PUBLIC WORKS COMMISSION
August 12, 2002
Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on August 12, 2002 at 6:30 pm.
1. CALL TO ORDER
Chair Ken Boyden called the meeting to order at 6:35 pm.
2. ROLL CALL
Members Present: David Anderson, Ken Boyden, Randy Eckstein,
Roger Finnegan, Dan Massarotti
Members Absent: Steve Ingram, Jan Wuorenma
Staff Present: Les Burshten, Public Works Director

3. APPROVE MINUTES
On a motion by Dan Massarotti, and seconded by Randy Eckstein, the June 10, 2002
minutes were approved unanimously.
4. ADDITIONAL AGENDA ITEMS
1. Kohls Department Store
Commission Member Dan Massarotti stated that during previous discussions regarding
the proposed location of the Kohls Department Store, no mention was made that
buildings housing local businesses at the location would have to be removed. He
stated concern that this Commission was not made aware of this situation.
Chair Ken Boyden responded to Mr. Massarotti that only such information as roadways,
maintenance of roads and related areas would be addressed by the Public Works

Commission. Land purchasing would be addressed by Community Development and
public safety issues would be taken care of by the Public Safety Commission.
Massarotti went on to state that he doesn't understand why the City is involved in the
procurement of land for commercial enterprise. Both Boyden and Public Works
Direction Burshten responded that questions regarding land procurement would have to
be addressed to City Administrator Ryan Schroeder and/or City Council members.
2. Lane Markers on East Point Douqlas Road
Massarotti inquired when East Point Douglas Road will be re-striped to which Burshten
replied that striping work will be completed soon. Streets Foreman Gary Orloff added
that the striping contractor will be starting work tomorrow morning, weather permitting.
Burshten went on to state that street striping work was done by an outside contractor
this year due to the extended leave of absence by a long-time Public Works
Sign/Striping Division employee. Burshten added that the City was fortunate to hire
the same contractor under contract with the Dakota County cities of Burnsville, Apple
Valley and Rosemount.
3. Campaiqn Siqns
Boyden indicated he strongly agrees with consistent ordinance enforcement
regarding the placement of campaign signs in the right of way. Burshten
responded that issues regarding campaign sign placement are addressed by the
Planning Division and Public Works is involved if our assistance is requested.
5. NEW BUSINESS
A. Xcel Energy Presentation - cancelled
B. Sidewalk Panel Repair — Tour of New Construction Areas
Burshten explained that a policy is in place regarding the maintenance and repair of
city sidewalks. A survey of Cottage Grove sidewalks was recently completed and
it was discovered that sidewalks requiring repair have far exceeded expectations
with repair costs totaling approximately 517,000.
Orloff explained that repairs are essential in the "Priority One" areas which are
those sidewalks that have a half-inch rise or have the potential to cause danger to
someone. "Priority Two" repairs include areas that will not cause danger to
someone but could become hazardous after another winter season.
C. 103`" Street Drainage Issues
Director Burshten stated that recent rainfall has again caused problems in the 103'
Street area making it necessary to pump the roadway in order to prevent the road
from flooding over at the bridge. Burshten added that Engineering staff has come
up with a relatively good game plan to correct this problem.

Tom Thompson of Bonestroo and Associates explained that Engineering has spent a
good deal time working through this drainage issue adding that there is a relatively
large drainage area that contributes to the flooding process. He added that the
cost to pipe the excess water and create a pond following the natural drainage
could get quite expensive. Options are being explored for re-routing the water
down different pathways, either to the road or to the Mississippi Dunes Golf Course
and a pond would be constructed upstream for future development, however, costs
for this project are not yet available. Thompson added that there is rock in the
roadway so most likely the water would be routed through the golf course using
some of the existing ponds and creating one small pond on the south side of 103`
Street. Mississippi Dunes Golf Course owners seemed to be in favor of water
being routed through their property and may even be willing to do restoration work.
Options will continue to be evaluated on this drainage issue.
D. Technical Review
6.1 CASE RS02-056, CUP02-057, and V02-067
Northern Natural Gas Company has applied for a simple lot division to acquire an
additional 4,000 square feet of land; a conditional use permit to allow a public
utility/public service structure south of their existing building, which is located south of
70� Street and west of Keats Avenue; and a variances to Title 11-8A-2(6)(A), Lot
dimensions and Setbacks in AG-1, Agricultural Preservation District.
It was explained that Northern Natural Gas is constructing a small building on 70
Street. No further discussion.
6.2 CASES ZA01-053, PP02-054, SP02-055 and CP02-066
Pulte Homes has applied for a zoning amendment to change the zoning from R-2.5,
Residential, and AG-2, Agriculture, to PUD, Planned Unit Development; comprehensive
plan amendments to change the land use from rural residential to low density
residential and a MUSA expansion to bring three acres into the Metropolitan Urban
Services Area; and a preliminary plat and site plan review for Timber Ridge 4' Addition,
which would consist of 85 patio homes and 58 senior housing units to be located on the
northwest corner of 70� Street and Harkness Avenue. No discussion
6.3 CASE SP02-064
Metropolitan Council Environmental Services has applied for a site plan review of the
sanitary sewer interceptor line that is proposed to be constructed along Keats Avenue
to the Waste Water Treatment Plant.

Harry Taylor explained that this work is for the expanded water treatment facility linking
Woodbury and Cottage Grove to the plant with the first phase of construction starting
ne� spring.
6. OLD BUSINESS
A. Pavement Management Update
Boyden inquired whether the project is going fairly smooth to which Chad Quigley,
Project Construction Manager, responded there are no problems per se, however, rain
has been excessive since work was started. He went on to state that they are starting
the 4` and final phase of this year's project. Street reclamation will likely start later
this week or early next week. Wear course will be paved in other areas later this week,
weather permitting. Quigley went on to state that all areas have the base course from
Belden all the way to Glenbrook Avenue.
Quigley stated that restoration has been done up to Grafton and Hadley but grass seed
has been washed out by rain and other areas have been affected by the high
temperatures. Residents have been informed that the contractor will return to re-do
areas that have not flourished and until that point, residents are asked to keep the
weeds mowed down. Due to bad results in the past with sodding restoration areas,
hydro seeding will be attempted. It is hoped the long-term benefits of grass seed will
result in a better end product.
7. PUBLIC WORKS UPDATE
Budqet Meetinqs
Burshten announced that budget meetings with the City Council will take place on
August 14` for all Public Works Divisions, including the Recreation Department and the
Ice Arena.
80 Street Landscapinq
A variety of comments about plantings on 80� Street have been received - some good,
mostly bad. Burshten commented that weeding has been done and work wiil continue
to maintain these areas.
74� and Hidden Vallev Lane Pond
Burshten stated that a hydro-vac will be brought in to clean out the above referenced
pond. Cost of the work will be utilized through the Stormwater Utility Fund.
Citv Pool
Last Friday evening the circulating pump in the city pool went out. The pump was
replaced and the pool should be in operating condition tomorrow.
Public Works Staff
The Parks Division has two new employees. Tamara Newton started today and Scott
Nelson will begin on August 19 Interviews will take place on August 14 for the
management analyst position.

8. CITY COUNCIL UPDATE
Council Member Jim Wolcott inquired if the Commission wished to meet with the City
Council regarding any issues, they are welcome and invited to do so.
9. ENGINEER'S REPORT
No discussion.
10. COMMISSION COMMENTS AND REQUESTS
None.
11. ADJOURNMENT:
Motion was made by Dan Massarotti, seconded by Randy Eckstein. Motion was carried
unanimously. Meeting adjourned.
At this time, City staff and members of the Public Works Commission adjourned for a
tour of the new construction areas.
