COUNCIL ACTION TAKEN: [� APPROVED ❑ DENIED ❑ OTHER CITY OF COTTAGE GROVE PUBLIC WORKS COMMISSION August 9, 2004 Pursuant to due call and notice thereof, a meeting of the Public Works Commission of Cottage Grove was duly held at the Public Works Facility, 8635 West Point Douglas Road, Cottage Grove, Minnesota, on August 9, 2004 at 7:00 pm. 1. CALL TO ORDER Chair Ken Boyden called the meeting to order at 7:00 pm. 2. ROLL CALL David Anderson, Ken Boyden, Robert Dornsbach, Randy Eckstein, Roger Finnegan, Gary Kjellberg David Thiede Staff Present: Les Burshten, Public Works Director Harry Taylor, Public Works Supervisor Jennifer Levitt, City Engineer Also Present: Jim Wolcott, City Council Member 3. APPROVE MINUTES Gary Kjeliberg stated he didn't recall the vote for single sort recycling to be unanimous. The minutes will be changed to reflect that the vote was majority, rather than tfaar�ia�eNS: Upon a motion by Randy Eckstein, seconded by David Anderson, the June 14, 2004 minutes were approved unanimously. 1. ADDITIONAL AGENDA ITEMS . Gary Kjellberg noted he wanted to discuss city watering of trees and shrubs. • City Engineer, Jennifer Levitt, was introduced to the Commission. Public Works Commission August 9, 2004 — Page 2 5. NEW BUSINESS A. Technical Review 6.2 CASE PPO4-035 (continued from 7/26/04 meetinq) U.S. Home Corporation has applied for a preliminary plat for Pinecroft, which consists of 200 lots for single-family homes and 4 outlots to be located on the northwest corner of 65th Street and Ideal Avenue. City Engineer Jennifer Levitt reported one of the biggest items discussed was the Pinecroft platting, a major concern being stormwater. She stated out lots "B" and "C" are both part of a regional pond system, however, since the property isn't yet acquired, it can't act as such. The developer has been requested to run some model hydraulics which would involve staging the development containing the rate and water quality. Essentially, the developer has been asked by the City to get the rate control down and the water quality up. Additionally, to make access possible to the pond for maintenance, the City requested 30 feet and the developer offered 15 feet, which is not acceptable. It was also noted that land in this location borders Woodbury, however, Woodbury has placed a moratorium on that property regarding land use issues and has requested storm, sanitary sewer and water service from the City of Cottage Grove. Levitt went on to state that the developer had deepened some lots in order to provide for dry ponds. Due to the difficulty in maintaining these types of ponds, the City is trying to get away from this and would rather have a dry pond located in an outlot. Additionally, some questions regarding the location of the sanitary sewer line must also be addressed before the preliminary plat is approved. Commission Chair Ken Boyden stated he is concerned with water quality and that the developer must be adaptable to the City's standards and not the other way around. Commission Member Randy Eckstein questioned whether the developer wanted to develop the west side of the property first, to which Levitt responded this was true. He suggested that the other side be developed first while they are in the process of acquiring more land for outlots. In order for homeowners to more clearly understand where a storm water easement is, iYs suggested they be placed in these areas to avoid the confusion that exists at this time. Naminq of Citv Streets It was explained that regarding street name signs, the developer will provide a theme for an area, however, must work directly with Public Works and Planning. It was noted the street name must fit on our 4-foot blades and have ten spaces. Public Works Commission August 9, 2004 — Page 3 Council Member Jim Wolcott explained a problem he experienced recently in locating a newly-named city street. After not being able to find the address, he stopped at City Hall for a map and noted the street he was looking for was not yet listed. After a discussion regarding the confusion with the current street naming system, and the problems that may arise in locating addresses in emergency situations. Wolcott stated he intends to bring up this subject at the next council meeting on August 11 B. Grading and Erosion Control Policy Levitt explained that the City of Cottage Grove is federally required to obtain a Municipal Separate Storm Sewer System permit for managing non-point source storm water. The City needs to get a little tougher with the developers regarding mass site grading and items related to ensure better enforceability of the rules. A draft for a new policy to govern the grading permit to ensure compliance with the storm water pollution prevention plan is being proposed. Before a grading permit is issued, the developer must show erosion control and other City requirements. If developers are found to be in non-conformance of the City's policy, the following steps will be taken: 1. The developer will be given a date the corrective action is to be completed 2. If an issue or issues have not been corrected, a 2nd Notice will be sent 3. Any issue with a"2 Notice" must be corrected within 24 hours at which time the inspector will review that item 4. If an item is not corrected within 24 hours of the 2 Notice, the inspector will submit, in writing to the City Engineer, a recommendation that the grading permit be temporarily revoked and that all conditions that apply to a temporary revocation be activated 5. The conditions of the revocation will begin on the following day and remain in place until the required corrective action is completed 6. OLD BUSINESS A. Thompson Grove Traffic Study. Levitt reported she reviewed the comprehensive study and some of the concerns that were raised regarding the location of signs at Hadley and 85 Street. Two signs that were supposed to be placed at that location have been removed. It was also noted there was an error in the placement of the sign shown on the graphic for the school, a speed sign, which was corrected for the packet. Levitt also mentioned she has had a great many calls from residents in the area. These issues will be addressed at the upcoming neighborhood meeting on Thursday, August 26� at All Saints Lutheran Church. The purpose of the meeting will be to inform the Council of resident concerns before a recommendation is made. Commission Member Robert Dornsbach commented that before roads were reconstructed, there was a stripe painted on 90� Street as a walkway guide and hasn't been repainted. Burshten mentioned that this situation will be corrected. Public Works Commission ,4ugust 9, 2004 — Page 4 After a brief discussion and suggestions regarding the implementation of the study, the following motion was made: MOTION MADE BY DAVID THIEDE, SECONDED BY GARY KJELLBERG, TO APPROVE THE THOMPSON GROVE TRAFFIC CONTROL ANALYSIS. MOTION WAS CARRIED UNANIMOUSLY. Additional Agenda Item — City Watering of Trees and Shrubs Commission Member Gary Kjellberg has concerns with the maintenance of shrubs and plantings on 80 Street along with the worsening condition of the trees on Jamaica Avenue. He has some questions regarding future planning and whether shrubs should be planted or if concrete may be the better option. He also noted a number of pine trees on Jamaica that are dying, or have died, however, Burshten noted these trees were privately-owned. Kjellberg inquired whether iYs possible to address the lack of water on trees and shrubs before they start stressing out like last year. He realizes there's a cost factor to this and perhaps the City could keep in mind the best option for future areas if maintenance will become an issue. Burshten explained that the trees are now being watered and much attention is especially being given to newly-planted trees that need 10 gallons of water every 7-10 days until they're established. He added there are two employees assigned to maintain the 80 Street planting areas each summer. He also said that sand will not be used on 80` Street this winter due to the cost of trying to clean it out of the planted areas each spring. 7. PUBLIC WORKS UPDATE . The Hamlet parking lot has been curbed, guttered and paved. . Construction will begin on the Well #11 Pumphouse • Repairs on Well #8 have been completed • Washington County was contracted to do street striping and are about 98% done. City crews will stripe crosswalks and arrows, etc. . A mechanic position has become open due to an internal transfer. Interviews for this position will take place August 1g . Thompson Grove Traffic Study Neighborhood Meeting will be August 26 at 8:00 pm — All Saints Lutheran Church. The commission was invited to attend. . Public Works Budget Workshop will be Wednesday, August 18 at City Hall. 8. EAST RAVINE UPDATE When Woodbury staff met with City staff last week, one point of discussion was how the water systems would potentially connect. Another issue was how storm water would be handled. Development of the area could potentially begin as early as a year from now. Public Works Commission ,4ugust 9, 2004 — Page 5 Commission Member David Thiede indicated that major points of discussion during a recent meeting included street widths, construction of a main "parkway" through the area and the potential of alleys to the rear of homes. Eckstein commented that road widths and entrance area widths should be carefully considered and mentioned that Woodbury is now redoing some entrances into developments because they are too narrow. Eckstein wondered who will be serving on the Technical Committee regarding the development of this area? It was noted that Planning staff will serve on the committee, along with representatives from Washington County and the Metropolitan Council. Wolcott stated the importance of this Commission staying involved and up-to-date with the Planning and Engineering divisions regarding development of this area. 9. CITY COUNCIL UPDATE . American AgCo (located on 97 Street) is expanding their operation . Plastic Resources will begin construction next spring in this area . Relocation plans for some businesses in Cottage Square has begun. The Bulletin License Center will be located in a new facility on West Point Douglas Road. 10. ENGINEER'S REPORT . Plans and specs for a FEMA Project on Grey Cloud Island is on the Council Agenda with construction hopefully to begin this fall and final items to be wrapped up next spring. • Construction plans and specifications will also be proposed for the 65� Street water main extension and Hadley Avenue realignment. • Coming up for discussion at the September 1 council meeting will be will be the construction of the 103� Street storm sewer with construction hopefully starting this fall. Levitt noted she wishes to do a comprehensive traffic study for the City of Cottage Grove, noting one issue being the 61 corridor where traffic needs to be improved. The interchange is poor, especially when thaYs the headway into the Industrial Park. She would like to look at transportation issues as a whole. When you look at the assessment policy and the pavement conditions, a bigger picture should be kept in mind involving state aid and available funding sources along with a check and balance system between our assessment policy and what future development will look like. The importance of proper phasing to make certain infrastructure is in place, especially when you look at the East Ravine area, is highly important. Transportation is one key component that can't be overlooked. 80� Street Near Kohls Speaking of traffic issues, Boyden inquired why there isn't a road out of Kohls onto 80�' between the bank and Tutor Time? (one way west on 80 to the Highway). Eckstein responded this was a MnDOT issue and may not have been allowed. This pattern may Public Works Commission August 9, 2004 — Page 6 have encouraged eastbound drivers to go west on 80� Street and do a U-turn at the Sieben Bridge. 11. COMMISSION COMMENTS AND REQUESTS None. 12. ADJOURNMENT Motion to adjourn was made by Robert Dornsbach, seconded by Randy Eckstein. Motion was unanimously carried.
