REQUEST REPLACEMENT OF AMBULANCE 832 CHASSIS AND
REFURBISHMENT OF MODULE
Ambulance 832 is a 2004 Ford E -450 chassis with a 2004 Road Rescue (now Everest) rear
modular compartment. This ambulance has from its beginnings, experienced a high degree of
maintenance and repairs. In particular, the 6 liter Navistar Powerstroke diesel engine has had
problems.
Should the Mayor and council concur, we are requesting the replacement of the truck chassis
and refurbishment of the existing box (or module).
Discussion
Cottage Grove EMS has three (3) primary emergency response ambulances — Ambulance 832
(7 years old), Ambulance 831 (8 years old) and 833 (1 year old). A fourth ambulance, 834, is 11
years old and used for backup and fourth out calls.
Purchased for $104,312.00 in 2004, Ambulance 832 is scheduled for replacement in 2016. It
has approximately 86,000 miles. The 6 liter diesel built by Navistar, has had a very troubled
history. Ford Motor Company has sued Navistar Corp. in January 2007 claiming to have paid
out over one (1) billion in warranty claims. In November 2010, a class action suit was also filed
against Navistar regarding this engine.
Within its first two years of service, 832 had two major engine repairs /replacements. To date,
this emergency response vehicle has had $29,236.86 in repairs. Even more concerning is that
this primary emergency response vehicle has been out of service for repairs a total of 73 days.
68% more than Ambulance 831 (which is one year older). There continues to be several more
"no start" issues where the ambulance will not start or dies on the roadway.
Costs
In lieu of replacing an entire ambulance, it is recommended that the truck chassis be replaced
and the modular box be refurbished. In light of the expense, Ambulance 831's replacement can
be postponed for 2 -3 years.
Everest (f.k.a. Road Rescue) manufacturing provides a cost effective refurbishment program in
lieu of a new vehicle purchase. Government fleet discounts are currently very high at $6,141.00
for the chassis replacement.

Everest Emergency Vehicles Inc. has provided three options to replace the chassis.

The recommended chassis replacement is with option 1, the Ford E Series gasoline V -10 for
$29,729.00. The refurbishment and remount of the ambulance box (module) is a cost saving
option to lengthen the life of the equipment.
The box refurbishment basically replaces every component. Replacement of outdated lamps
with efficient, long lasting LED lights, complete replacement of wiring harnesses, armor and
plate coating and repainting, are some of the things done.
Including the chassis, the cost of refurbishment (remount) and graphics is $99,877.00. The
remount (refurbishment) will extend the life of our ambulance fleet saving over 35% of the cost
to purchase of a new ambulance.
Recommendation
Council authorize the remount (refurbishment) of Ambulance 832 with the Ford E Series
gasoline V -10 engine, refurbishment of the modular box and graphics through Everest
Emergency Vehicles Inc., for $99,877.00.

MODULE TYPE

guidelines.
2.1.603 Installation of new diamond plate front stone corners, new bumper assembly with non
recessed center flip section and new diamond plate rear kick panel. Spray rear bumper
steel frame work with Rhino Lining.
11.604 Installation of new diamond plate running boards with grip strut insert.
2.1.606 Ziebart undercoating, clean and detail chassis and module for delivery.

2.1.619 Install a new Class 1 One front switch panel LCD screen and 4 video inputs in the front
console to include the following switches:
MASTER, FLASHER, PRI/SEC, PRE- EMPTION, MIRROR LIGHTS, LEFT FLOODS,
REAR FLOODS, RIGHT FLOODS, ANTI - THEFT, SIREN /HORN, B/U ALARM,
MODULE DISC, DOME LIGHTS, REAR MEAT /AC, TIMER CANCEL
Price is included in electrical system upgrade.
2.1 .620 Install a new Class I rear switch panel in the patient compartment on the street side to
include the following switches:
DOME LIGHTS, COT LIGHTS, BENCH LIGHTS, ATTENDANT LIGHT, SUCTION,
OXYGEN, INVERTER, CODE GREEN, CODE AMBER, CODE RED, BUZZER,
EXHAUST FAN, 02 LIGHT
Price is included in electrical system upgrade.
2.1.621 Replace all exterior compartment and entry door switches with new proximity switches.
MODULE ENTRANCE DOORS
3.6.500 Install new panels on module entry doors. (DOES NOT INCLUDE WINDOWS, "L"
BARS, OR LOWER DOOR STAINLESS STEEL KICK PANELS)
3.6.501 Re- install existing compartment door panels.
3.6.600 Install new rear door hold opens. Thru bolted in lieu of screws.
3.6.602 Install new Trimark free floating cam silver door handles, gaskets, latches and striker
bolts on module entry and compartment doors. Replace only the door rods and yokes
that are needed.
3.6.603 Install coil cords on module entry and compartment doors where applicable.
WINDOWS
3.9.500 Reinstall existing windows in module wall, side entry door, and rear entry doors.
EXTERIOR COMPARTMENT CONSTRUCTION
4.1.40 Install new weather seal on all module compartment and entry door flanges.
4.1.600 Install new spring - loaded door hold open on curbside module entrance door. (EXISTING
COMPARTMENT DOOR CHECKS WILL BE REINSTALLED)
4.1.603 Leave as is existing compartment shelves.

4.1.609 Install new red /white reflective tape to interior panels of patient access doors
and new reflectors on exterior compartment doors and module corners.

4.1.61 1 Install new lower body rubber crash rail with ScotchLite insert.

4.1.612 Install new rubber wheel well rings with ScotchLite insert.

4.1.613 Replace drawer slides for battery drawer. (Heavy duty slides)
4.1.614 The bottom of exterior compartments will be sprayed with black Rhino Liner, all interior
cabinets will be left as is.
FLOORING
4.1.615 Leave as is existing flooring in module patient compartment.
SQUAD BENCH /CPR AREA
5.16.6601 Install new gas shocks on squad bench and CPR seat lids.
ATTENDANT SEAT
5.19.601 R &I existing attendant seat.
5.19.602 New EVS vacuum formed child /attendant seat with 2 point seat belt on a non swiveling
cabinet base per customer's layout. (COLOR TBD)
5.19.604 Leave as is existing seat belts at squad bench and CPR seat. Includes patient restraints at
squad bench.
MATERIALS ENGINEERING
5.20.602 Reupholster seat cushions only at squad bench and CPR seat, includes new 2" fire
retardant foam and deletion of post and wheel cups. (MATCH EXISTING VINYL
COLOR)
5.20.606 Leave as is existing felt track on all interior windows.
MISC. INTERIOR OPTIONS
5.21 .91 Install new gas shocks on all restock windows.
5.21.92 Add a piece of stainless steel trim over the chipped laminate on the ALS cabinet between
the drawers.
5.21.94 Replace the elbow catch on the upper left #4 restock window.

5.2195 Check all cabinet latches to male sure they are secure and not squeaking /rattling.
COMMUNICATION
6.6.600 Reinstall existing two way radio head and cables. Reinstall customer supplied computer
mount and existing docking station.
EMERGENCY LIGHTING
9.1.54 GRILL — Install new Whelen LIN6 red (driver side) and blue (passenger side) grill lights
in chrome housings, must use new lights due to grill changes in 2008.
9.1.99 FRONT INTERSECTION — Reinstall existing front intersection warning lights with
angled housings and new clear lenses mounted on the front fenders.
9.1 .100 REAR INTERSECTION -- Add intersection light cutouts above the rear wheel wells,
install the lights that came out of the old siren speaker housings. Includes new clear lens
and chronic flange.
9.1.101 MODULE FRONT -- Remove existing light bar and weld holes install (5) Whelen M
series light with clear lens and chronic flanges across the front of the module, (1)
Whelen 700 series clear linear strobe with chrome flange for traffic pre - emption, and (2)
Whelen 900 series Super L.E.D. outer flashers with chrome flanges and clear lenses.
Wire the center strobe to the existing pre - emption power supply and cut out in park.
Light layout on front of module, passenger to driver in line with existing forward
facing lights.
(RED /BLUE /RED /BLUE /RED /BLUE /RED)
If reinstalling existing light bar and repainting brackets, deduct $2,450.
21.102 MODULE REAR TOP — Reinstall the following existing lights with new clear lenses
and chrome flanges.
(2) Whelen 900 series 5mm L.E.D. lights with clear lens and chrome flanges across the
rear of the module, (1) Whelen 700 series amber 5mm L.E.D. with chrome flange and
(2) Whelen 900 series halogen floods with chrome flanges.
Option to add L.E.D. floods $560
Light layout on rear of module, driver to passenger, includes welding holes due to
light head layout.

9.1.103 MODULE. REAR LOWER — Remove existing rear lower strobes and install the 900
series 5mm L.E.D. lights that were removed from the front of vehicle. Includes new
clear lenses and chrome flanges.

PAINT AND FINISH

(Includes removing all doors, hinges, handles and latches. We will repair any cracked
latch cutouts, seams or welds. Existing hinges will be re- installed.
