PUBLIC WORKS COMMISSION
April 11, 2005
Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on April 11, 2005 at 7:00 pm.
1. CALL TO ORDER
Chair David Anderson called the meeting to order at 7:12 pm.

3. APPROVE MINUTES
Under New Business, Technical Review, minutes were changed to SaytaiR Deputy
Chief AI Beasley. With this change, upon a motion by Robert Dornsbach, seconded by
Randy Eckstein, the March 14, 2005 minutes were approved unanimously.

5. NEW BUSINESS
A. Technical Review
6.1 CASE RS05-021 and CUP05-022
Gary Borner has applied for a rural subdivision to subdivide a 34-acre parcel into
two parcels of 31 acres and 3 acres and a conditional use permit for a density
transfer. The property is located on the 8600 block of Lamar Avenue South.
Community Development Director Howard Blin stated that the Borner Farm currently
has one homesite and they are proposing to create another five-acre homesite. He
went on to explain that this can be done and the site will remain within the density
requirements of that zoning district.
6.2 CASE ICUP05-024
Greenberg Farrow Architecture, on behalf of The Home Depot, has applied for
an interim conditional use permit to allow an outdoor seasonal sales area at
7210 East Point Douglas Road South.
Blin explained that typically these outdoor sales areas are approved for a five-year
period. Last year Home Depot was granted a one-year approval in order for the City to
be certain traffic flow and storage issues were properly addressed. The permit will
likely be approved for a five-year permit at this point.
6.3 CASE CUP05-025
Buell Consulting, Inc., on behalf of Verizon Wireless, has applied for a
conditional use permit to allow the installation and operation of a wireless facility
on the City's water tower at 6700 Inwood Avenue South.
Verizon is proposing to add another building similar to the other user of the tower.
There is a suggestion for the City to hire their own engineering consultant to make sure
the workmanship is done correctly, especially since the tower was recently repainted.
Commission Member Randy Eckstein inquired when these types of applications are
done on water towers, is there a possibility the paint may deteriorate sooner? Taylor
responded that this should not occur if a job is done properly.
B. Truncated Domes.
Director Les Burshten explained that a number of the federally mandated truncated
domes installed last year have incurred some damage from snowplowing. Staff is
reviewing to what extent the damage has occurred and if there's a way to fix things in
place. Plowing procedures will also be evaluated. Eckstein commented iYs likely other
communities are dealing with this same issue.

6. OLD BUSINESS
A Infrastructure Maintenance Task Force - Update
Burshten explained the committee has now met three times and the goal is to have
everything accomplished in eight meetings. Assessment policies are now being
discussed while reviewing assessment policies from other cities. One of the biggest
issues involves rural residential areas. The Task Force meets again tomorrow
evening.
B. TH 61 Southbound Lane at Jamaica Avenue - Information
The City is experiencing some traffic issues at Highway 61 and Jamaica, particularly
with the southbound ramp. Especially between 3:00 and 5:00 p.m., traffic is backing
up onto the highway. A study was completed by the Cottage Grove Police Department
and staff has reviewed information with MnDOT and what options are available.
Blin explained there is a problem in signalizing the intersection, particularly on this side
of the highway because of the amount of lanes and the ramps coming together in a
relatively short distance. Both the City and MnDOT are discussing the possibility of a
roundabout. IYs been discovered the roundabout method keeps traffic moving and
works really well at relatively low traffic volumes.
Commission Member Gary Kjellberg inquired who would be responsible for paying for

Burshten explained a workshop will take place at the April 20 Council Meeting where
the MnDOT expert on roundabouts will make a videotape presentation.
7. PUBLIC WORKS UPDATE
. Spring Clean Up is scheduled for May 7� and will be held in conjunction with
household hazardous waste disposal. Hours are 7:00 a.m. to 4:30 p.m.
. Street sweeping started today. McPhillips has been contracted to do the entire
City in approximately six days.
. Hydrant flushing starts on Wednesday, April 13�
. Parks maintenance staff are preparing the ballfields
. The sealcoat bid was awarded to Allied Blacktop.
. Cracksealing was awarded to Northwest Asphalt
. Brushwork and tree clearing has been done at Oakwood Park.
. Tree trimming has been completed with very few complaints. City crews are also
trimming approximately 500-600 trees.
. New dump trucks are on order. Most equipment has been purchased this year
with the exception of 2-3 pickup trucks.

Burshten explained there have been recent vandalism problems with the skateboard
park. Staff has been at the site on a daily basis to clean up and additionally, a
$600.00 rail was recently stolen. With the proximity of the park being so far removed
from the general public, vandals are taking a great deal of advantage of that issue.
Anderson mentioned that the skateboard park in Woodbury is located adjacent to the
high school and thaYs worked out well so far.
Eckstein suggested that it be made known publicly of the possibility of the park closing
if the vandalism continues. IYs not appropriate for City staff to continue spending time,
energy and effort to maintain the area if the damage keeps occurring.

9. EAST RAVINE UPDATE

Development Staainq and Area Utilities
A work session was held with the City Council where development staging was
discussed. Rather than constructing 1,000 homes per year, it is hoped to target
approximately 400 new units per year. Blin went on to state that there are utility and
street plans for the area and the sanitary sewer is pretty straightforward. A trunk line
will run up the old Military Road alignment and then across the parkway that will serve
the entire area.
Stormwater
The most critical part of the project is stormwater and how it will be handled.

an example, Woodbury is designing a new subdivision where approximately half the
water is held on site and large infiltration bases are created. For the East Ravine,
consultants have modeled a plan holding about 15% of the water on site which is fairly
minimal. The City's approach will be to create larger infiltration are oach a is r moae ' cost
maintain than smaller ones. Long term, iYs thought this app
effective. Anderson inquired how often these larger ponds need to be cleaned out? It
is speculated that early in the development, ponds may need to be cleaned more often
because of the construction taking place. Due to the N.P.D.E.S. requirements, ponds
will be required to be cleaned every five years regardless.
Burshten added large ponds are more practical due to the larger area involved rather
than smaller ponds. Larger equipment can be utilized and work will be done quicker in
the large sites. Blin added the larger ponds are probably a bit less obtrusive than the
smaller ponds that would end up in back yards and sideyards.

Sidewalks
Blin stated there is a proposal to include sidewalks and trails on the major stree s
(including 70� Street, Jamaica and Keats) along with some of the collector streets and
parkway itself. Some of the newer subdivisions in Woodbury have sidewalks on both
sides of the street and perhaps this option can be explored for some local streets in the
new East Ravine area.
Kjellberg asked if residents are responsible to maintain the sidewalk section in front of
their home. Currently the City maintains all sidewalks. Kjellberg stated he would like to
see that policy changed to state all sidewalks in front of residences shall be the
responsibility of the homeowner.
The East Ravine Task force will likely have one more meeting in early or mid-May.
10. CITY COUNCIL UPDATE
Council authorized the preparation of plans and specifications for the 95�" Street
Regional Pond Grading Project.
Discussion took place with the County on the proposed government center area
in the East Ravine.
Fire Department Captains Richard Abel and Donna Honeyman and Fire Fighter
Patty Donaldson were sworn in.
The issue of decisions made by commissions and the process of these
recommendations being forwarded to City staff and Council was discussed. After
issues are discussed at the Technical Review Meeting, this commission will review the
items and their comments will be forwarded on. Anderson stated he thinks iYs a
positive step for a better line of communication between the various commissions.
Grossklaus stated that by the time the Council receives commission recommendations,
items have already been approved in some cases.

11. COMMISSION COMMENTS AND REGlUESTS
Gary Kellberg asked if Washington County has discussed satellite court facilities being
built in the East Ravine. Blin responded the idea has been explored, however, a
definite decision has not been made at the county level.
