commission that the time frame for the K-9 program is to match the dogs and handlers beginning January 22, 2007. St. Paul wili be first to be matched and then Cottage Grove K-9 Officer Vandervort following. Captain Koerner went on to say that Officer Vandervort will have orientation starting February 22, 2007 and K-9 school from March 5, 2007 to May 24, 2007. Sergeant Steve McCarthy has opened a new "TIP LINE" for information that can be provided by the public to help in investigations of crimes. Captain Koerner went on to say tnat the city's Command Vehicle will be completed in a couple of weeks and will be ready for delivery here. FIRE - Captain Koerner stated that the Fire Budget provided a large amount towards the Command Vehicle purchase and is excited about its arrival. COUNCIL - Nothing noted. ADJOURN Motion by Commission member Brian Hagen, seconded by Commission member Jeff Rothecker to adjourn the meeting at 7:14 p.m. Motion carried.
