HomeMy WebLinkAbout2003-06-09 MINUTESCITY OF COTTAGE GROVE PUBLIC WORKS COMMISSION June 9, 2003 Pursuant to due call and notice thereof, a meeting of the Public Works Commission of Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas Road, Cottage Grove, Minnesota, on June 9, 2003 at 7:00 pm. 1. CALL TO ORDER Chair Ken Boyden called the meeting to order at 7:03 pm. 2. ROLL CALL David Anderson, Ken Boyden, Robert Dornsbach, Randy Eckstein, Roger Finnegan, David Thiede, Jan Wuorenma Staff Present: Les Burshten, Public Works Director Monica Percic, Management Analyst Jeff Podoll, Former Solid Waste Advisory Committee Member Also Present: Greg Tennis, Tennis Sanitation Willie Tennis, Tennis Sanitation 3. APPROVE MINUTES Upon a motion by David Anderson, and seconded by Jan Wuorenma, the May 12, 2003 minutes were approved unanimously. 4. ADDITIONAL AGENDA ITEMS School District Fiber Optic Lines Randy Eckstein wished to discuss this issue. (See Commission Comments and Requests portion of these minutes, page 6) 5. NEW BUSINESS A. TECHNICAL REVIEW 6.1 CASE CUP03-023 Hansen's Auto Care has applied for a conditional use permit to allow expansion of the automotive and motor vehicle repair use at the current location at 8118 Hadley Avenue South. Public Works Commission June 9, 2003 — Page 2 Burshten reported the permit is for a fence to be installed along the rear of the building to shield dumpsters. Additionally, Hansen's requested to install shrubbery and landscape rock up to the curb. City staff advised the business to use woodchips rather than rock which tends to fall off into the street. B. Solid Waste Ordinance/Advisory Committee Information. Burshten explained that Monica Percic will now be the Recycling Coordinator for Cottage Grove. Monica will be reviewing the Solid Waste Ordinance along with Jeff Podoll, who is serving as a consultant due to his past service on the original Solid Waste Committee. Overview: "The intent of the Solid Waste Ordinance review several years ago was, in short, to reduce the wear and tear on City streets from having too many large trucks servicing the City's waste hauling needs." "Listed below are updates to make the ordinance more up-to-date, and serve as a starting point for reviewing the ordinance in light of current trends." Section Title Comment 4-2-2 Definitions Consider updating the "TARGETED RECYCLABLES" definition as per "2002" Washington County Municipal Curbside Rec clin and Waste Reduction Grant Guidelines" 4-2-4-C-1 Containers Consider adding "or hauler" to first sentence: "Containers shall be provided by the owner, tenant, lessee, occupant, or hauler of the premises and be maintained in good condition" 4-2-5-B-2 Storage and �Does the City still require businesses to keep containers in Placement locked stora e areas? *The commission discussed the above point and stated that having the containers locked would not be practical and may keep employees from gaining access to the trash if a key holder is not present. It was noted that business dumpsters must be contained in an enclosure, however, the enclosures are not locked and this portion of the ordinance is not currently enforced. Commission member Robert Dornsbach suggested the ordinance be consistent, to which it was agreed that the word "locked" be removed from the ordinance. MOTION MADE BY JAN WUORENMA, SECONDED BY ROBERT DORNSBACH, TO REMOVE THE WORD "� ^� ��^�" FROM SECTION 4-2-5-B-2. MOTION WAS CARRIED UNANIMOUSLY. Public Works Commission June 9, 2003 — Page 3 Section Definitions Comment 4-2-6-G Number of Consider striking the following sentence "Through attrition, Licenses the number of collectors shall be reduced from six (6) to three (3) as it is no longer applicable 4-2-6-G Number of How many licensed commercial/multiple dwelling/recycling Licenses haulers do we have? Do we limit? If so, do we enforce this number? If we limit, perhaps building inspectors can be provided with a current list of licensed commercial haulers and report back if a non-licensed hauler is found used by a business in the City. Podoll has observed in driving throughout the City that there are a large number of different companies with commercial/residential dumpsters in town and inquired whether they are property licensed. How should the City go about checking whether they are properly licensed and if not, how should they be fined? Burshten explained that the commercial haulers are required to obtain a license through City Clerk Caron Stransky's office and she periodically sends lists of the licensed commercial haulers to the various departments. (JefF will receive this list in the future). -F Duties and Verify who receives an Obligations reports of Licensed Collector up on haulers' quarterly Burshten believes these reports are now received on a semi-annual basis rather than quarterly. The report is forwarded to Washington County for the purpose of comparison and statistics for the Recycling Program. MOTION MADE BY DAVID ANDERSON, SECONDED BY JAN WUORENMA THAT SECTION 4-2-6-I-1-F NOW READ: "........THE REPORT SHALL BE SUBMITTED A SEMI-ANNUALLY." MOTION WAS UNANIMOUSLY CARRIED. It was agreed that the City does a good job in promoting recycling in various ways through articles in the Cottage Grove Reports and with promotional items distributed at various events including Safety Camp, National Night Out and Public Works. Commission Member Jan Wuorenma suggested that this change not be made and is concerned that another touch will not motivate more change. Percic agreed this is fine as long as the City continues to educate residents. Greg Tennis added that Tennis Sanitation sends new residents brochures explaining the recycling program. Section Definitions Comment 4-2-7 Targeted Will we need to notify haulers of change in targeted Recyclables recyclables per Washington County's guidelines? Greg Tennis explained that his company receives recycling information directly from Washington County. Commission Member David Thiede indicated that 4-2-7 (A) now reads "Each licensed collector shall be given ninety (90) days written notice of proposed additions to the list of targeted recyclables. The notice will specifically describe the material(s) proposed for addition and also describe how the addition might affect the duties and obligations of the licensee: (B) Each licensed collector shall also be given written notice at least ten (10) days in advance of the time and the date of the Council meeting that will consider the proposed addition to a list of targeted recycles;" After a brief discussion, it was decided that the ordinance shall remain as written. Public Works Commission June 9, 2003 – Page 5 Section Definitions Comment 4-2-8-B Recycling Does/should the City still make resolutions regarding the Fee recycling rates as stated? The ordinance now reads: "Recycling Fee: The licensees must also include a specific line item and charge a fee in such amount as provided by resolution of the City Council from time to time for recycling. If the residential/recycling licensee subcontracts the recycling pickup, the subcontractor may not charge the property owner separately for the recycling pickup. Podoll stated when the ordinance was originally set up, one garbage hauler wanted to include the recycling fee as part of the actual garbage collection fee, however, the county was adamant about this charge being separately priced in order to make residents aware that they were being charged for recycling whether they participated in it or not. He went on to state that since the City does not set rate structures for haulers, that some language be removed from that portion. IF THE RESIDENTIAL RECYCLING LICENSEE SUBCONTRACTS THE RECYCLING PICKUP, THE SUBCONTRACTOR MAY NOT CHARGE THE PROPERTY OWNER SEPARATELY FOR THE RECYCLING PICKUP". MOTION WAS UNANIMOUSLY CARRIED. Section B- 1– Storaqe and Placement. Commission Member Randy Eckstein commented that the time frame listed in the ordinance is not practical due to varying work shifts by residents. The ordinance now reads: "Containers shall be placed for collection not earlier than six o'clock (6:00) P.M. the evening before collection and must be put away no later than six o'clock (6:00) P.M. on the day of collection. At all other times, the containers shall be located as to be out of public view in a secure place insofar as possible." Podoll explained the original intent of the time limitation was to discourage residents from basically leaving their trash receptacles out all the time. Based upon this discussion, the following motion was made: MOTION MADE BY JAN WUORENMA, SECONDED BY RANDY ECKSTEIN, SECTION B STORAGE AND PLACEMENT SHALL NOW READ: "CONTAINERS SHALL BE PLACED FOR COLLECTION NOT EARLIER THAN 6:00 P.M. THE EVENING BEFORE COLLECTION AND MUST BE PUT AWAY NO LATER THAN 6-0A—R-.M. 11:59 P.M. ON THE DAY OF COLLECTION." MOTION WAS UNANIMOUSLY CARRIED Public Works Commission June 9, 2003 — Page 6 6. OLD BUSINESS A. Pavement Management Program — Update • Concrete is being poured at 90� and Grenadier today. • Storm sewer work is being done on Greystone and g4� . This will be the final week that Phase 1 boulevards will be watered by the City. Residents will be notified via a door-hanger-type informational card that it will now be their responsibility to water these areas. 7. PUBLIC WORKS UPDATE • Sealcoating will begin June 16� Pearson Brothers is the contractor. • The Highlands Water Tower was re-bid on June 7 Champion Coatings was awarded the bid. • Booster Station is experiencing motor problems. • SCADA system is being installed. • Bid information for Well #11 is being put together Ken Boyden indicated that 90 Street between Jewel Avenue and County Road 19 will be closed beginning June 11 due to the new interceptor coming in. Project should last 2-3 weeks. 8. CITY COUNCIL UPDATE • Sgt. Laurel Tollefson retired from the Police Department after serving 24 years. . East Ravine Task Force will be presenting a report to the Council with their recommendations. 9. ENGINEER'S REPORT No further discussion. 10. COMMISSION COMMENTS AND REQUESTS School District #833 Fiber Ootic Lines Randy Eckstein commented that during the last two weeks, South Washington County Schools has been installing fiber optic line near Hamlet Park. He added large ruts remain from equipment and he is concerned about restoration of the area. Burshten stated he spoke with the contractor and indicated work is not yet done in the area. The contractor stated crews would be back to repair those areas where indentations remain. Follow-up will be done by Public Works. Public Works Commission June 9, 2003- Page 7 Julv Public Works Meetinq Chair Ken Boyden stated that if there are no pressing agenda items, the July PWC Meeting will likely be cancelled. Notices will be mailed to members with cancellation information. Council Meetinq Cancellation Randy Eckstein requested that PWC members be notified should a council meeting be cancelled. For example, the council will not meet on July 2" and this information would be helpful to know in advance. 11. ADJOURNMENT Motion to adjourn was made by Jan Wuorenma, seconded by Robert Dornsbach.
