Pursuant to due call and notice thereof, a meeting of the Public Works Commission of Cottage Grove was duly held at the Cottage Grove Public Works Facility, 8635 West Point Douglas Road South, Cottage Grove, Minnesota on Monday, August 14, 2006 at 7:00 pm. 1. CALL TO ORDER Chair David Anderson called the meeting to order at 7:01 pm. 2. ROLL CALL David Anderson, Robert Dornsbach, Roger Finnegan, Mackenzie Kelly, Mallory Kelly, Gary Kjeliberg, Wiiliam Royce Excused: Ken Boyden Staff Present: Les Burshten, Public Works Director Harry Tayior, Public Works Supervisor Allan Larson, Public Works Technician Also Present: Mark Grossklaus, City Council Member 3. APPROVE MINUTES Upon a motion by Robert Dornsbach, seconded by Roger Finnegan, the June 12, 2006 minutes were unanimously approved. 4. ADDITIONAL AGENDA ITEMS None 5. NEW BUSINESS A. Technical Review 6.1 Maul Addition — Case V06-050 Todd Maul has applied for a variance to City Code Title 11-9E-5A, Development Standards in the R-4 Density Residential District, to allow an addition to be constructed above the garage 5 feet from the side property line when 7.5 feet is required at 9791 Hamiet Avenue South. Public Works Commission August 14, 2006 — Page 2 6 2 Everwood — Cases CP06-043 ZA06-044, PP06-045 (continued from 7/24/06) MJR Developers have applied for a comprehensive Iand amendment to expand the MUSA boundary and to change the land use designation from Rural Residential to Low Density Residential and Commercial; a zoning amendment to change the zoning from R-2, Residential Estate, to R-2.5, Residentiai, and B-2 Retail Business; and a preliminary plat for Everwood which would create 34 single family lots and 4 outlots of which one would be for future commercial use. The property is located on the west side of Hardwood Avenue, north of East Point Douglas Road. Harry Taylor stated the City has been working with the developers and engineers on water and stormwater issues which are making it tougher for design application. He added it is hoped to minimize tree loss in the area. 6.3 Presbvterian Homes Presbyterian Homes and Services has submitted applications for a comprehensive plan amendment to change the current commercial land use designation to allow a mixed- use development; a zoning amendment to change the zoning from B-2, Retail Business, and B-3, General Business, to PUD, Planned Unit Development; a preliminary plat and site plan review of the proposed senior housing, office, and retail mixed-use development to be located on the former Cottage Square Mall site. Taylor noted staff recently met with the developer and project engineer, both of whom are in the process of finalizing plans. Commission Member Gary Kjellberg inquired when demolition of Cottage Square may start. Taylor responded that they are hoping to begin demolition in September or October. Construction of the senior center will take between 12 and 16 months to complete. Originally a four-story structure was proposed, however, it was found water pressure may be an issue for both fire suppression as well as domestic use. A final design is nearing completion. Public Works Chair David Anderson questioned whether the demolition of the entire building wili be done at one time or if it would be done in stages. Taylor was not sure as the developer has not completed a demolition plan as of yet. He added the Moon Restaurant may have to come down first because the excavation will be so large. Kjellberg inquired whether the Amoco station will also be demolished? It was noted eventually Amoco, Goodyear and the Moon Restaurant wili ali be gone, however, the Amoco demolition will be delayed for some time. 6.4 7173 Lamar Avenue Lot Split — Case RS06-051 and V06-052 Michael Anderson has applied for a simple lot division to subdivide a 1.21-acre parcel of land at 7173 Lamar Avenue South into two parcels to allow a house to be moved onto the portion of the lot containing an existing garage, and variances to City Code Title 11-3-8B(2), Water and Sewerage, to allow a septic system on a Iot less than the required 1.5 acres, and to Title 11-3-3C, Accessory Structure Setbacks, to aliow the garage to be located front of tne principle structure. Public Works Commission August 14, 2006 — Page 3 6.5 Kappa Buildinq — Case SP06-053 Kappa Properties, LLC has applied for a site plan review of two light industrial buildings to be located in the industrial park on the southeast corner of Hemingway Avenue and 97 Street. One building would be 20,000 square feet and the second building would be 23,125 square feet. Taylor explained these are office condo units that will be leased. He added there are some berming and parking issues. Still to be determined is the possible elimination of one of two driveways. 6.6 South Point Ridqe — Cases CP06-054, ZA06-055, PP06-056, SP06-057, CUP06-057 South Point Ridge LLC has applied for a comprehensive plan amendment to expand the MUSA boundary and to change the Iand use from commercial on a portion of the property to residential; a zoning amendment to change the zoning from R-2, Residential Estate, to PUD, Planned Unit Development; a preliminary plat to create five mixed-use lots and two outlots on a 14.7-acre parcel of land located at 6961 East Point Douglas Road; site plan review of the mixed-use development project, which consists of a senior housing apartment building, an assisted living facility, two office buildings and an office condo building; and a conditional use permit for the senior housing portion of the project. 6.7 Stu-NEac/Seeqer — Case RS06-058 Stu-Mac Property has applied for a simple lot division to subdivide a 1.62-acre parcel of land located at 11726 Pont Douglas Road into two parcels. 6.8 Drivewav Setbacks — Case TA06-027 (continued from 7/24/061 The City of Cottage Grove has applied for amendments to the City Code regarding driveway setbacks. B. Pinetree Pond Public Works Technician Allan Larson explained the City is experiencing a problem with sediment buiidup in the pond off 80� Street. Discharges are being released into the ponding area which immediately exits to the control structures. The distance is too short and the buildup of silt and sand causes a berming problem. The pond is presently designed as a dry pond. Currently water comes from Indian Boulevard, migrates through this channel and down into the structure. It is being proposed to transform this pond to a wet pond. The inlet and outset configuration off 80 Street will be changed to a more manageable system with water to be discharged into a wetland area. Approximately 16,000 yards of material is expected to be excavated from the pond which can be used for the Pinetree Valley Trail system as well as parking lot construction. Public Works Commission August 14, 2006 — Page 4 The City plans to hold a neighborhood meeting to inform residents regarding tne pond conversion. Larson also commented that the controiled pond structure would require less maintenance due to the ability to hold a consistent water level. Public Works Commission Member Gary Kjellberg questioned whether excavation would take place on the south side of the site noting the presence of trees and shrubs in the area. Harry Taylor stated that falling branches at the location plugged the pond causing quite a few problems and the area definitely needs to be improved. Kjellberg also inquired about the funding for the improvement to which Larson responded the project would be funded by the Stormwater Utility fund. 6. OLD BUSINESS Gary Kjeilberg inquired about the status of the compost site. If the City considered purchase of the site, what might the numbers be? This topic will be discussed at the next meeting. 7. PUBLIC WORKS UPDATE Les Burshten reported: . The Highlands Pond project is going well and will be a nice amenity for the community. . Various options are being considered for the Grove Water Tower, whether or not it will be removed. Currently there are three renters with antennas on the tower which provides an income for the City. • Recent improvements have been made to Grey Cloud Park. . It was noted there have been no negative comments regarding the Thompson Grove Traffic Control project. It has been successful despite the initial controversy. • The horticulture interns made a presentation at the August 9 Council Meeting of various projects they completed over the summer. • The Pubiic Works 2007 budgets will be reviewed on the evening of August 16 with the City Council. Chair David Anderson had a concern about the non-operable traffic signal at the entrance to the Rainbow Shopping Center. Burshten responded that the signal controller was damaged by lightening. The City contracts with the City of St. Paul for traffic signal repairs and the job should be compieted shortly. It was noted the four-way flash system has been working well in the interim. 8. CITY COUNCIL UPDATE Council Member Mark Grossklaus commented that all items on the August 9, 2006 agenda were passed with the exception of one tabled item: the comprehensive plan amendment to expand the MUSA boundary and change the land use of property Public Works Commission August 14, 2006 — Page 5 located south of Timber Ridge Addition Burr Oak Cove. The Council wished for more information regarding this item. Randy McAlister and Michael Coffey were sworn in to their new positions as police sergeants 9. ENGINEERS REPORT No further discussion. 10. COMMISSION COMMENTS AND REQUESTS Gary Kjellberg asked, "Why do so many variances come before the City Council?" He feels this Council in general authorizes too many variances and was under the impression residents were required to show a hardship before a variance is granted 11.
