PUBLIC WORKS COMMISSION
March 10, 2003
Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on March 10, 2003 at 7:00 pm.
1. CALL TO ORDER
Chair Ken Boyden called the meeting to order at 7:00 pm.

3. APPROVE MINUTES
Upon a motion by David Anderson, and seconded by Jan Wuorenma, the February 10,
2003 minutes were approved unanimously.
4. ADDITIONAL AGENDA ITEMS
Ken Boyden and Jan Wuorenma were re-appointed to the PWC at the March 5, 2003
Council meeting.
Ken Boyden requested the commission elections be tabled until the April 14 meeting.
5. NEW BUSINESS
A. TECHNICAL REVIEW
6.1 CASES RS03-012 and V03-013
John Angell and Tina Ott-Angell have applied for a simple lot division to subdivide a 10-
acre parcel of land at 7682 110 Street South into an 8-acre parcel and a 2-acre parcel
and a variance to Title 11-3-3E(2), Miscellaneous Requirements for Accessory
Structures, to allow an existing outbuilding to remain on the 8-acre parcel for

agricultural use. The proposed 8-acre parcel would be combined with the 20-acre
parcel to the west, and 2-acre parcel would contain an existing house and outbuilding.
6.2 CASE SP03-014
Distyle Design has applied for site plan review of a Kath Fuel Oil Service gas station
and convenience store to be located at Almar Village on the corner of 70 Street and
Keats Avenue South.
There was a brief discussion regarding the aesthetics of the gas station/car wash that is
being built at the above intersection. Harry Taylor responded there are plans for
landscaping in the area and that the City's Community Development Department is
adamant about the visual impact of this site from the roadway. He added that this
commission might follow up with Planning to make certain the area is aesthetically
pleasing.
6.3 CASE TA02-065 (continued from 11/25/02 meeting)
The City of Cottage Grove has applied for a zoning text amendment to add a
neighborhood business district to the zoning ordinance.
6.4 CASE TA03-008 (continued from 2/24/03 meeting)
The City of Cottage Grove has applied for a zoning text amendment to amend Title
1105, Adult Uses, of the city's zoning ordinance.
B. CITY OF COTTAGE GROVE SIGN REQUEST POLICY
City Engineer Nancy Hanzlik discussed the initial draft form of the Sign Request Policy
that will soon be submitted to the Council for approval.
1. The Sign Request Policy clarifies the six different types to be placed within the
public right-of-way.
2. Request forms can be submitted to any City staff member. initial information
can be completed at this time.
3. Sign request form will be forwarded to the Engineering Division for review.
4. Upon review, Engineering will complete follow up with the citizen. Sign
installation will be completed if approved.
5. If the request is denied, the citizen can appeal to the Public Works Commission
with Engineering staff available to present their case for the denial.
6. If the Public Works Commission is in agreement with the denial, the citizen can
appear before the City Council. ` At this point, charges may be incurred to the
requestor to cover City staff services beyond the general means'
7. If the Public Works Commission agrees with the request, staff from both the
Public Works Commission and Engineering next appear before the City Council.
The Council wili make the final determination whether the sign is installed or not.

8. The Sign Request Policy will be reviewed every 12 years (the average life
expectancy of sign faces)
Commission Chair Ken Boyden inquired if City staff intends to follow-up with, for
example, residents that had previously requested a Deaf Child sign to determine if the
sign is still needed. Hanzlik responded that Deaf Child signs, along with Watch for
Children/, Children at Play, Blind Child, etc., would no longer be permitted within the
City according to the policy. Commission Member Jan Wuorenma recommended that
a general notice be published in the South Washington County Bulletin informing
residents that signs of this type are going to be removed. Boyden agreed that this
information could be published upon Council approval of the policy. Wuorenma further
commented the importance of this Commission supplying this type of information to
local residents. Commission Member David Anderson suggested a"ViewPoinY'
column be written regarding the Sign Request Policy to be published in an upcoming
issue of the Bulletin.

PUBLIC WORKS COMMISSION ACCEPTS THE SIGN REQUEST POLICY DRAFT
DATED MARCH 4, 2003. MOTION CARRIED.
6. OLD BUSINESS
A, N.P.D.E.S. (National Pollutant Discharge Elimination System) — Update
Hanzlik stated that on March 7, 2003, the industrial permit application for public works
facilities was cancelled — three days prior to having to submit a full appiication form.
B. Pavement Management - Update
Public Works Supervisor Harry Taylor was glad to report the City and Xcel Energy have
come to an understanding regarding the gas main replacement in the road
reconstruction area. Xcel will be leaving the existing main on one side of the street,
eliminate the lawn side services that go from the main across the street, and install a
new plastic main on the other side. The lawn side services that interfere with the
contractor's work will be eliminated.
7. PUBLIC WORKS UPDATE
Outdoor Rinks
Taylor reported the outdoor rinks were closed last week.
Boulevard Tree Trimminq
City trees are being trimmed on the east side of Highway 61.
Snow Plowinq
Crews were called in for snowplowing duties on Saturday, March 8. Snow continued
throughout much of the day, however, roads were completely cleared of snow, curb to
curb, by 4:00 p.m.

Tours of Public Works and Citv Facilities
Harry Taylor suggested commission members have an opportunity to tour the Public
Works Facility and other areas of the City. A date will likely be set up for some time
during the summer months.
8. CITY COUNCIL UPDATE
Tschida Development
Council Member Wolcott reported the proposed Tschida Development on Hadley
Avenue between 95� and 100� Streets was approved.
Budget Issues
Wolcott mentioned an open forum meeting will take place on March 11 (tomorrow) at
Cit� Hall at 7:00 pm. An additional meeting dealing with the tax levy will be on March
13 , also at City Hall, 7:00 pm.
9. ENGINEER'S REPORT
Hanzlik reported she has been working on the N.P.D.E.S. permit. Additionally, she has
been meeting with Washington County staff regarding the Hinton-Tower Connection
and noted the County has requested a speed study for this area.
Drainage issues on 103 Street are also being addressed. Bailey Nursery wants to
significantly re-grade their site as well as mine the adjacent lime rock creating a large
retention pond. Discussion on these issues will continue.

Motion to adjourn was made by Jan Wuorenma, seconded by David Anderson. Meeting
was adjourned at 8:00 pm. Motion carried.
