CALL TO ORDER Chair Ken Boyden called the meeting to order at 7:03 pm. 2. ROLL CALL David Anderson, Ken Boyden, Robert Dornsbach, Randy Eckstein, Roger Finnegan, David Thiede, Jan Wuorenma Staff Present: Harry Taylor, Public Works Supervisor Allan Larson, Public Works Technician Also Present: Council Member Jim Wolcott Nancy Hanzlik 3. APPROVE MINUTES Upon a motion by Dave Anderson, seconded by Jan Wuorenma, the August 11, 2003 minutes were approved unanimously. 4. ADDITIONAL AGENDA ITEMS . East Ravine Open House • Well Vulnerability Assessment for Water Distribution — Overview • Highway 61 Storm Sewer Crossing Project — Update . Capital Improvement Program 5. NEW BUSINESS A. Technical Review Harry Taylor explained that Public Works Staff was unable to attend the meeting, however noted that the cases scheduled didn't pertain to this department with the exception of Item 6.4, (Verizon Wireless monopole). Public Works Commission September 8, 2003 — Page 2 Summary of Technical Review Items: 6.1 CASE V03-045 Darrel and Iris Johnson have applied for a variance to allow a density transfer at 9255 Military Road. 6.2 CASE V03-040 Richard Voita and Linda Strachota, 7733 Inskip Trail South, have applied for a variance to City Code Title 11-3-3C, Accessory Structure Setbacks, to allow construction of a 240 square foot accessory structure 5.5 feet from the side property line when 6 feet is required and 5.5 feet from the rear property line when 10 feet is required. 6.3 CASE CUP03-041 Aggregate Industries has applied for a conditional use permit to allow construction of a berm in the Mississippi River Floodway at the Nelson Mining Pit on Lower Grey Cloud Island. 6.4 CASES CUP03-042 and V03-043 Verizon Wireless has applied for a conditional use permit to allow the installation of a monopole at the Cottage Grove Public Works facility at 8635 West Point Douglas Road South and a variance to Title 11-4-7D(4) to allow the monopole to be setback 34 feet from the west property line and 107 feet from the south property line when a 327-foot setback from all property lines is required. Taylor explained that other communication companies such as Sprint, AT&T and T- Mobile have leases with the City. The monopole would be in the fenced portion of the rear area of this facility. Further, revenues would be received from Verizon through a lease agreement that has yet to be negotiated. Commission Chair Boyden inquired whether Verizon may need to access the site 24 hours per day. Taylor responded that access would be available similar to other leased sites within the community where Verizon is required to contact City staff for access. 6.5 CASE TA03-036 (continued from 8/28/03 meetinq) The City of Cottage Grove has applied for a zoning amendment to amend Title 9-8 Sign Ordinance. 6.6 CASE TA03-037 (continued from 8/28/03 meeting) The City of Cottage Grove has applied for a zoning text amendment to amend Title 11- 6-4 to add a requirement for mechanical equipment screening. 6.7 CASE TA03-044 The City of Cottage Grove has applied for a zoning text amendment to amend Title 11- 2-6. Appeals to reduce the time limit for appeals from 90 days to _. Public Works Commission September 8, 2003 — Page 3 6.8 CASE CUP03-046 Marken Munneke has applied for a conditional use permit to allow a bar and restaurant at Almar Village, 7155 Jorgenson Lane South. 6. OLD BUSINESS A. Pavement Management Program — Update • Grenadier, Greystone and Grospoint are all completed, including the boulevard restoration. . Hale, Hallmark and Hamlet all have curbs, concrete aprons, however this area is still in the boulevard restoration process. Roadways will be prepped for the second lift shortly. . Hadley Avenue was the big challenge. The first lift of blacktop with concrete curbs and aprons from 90` Street all the way to 87th Street has been completed. Curbing has been completed from 87 Street to Cottage Square. An updated schedule is anticipated soon from the contractor. Boyden asked if they have been doing anything different on the second phase regarding boulevard treatment. Taylor responded that like the first phase, seeding is still being done. He added that as one drives around the area, brown grass will be observed in some yards and green, healthy grass in others. IYs fairly obvious that if homeowners care for the newly restored and planted boulevards, the grass will grow. The City has been watering these boulevards for 40-plus days. Letters have been distributed to homeowners on Grenadier, Greystone and Grospoint encouraging them to water and mow their boulevards. An updated schedule regarding getting the streetlights back in operation should be out soon. Residents have been very understanding. Boyden inquired whether homeowners can still call the City if their boulevard needs to be re-seeded. Taylor replied that quite a few calis came in after the last informational letter regarding watering was distributed. The calls are being tracked. Taylor went on to state that staff is doing everything in its power to make the newly seeded areas thrive, however, the homeowner needs to help in this process by keeping the seed damp. B. CAPITAL IMPROVEMENT PROGRAM (C.I.P.) Trail and Sidewalk Maintenance Public Works Technician Allan Larson distributed a handout that outlined sidewalk repairs, prioritizing which areas should be done first, second, etc. He is hoping to place sidewalk repairs and the bituminous trail system maintenance into a five-year program, very similar to what is being done in the sealcoat program. Larson added that Public Works Commission September 8, 2003 — Page 4 everything eventually has to be repaired and maintained and would like an amount budgeted each year for this purpose. Boyden inquired whether the developers must follow checks and balances when they initially put in trails and sidewalks to avoid future problems. Larson responded that developers must follow the standard detail plates. Commission Member David Thiede suggested prioritizing the capital improvement projects to avoid the possibility of spending funds unwisely. Council Member Wolcott commented iYs unlikely monies would be spent unwisely, however, depending on the budget, all projects listed in the CIP may not get done After a brief discussion, the commission was in agreement to support the concept of allocating funds each year for the maintenance/repair of sidewalks and trails. Well Vulnerabilitv Assessment Harry Taylor explained that the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 requires drinking water systems to undertake a more comprehensive view of water safety and security. The City has received two quotes for this well vulnerability assessment — one from Bonestroo and Associates, the other from T.K.D.A. T.K.D.A. submitted the lower bid and iYs being recommended at the October 1, 2003 council meeting that the job be awarded to that company. East Ravine Pre-Desiqn Planninq Proiect Dave Thiede stated he serves on the East Ravine Advisory Team and informed the PWC members of an additional open house to be held tomorrow evening, September 9 at Public Works beginning at 7:00 p.m. The committee will provide a brief overview of the project to review results of the first open house (August 7, 2003). Background, site analysis and updated information will be presented. Thiede explained that he will provide an update at the October PWC meeting, however, asked the group if there was any information they would like him to present tomorrow evening. Boyden commented he wants it stressed to developers to keep street width consistent with the standard detail plates. At this point, commission members were asked whether they had copies of the City of Cottage Grove Standard Detail Plates. It was found that not all members had copies so detail plates will be made available to each member at the October meeting. On the subject of new developments, the trend in some areas are narrower roads and whaYs called the "New Urbanism" consisting of smaller yards, homes closer together, front porches, etc. Boyden stressed the importance of keeping consistency and continuity in newly developed areas in the community. Wolcott commented that many residents now living on the west side of Highway 61 are seeking neighborhoods offering one-level living with an association that takes care of yard work and winter shoveling. Commission Member Randy Eckstein felt that perhaps this issue should be directed towards planning. He noted the PWC earlier discussed placing berming along Public Works Commission September 8, 2003 — Page 5 Hadley Avenue, however, this did not happen. It was suggested that the City's standards be discussed initially with the developers in order to avoid future conflicts regarding the "look" of an area. Crosswalks Larson explained that District #833 has expanded walking distance from what used to be a mile-and-a-half to two miles. The areas of concern are: . Joliet and 80� Street Intersection. At the present time, Joliet and 80�' is an uncontrolled intersection with no stop sign on 80� Street with the speed limit being 45 mph. . 75 Street and Jamaica Intersection, also an uncontrolled intersection with a speed limit of 45 mph. Larson explained that the City should do its best to upgrade the safety of these areas by perhaps installing solar flashing yellow lights to warn motorists of upcoming crosswalks. The school district has been willing to assist in paying for these upgrades. Thiede commented that the warning lights may provide a false sense of security for walkers and felt that a crossing guard may provide better enforcement. Commission Member Jan Wuorenma agreed, stating that the crossing guards will likely be more effective. Nancy Hanzlik added that according to code, the school district is required to provide a safe road to school with appropriate signage. Eckstein inquired whether there was a chance staff could go out and monitor the above intersections to give some sort of indication how many students are crossing in the areas. It was concluded this commission needs further information before making a decision regarding the flashing warning lights. Hiqhwav 61 —Storm Sewer Crossinq The cleaning process of pipes beneath highway 61 has been in process since the end of July with the contractor, Veit and Company, being qualified and reputable. Initially Veit was unable to provide the City with a definite cost of the project because of too many unknowns and variables. The project, initially believed to cost approximately $40,000, is now up to approximately $80,000. The bulkhead pipe is nearly 3 /4-full of debris partially due to developers not controlling run-off. The line has always been submerged in water making it difficult to work on. Work will continue. 7. PUBLIC WORKS UPDATE ✓ Public Works has been watering trees and medians due to the drought conditions ✓ Highlands Water Tower is back in service ✓ The Inwood/Highlands parking lot expansion is complete Public Works Commission September 8, 2003 — Page 6 Public Works Update (continued): ✓ A playground structure has been installed at Water Tower Park ✓ The Parks Department is working on the irrigation system at Pine Glen Park ✓ Hydrant flushing will begin tomorrow, September 9 8. CITY COUNCIL UPDATE Council Member Jim Wolcott reported the following: ➢ The owner of the propeRy to the rear of the Public Works facility has been ordered to clean up the boat storage area. ➢ The possibility of a dog park was discussed, however, no action will likely take place in the immediate future. ➢ The roofs on Well Houses #7 and #8, along with the Booster Station will be replaced. ➢ Plans and Specs for the Hamlet Park Pond Extension have been ordered ➢ The 2004 Budget was approved ➢ Truth-in-Taxation Hearings have been scheduled for December ➢ Municipal trash storage containers were discussed 9. ENGINEER'S REPORT No discussion. 10. COMMISSION COMMENTS AND REQUESTS No discussion. 11. ADJOURNMENT Motion to adjourn was made by Randy Eckstein, seconded by Robert Dornsbach.
