September 13, 2004
Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at the Public Works Facility, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on September 13, 2004 at 7:00 pm.
1. CALL TO ORDER
Vice Chair David Anderson called the meeting to order at 7:01 pm.

3. APPROVE MINUTES - August 9, 2004
On Page 6, of the minutes, change R°'�'� ^� to Sieben Bridge. With that change,
upon a motion by Randy Eckstein, seconded by Gary Kjellberg, the August 9, 2004
minutes were approved unanimously.
4. ADDITIONAL AGENDA ITEMS
Harry Taylor noted an upcoming Council Workshop with the Public Works Commission
on Wednesday, October 20 at 6:30 pm.

5. NEW BUSINESS
Technical Review
CASES ZA04-042, PPO4-043. SPO4-044. CUPO4-045
Mike Rygh has applied for a zoning amendment to amend the PUD for Summerhill
Crossing to change the location of the gas station; a preliminary plat to create one
commercial lot and one outlot; an amendment to the site plan review for the retail area
of Summerhill Crossing; and an amendment to the conditional use permit for the gas
station and convenience store. Summerhill Crossing will be located on the northwest
corner of 70` Street and Hinton Avenue.
Jennifer Levitt reported there are some questions regarding the proposed car wash
area. At the potential location, customers may have to cut through the fueling area to
enter. Additionally, street widths will have to be increased and the driveway is too
close to the intersection. Fire hydrant issues have been addressed along with catch
basins for erosion control.
Commission Member Randy Eckstein inquired whether the above concerns were
addressed with the Planning Staff, to which Levitt responded the issues will be
discussed and presented in written form at the next Engineer's Meeting on Wednesday
morning.
The Pinecroft development discussion was tabled until the October 6 th Council Meeting
which enabled staff to reconvene and look at things with the developer in a more
creative sense along with addressing stormwater issues previously discussed for the
east side and finally, park land issues.
Commission Member Gary Kjellberg inquired about the possibility of adding street
names and locations to the name of new developments so he can better determine
where they are located.
Eckstein asked if the grading on the Pinecroft will be done this year. Levitt responded
that the west side will be graded upon approval by Council on October 6 however,
there will be very stringent erosion control measures that must be adhered to.
6. OLD BUSINESS
A. Thompson Grove Traffic Study — Traffic Counts
Levitt reported that 26 residents attended the informational meeting on August 26 at All
Saints Lutheran Church. Comments made were mostly related to speed enforcement
issues and people running stop signs. One area that will be reviewed is the entrance to
Hamlet Park potentially keeping that as a four-way stop. Levitt also explained that
traffic counts were taken at each intersection.

Commission Member Bob Dornsbach stated that putting up new signs will not stop the
speeding problem. Acting Chair David Anderson also added that some residents want
stop signs for everyone but themselves and agreed that stop signs will not slow traffic.
At this time Dornsbach asked how this issue started. It was explained that some
families complained of speeding on Hadley Avenue and wanted a stop sign installed at
85 and Hadley. As a result of the request for the sign at 85 and Hadley, a traffic
study was requested to review the entire area.
Eckstein commented that he recalled the stop sign at 85 and Hadley being turned
down by this commission and the traffic study request came from Public Works staff.
Taylor added a combination of events took place:
. There was an inconsistency of sign placement in the Thompson Grove area. At
that time no sign policy was in existence.
• The Public Safety Department would get pressure from residents to install signs
• Public Works and Engineering concurred that the traffic design for the entire
area should be reviewed.
At this point Council Member Wolcott indicated that the City Council is looking for a
recommendation from this commission whether or not to approve the tra�c study.
Eckstein stated that if the traffic study is to be approved, we should do it all or not at all.
He feels whaYs happening is when a resident complains about something, the City ends
up changing it, rightly so in some cases, however, this is how things end up how they do
and why the inconsistency exists.
Anderson agreed that a citizen may feel if he complains, he will get his stop sign.
Kjellberg asked if stop sign placement is based on state regulations or statutes, or if
they are a City policy. Taylor responded that stop sign placement is authorized by the
City Council. Levitt added iYs difficult when people emotionalize their stop sign requests
and then plead their case to an elected official - which sometimes gets them farther
than engineering logic.
Commission Chair Ken Boyden entered at this time and was asked his thoughts on the
speed study. He responded that he is leaning towards whatever is good for the
community, not just the fact that someone may have complained about a particular
area. He added iYs his understanding that the purpose of the study is to improve
traffic flow which makes sense. He added that 85` Street is an appropriate place to
stop, which was agreed to by Dornsbach.
AT THIS TIME A MOTION WAS MADE BY DAVID ANDERSON, SECONDED BY GARY KJELLBERG TO
APPROVE THE TRAFFIC STUDY RECOMMENDATION AS PRESENTED WITH THE CHANGE TO THE
SIGNAGE AT HAMLET PARK. MOTION WAS CARRIED 5-1.

7. PUBLIC WORKS UPDATE
• The block building is going up at Well #11 near ldsen and 70 Street by
Highlands Park
• Hydrant flushing will begin
• A contractor is removing mildew from the water towers near 81 Street and
Foothill (behind the Fire Station)
. Trees with Dutch Elm Disease are being removed
• Park trails are being constructed
. The new mechanic starts on September 2p
8. EAST RAVINE UPDATE
Levitt reported issues being studied include preliminary layouts on lot sizes and
stormwater issues.
9. CITY COUNCIL UPDATE
• Public Hearing was held regarding Human Services purchasing a former
medical clinic
. Truth in Taxation Hearing will be in December
• The budget was approved, which includes two new Public Works
employees
• The preliminary plat for Pinecroft, a U.S. Home Development, was tabled
• The VFW requested more time for their case of allegedly serving alcohol
to a minor
• There will be a workshop on Wednesday night regarding street names for
Cottage Grove
10. ENGINEERS REPORT
Levitt reported the FEMA Project — 2001 Flood Repairs to the Grey Cloud Bridge — were
bid last Thursday with the low bidder being Danner. The project is expected to be
awarded October 6.
The interim curb project was also discussed. Levitt explained that residents in the new
construction areas will be sent a survey regarding the interim curbs.
Developers will be invited to the October 11 Public Works Commission meeting in order
to discuss this policy and how it will affect them.

11. COMMISSION COMMENTS AND REQUESTS
Boyden commented he recently had a water softener installed in his home and was told
by the plumber that "Cottage Grove is the only city he has worked in where the pipes
are so full of black sediment." Taylor explained that this is iron manganese and is not
harmful.
12. ADJOURNMENT
Motion to adjourn was made by Robert Dornsbach, seconded by Gary Kjellberg.
Meeting was adjourned at 8:30 p.m.
