A meeting of the Environmental Commission was held atCottage Grove City Hall, 7516 — 80th
Street South, Cottage Grove, Minnesota, on October 12, 2011, in the Council Chambers.

Members Present: Karla Bigham, Rick Chase, Barbara Gibson, Rita Isker, Patrick Lynch,
David Olson, Thaddeus Owen, Rosemary Palmer
Members Absent: None

Call to Order
Chair Owen opened the meeting at 5:00 p.m.
Approval of Agenda
Motion was made to approve the agenda. Motion passed unanimously (8 -to -0 vote).
Introduction — Mo Fahenstock
Mo Fahenstock described the process that the Commission would undertake during this work
session to complete its work plan.
Prioritize Topics and Issues
5.1 Permits and Regulations
Create a list of permits and maintain of environmental impacts in Cottage and beyond borders.
Review applicable permits and review preventative measures. (A)
Create list/map of dump sites (hazardous storage) or areas of environmental concern.
Monitor PFC developments in the region.
5.2 Policy
Consider creating an environmental ordinance section for simplification. (B)
GreenStep Cities — Pursue next step and review work plan. (133)
Improved ordinance for shoreline and natural resource management and education (what/
where to plant native plants, mowing policies, fertilizing near ponds, etc.). (B)
Review /monitor implementation wellhead protection plan. (B)

Review previously approved water conservation ordinance (lawn sprinkling restrictions and
rain sensors for irrigation systems.)
5.3 Education
Establish recycling in parks.
Promote food recycling in the schools.
Create quarterly newsletter and publication.
Create display board /booth to promote environmental issues at community events.
Create a resident guide that identifies and discusses yard waste disposal, recycling, hazardous
waste, garbage collection.
Environmental business awards /recognition.
Increase information on Cottage Grove website and make information on the web easier to find
and access. (B)
Promote the use of environmentally friendly products for the City and its residents.
Promoting "green sustainable" practices in commercial, residential, business communities.
To learn from and work collaboratively with surrounding communities and Washington County.

Promotion of alternative modes of transportation opportunities in the community (bicycling,
walking, rollerblading, etc.)
Mission Statement
Mission statement was reviewed. There were no proposed changes to the mission statement.
Finalize Work Plan Steps
Discussion took place on the schedule for the above referenced priorities to take place. Staff
will review the schedule and present a more refined schedule at the next meeting.
