MINUTES OF MEETING
August 16, 2011
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The August 16, 2011 meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order at
7:00 p.m.
MEMBERS PRESENT: Brian Hagen, Angela Chambliss, Dave Barkow, Jim

Approval of agenda:
Chairperson Angela Chambliss presented the August 16, 2011 agenda of the Public
Safety, Health and Welfare Commission for review. On a motion by Commission member
Brian Hagen, seconded by Commission member Jim Neuenfeldt, the August 16, 2011
agenda was accepted and approved by the Commission. Motion carried.
OPEN FORUM
Chairperson Chambliss invited citizens present to address the Commission regarding any
matters that were not on the approved agenda.
There being no added items, Chairperson Chambliss closed the Open Forum segment of
the meeting.
COMMUNITY DEVELOPMENT
- Red Rock Corridor Transit Planning Station plan review
The Commission was provided an overview of the Red Rock Corridor Transit Planning
Station plan for discussion and recommendation. The Commission wondered if this
was the only location choice for the station. Council member Olsen stated the Red
Rock Corridor Commission has looked at a variety of sites, but Langdon is the preferred
site. The Commission also asked how many homes will be displaced. Council
member Olsen stated that the city has been purchasing property in Langdon for quite
some time. The city will purchase property that is either vacated or the homeowner is
going to move and if the city would be interested in their property. He went on to say

that there would be little displacement, if any.
The Commission also asked about sewer and water for the development. Council
member Olsen stated that with any sort of development, that would be a pre- requisite.
There is a pipe already close to the Majestic site so piping wouldn't be an issue.
The Commission also made a comment on the chart that shows the public transit
Infrastructure investment, in that the plans are for future growth, and planning for
development for our community to continue to grow. With regard to the funding model
chart, if the public piece is part of national funding and how is the funding broken down?
Council member Olsen said that that would be better answered by either the City
Administrator or personnel from the Red Rock Corridor Commission.
Another comment from the Commission is regarding the land that 3M owns, and if any
thought on growth in area as to how it will impact this. Council member Olson said the
city is required to have a 30 year Comp plan which is required to be updated every 10
years. The Comp plan would show any and all planned -out growth. Of course, this will
change over time. Not sure of the building potential for the area and what could be
successful there. He suggested for a longer term projection, to refer to city's Comp
plan.

NEW BUSINESS
Case 11 -08 -01 Review of Hunting Ordinance /Maps — see attached maps and
memo from Deputy Director of Public Safety Peter Koerner
Captain Koerner gave a brief history of the Cottage Grove City Code's Hunting
Ordinance that was amended August 10, 2005 by Council. Cottage Grove ordinance 5-
3-6 addresses use of firearms and archery equipment in the city of Cottage Grove.
Ordinance 5 -3 -6 (c) 1 and 2 states that each year prior to the commencement of the
hunting season, designated hunting areas will be reviewed by the Public Safety, Health
and Welfare Commission. The City Council will review the designated hunting areas for
final approval prior to publication.
Under the amended language, it has been shown to be very effective, adaptable to
development and addresses the safety concerns of the city. Since the amended
language complaints have been minimal.

There were five hunting related complaints for the 2010 -2011 hunting season. Four of
the complaints were unfounded and the fifth complaint officers were unable to locate.
The following is a brief summary.
- 110115852 — Report of hunting in a field. Found to be in a designated area and
the hunter was the property owner — unfounded.
- 110117251 — Report of teens hunting fox. Found juveniles were playing with
"airsoft" guns — unfounded — not a hunting violation.
- 110117670 — Report of people goose hunting. Found hunters were in
designated area and meeting all requirements — unfounded.
- 110117677 — Report of hunter shooting at geese. Found hunters were in
designated area and meeting all requirements — unfounded.
- 111105893 —Report of hunters out of season. Officers checked the area but
could not locate the hunters — UTL.
Landowner controlled access of hunters within the designated areas has been well
received by landowners, police officers and persons wishing to take advantage of this
recreational opportunity.
For the 2011 -2012 season, the Public Safety Department has reviewed the designated
areas for discharge of firearms and archery equipment and has approved the areas
designated. The maps were also reviewed by the City's planning department. The only
change is the removal of land area now known as Michael's Pointe off Jamaica north of
70 th .
On a motion by Commission member Brian Hagen, seconded by Commission member
Jim Neuenfeldt, the 2011 -2012 maps designating boundaries for discharge of firearms
and archery equipment for hunting were approved. Motion carried.
Case 11 -08 -02 Cottage Grove Community CPR Program — Presentation by EMS
Coordinator Wes Halvorsen
EMS Coordinator Wes Halvorsen and Fire Fighter Kevin Zittel gave a short presentation
on Community CPR. Wes Halvorsen went on to say what it is and some of the benefits
and gave the following:
- It is a partnership with Allina Heart Safe Communities CPR Program
- Free marketing materials
- Free access to equipment
- Additional instructors and Administrative assistance

The goal is for community awareness and train the public in early access of AED use.
They have been to several community events such as Strawberry Fest, Nite to Unite,
Safety Camp, Heritage Days in St. Paul Park, and would like to have more public
demonstrations. Wes Halvorsen also stated that there is a program called No fear CPR
which is geared for kids and demonstrated it this year at Safety Camp. He went on to
say that there was a great response from the kids.
The Commission inquired as to the courses offered and if they are geared more towards
adults. The concern was if young moms with infants, young children and /or school age
kids, can be taught. Wes stated that either he or Kevin can be contacted and to advise
what specific age group and that the program can be catered to the needs of that group.

Case 11 -08 -03 Code RED Mass Notification System — Presentation by
Captain Pete Koerner
Captain Koerner and Fire Chief Bylerly talked about the Code RED Mass Telephone
Notification System. They gave a brief presentation to the Commission that explained
what it is and what it does. Captain Koerner stated that Washington County
communities have long awaited an effective community notification system. Washington
County has purchased the Code RED system. This system employs internet mapping
capability for geographic targeting of calls, coupled with high speed telephone calling
system capable of delivering customized pre- recorded emergency messages directly to
homes, mobile devices and businesses (including Facebook and twitter) whether
answered by an individual or answering machine at a rate of up to 60,000 calls per
hour. The Cottage Grove City Council authorized an agreement with Washington
County to utilize Code RED in Cottage Grove. Text messaging is free and does not
count against the total minutes. This could be a solution to reduce or eliminate pagers
or provide an effective means of notification to specific groups such as employees or
elected officials.
The information from users to Code RED is kept private and confidential and will not be
sold or distributed to other entities. If approved, end users can easily register online
through a link provided on the city web page.

STAFF REPORTS
POLICE - Captain Koerner advised the Commission that the Department does a
monthly newsletter to recap events and incidents. He went on to say that
he will email the Commission the Newsletter as it becomes available.
He went on to say that he wanted to recognize Office Gail Griffith and city
staff for their efforts and commitment to this year's Nite to Unite. There
were roughly 35 block parties that helped celebrate the event. This year's
Noon Out, in conjunction with Nite to Unite, was held at Pres Homes and
was well attended.
Sergeant Gwen Martin coordinated and trained this year's first Citizens
Academy. Thursday night is graduation for the first group. They toured the
Washington County Dispatch center, the jail and spoke with the narcotics
division. The class was for six weeks, 3 hours a class. Sergeant Martin
did a great job in coordinating this new program.
FIRE - Fire Chief Byerly said that Safety Camp went well. Due to the high heat
and humidity, the class moved to the Ice Arena.
On July 5, police and fire personnel were called to a possible pipe bomb in
a residential area. St. Paul Police Bomb squad was called and mitigated
the problem.
The Cottage Grove Fire Department responded to a lightning strike house
fire in Woodbury. That day was in the heat index again of 120's. Our
ambulance transported one fire fighter who was dehydrated and dizzy to
the hospital and our engine crew which had paramedics on scene, went to
Woodbury's main station and started IV's on multiple fire fighters due to
the high heat and humidity.
On July 25, in cooperation with Region's Hospital, we held a Car Seat
Clinic to help parents fit car seats correctly. We will be holding more
clinics.
Currently working on a grant to purchase 10 AEDs and 4 chest
comprehension machines.
We are brining on 11 new people: 3 trained fire fighters, 2 EMTs to fire
and 6 EMT only members.

There was a lightning strike house fire this weekend on Hyde and E. Pt.
Douglas and is currently under investigation.
COUNCIL- Council Member Olsen wanted to thank and give gratitude to all the
members of the Public Safety team for their involvement with Nite to Unite.
Officer Gail Griffith has been coordinating this for many years and her
commitment is to be recognized.
There was a park structure fire at Woodridge Park and wanted to thank the
police and fire, they did identify who was responsible for the fire. The
Commission inquired as to what type of rebuilding will there be. Council
member Olsen said that our Parks and Rec group will make
recommendation on what might need to change if anything, but at this point
there will be a upgraded replacement. That could change based on their
recommendations.
He went on to say is what most people don't know is that there are those
who serve on a variety different bodies in the city, whether they are police
reserves, or act as CSOs, or in this case Kevin Zittel, who is here to talk
about EMS, who are also employed with the city in other ways. Kevin works
full time in the Public Works department. Many employees with the city also
volunteer as coaches, the Lions, or other organizations. Might not be a bad
idea just to say thanks.
He went on to update the Commission on the new Public Safety /City Hall
project. There is activity at the site. Road work has begun and is "moving
dirt" and putting in curbs for the new roadway. The city has not yet chosen a
contractor and will be using a Best Value Process.
Motion by Commission member Brian Hagen, seconded by Commission member Jim
Neuenfeldt to adjourn the meeting at 7:56 p.m. Motion carried.
