Safety Camp registration is now open on a first -come, first - served basis to Cottage Grove children who are now in the 3rd, 4th, or 5th grade. The 1998 Safety Camp will again be held in Hamlet Park. 100 participants will be allowed to register for this event. The $35 fee will include a camp t -shirt, hat, bicycle helmet, and lunches and snacks for all three days. Each registrant will be placed into one of four teams which rotate through a variety of safety modules - hands -on activities that will entertain and instruct the children in many safety experiences. Topics will include: • Weather Safety with • Bicycle Safety KSTP's Dave Dahl • Safety Around Electricity • Personal Safety • Burn and Fire Safety • The Proper Use of 911 • Poison Safety • Basic First Aid The Safety Camp has been a very popular summer pro- gram since its inception. The City of Cottage Grove is looking for qualified persons to serve as Election Judges for the upcoming 1998 Fall Elec- tions - Sept. 15 primary and Nov. 3 General Election. To qualify as an election judge, you must be an eligible voter (18 years of age or older), a citizen of the United States, and able to read, write, and speak English. You may not serve as an Election Judge if you are a candidate in the election or are the spouse, parent, child, or sibling of a candidate. Judges are compensated to attend all required training sessions and for their time on Election Day. Regular judges receive $6.70 per hour and chair judges $7 per hour. The plant, which will pro- duce custom replacement windows, is expected to provide 250 manufacturing jobs by the year 2001 in its first phase. It will be located at Jamaica Avenue and 100th Street. We remember clapping for the Veterans, cheering on the Scouts, ap- plauding the police and fire departments, stepping in time to the marching bands and honoring the American flag. We were proud of our hometowns. For many months, the "Great Grove Get - Together" summer festival committee has been working extremely hard to give the citizens of Cottage Grove a reason to be proud. We feel that Cottage Grove is a good community, second to none, a community that still has the "small town" feel. See "Great Grove Get - Together" Schedule, page 4; Medallion Hunt, page 7 We need your support. You can help make your festival a success by attending the many events that have been scheduled at Kingston Park, 75th & Indian, and other sites (see page 4). Burbank was honored for his work on the historic property conditional use permit text recently adopted by the City Council, and for his involvement with the City's historic preservation program. The Preservationist of the Year award honors an individual or group who has made an outstanding contribution to the preservation, protection, or use of Cottage Grove's historic sites and landmarks. PAULA. THEISEN. 31. has been hired as a Community Service Officer Paramedic and Police Cadet. Paul is a graduate of Anoka High School and has an Associate of Arts degree in Law Enforce ment from North Hennepin Community College, plus an Associate of Arts Degree in Paramedic Technology from Century College. Paul is scheduled to attend the Minnesota Law Enforcement Skills Course in August. Upon completion of the Skills program, he will begin his career as a police officer. RANDY J. MCALISTER, 29, has been hired as a Community Service Officer Paramedic and Police Cadet. He is a graduate of Mayo High School in Rochester, and has a B.A. Degree from Bethel College. He is also a li- censed paramedic. Randy is currently attending the Minnesota Law Enforcement Skills Course and upon completion will begin his career as a police officer. Both McAlister and Theisen were hired as part of the Cot- tage Grove Police Department's Accelerated Recruitment Pro- Commission seeks public input for Comprehensive Plan Members of the Cottage Grove Planning Commission are asking residents to write or call with input as the City updates its Comprehensive Plan. Citizens are asked to write to the Planning Commission, Cottage Grove City Hall, 7516 80th St. S., Cottage Grove, MN 55016; or to call Kim Lindquist at 458 -2827 with suggestions on overall land use for the City. He has been assigned to the Patrol Division, and will spend three months in an intensive field training experience. Sealcoating set for City streets Sealcoating of scheduled Cottage Grove streets will be performed between June 1 and July 15 this summer. Neighborhoods scheduled for sealcoating this year include streets south and east of PineHill Elementary School; the Ideal/ 113th St./River Acres Road area; Hidden Valley; and some streets in the triangle bounded by Highway 61, 80th Street, and Inwood Avenue (especially streets west of Hillside School). Sealcoating consists of applying oil, then rock, to the road surface. Excess cover rock will be swept up 2 -5 days after the initial application. The process benefits City roads by retarding the effects of weathering and oxidation. The Public Works Department appreciates your patience during this maintenance procedure. Garage Sale sign regulations REMINDER: It is unlawful to attach any type of sign to a regulatory sign or post, or street light pole. Garage sale and similar signs should be placed on wooden stakes or an "A' frame type of placard. Residents should use caution not to block drivers' vision in the placement of their signs. Currently, we are trying to recruit two new adult members for the Commis- sion. The goal of this Commission is "to encourage citizens to become knowledgeable about human rights issues; and attempt to provide information and assistance to residents of Cottage Grove on the services available to them at the federal, state, and local levels of govern- ment, which include nonprofit organizations and private sources." The public policy of the City is to declare as civil rights the right of all persons to equal opportunities in employment, real property, public accommodations, public service, and education. The Commission will investi- gate grievance complaints brought by any person who feels his or her rights have been violated. We have reviewed and provided recommendations to the City Council on the follow- ing issues: • Structure Maintenance Code - This code was developed for use by residents, builders, contractors, and homeowners of rental property. • Adult Entertainment Ordinance - This ordinance regulates businesses that operate under "Adult Uses." • Alternative Dispute Resolution - This process can be used to resolve disputes between neighbors, landlords and tenants, or business and consumer. • Americans with Disabili- ties Act - This act requires all public facilities to provide for physically challenged individu- als. • Carrier Alert - This program was designed for those citizens who have limited mobil- ity or are in poor health. • South Washington County Transportation Task Force - The Commission saw the need for additional local trans- portation in the area, and two members were involved with the Task Force. The Commission has also acted on behalf of Seniors by requesting a sidewalk be built along 90th Street near the Senior Center. The Human Rights Commis- sion is made up of seven adult members and two youth mem- bers from the City of Cottage Grove. We are in need of two adult members. We meet on the fourth Wednesday of each month at 7 p.m. in City Hall. If you are interested in joining us, you may get an application from City Hall or just come to one of our meet- ings. Everyone is welcome. Graffiti Alert! If you see graffiti on any buildings or signs in Cottage Grove, please notify the Police or Public Works Departments so it can be removed. Any information on the graffiti writers will be followed up. • • • �� Substances other than oil are being dumped at the oil drop -off sites, resulting in contamination of the tanks.The sites are offered as a public service at CG Tire & Auto or Gerlach Service, Inc. The Public Works Dept. is concerned, and does not want to shut the program down. Please be sure you leave oil only at the oil drop -off sites. R3 Public Safety Director Dennis Cusick retires; Captain James Kinsey named Acting Director Cottage Grove Director of Public Safety Dennis Cusick has retired and has accepted the position of Director of Training with the Minnesota Community Policing Institute. Captain of Administration Jim Kinsey has been appointed Acting Director of Public Safety until a new director is selected. Kinsey started with the Depart- ment as a member of the Police Reserve in 1971, and has been Captain since 1983. Sgt. John A. Mickelson, Jr., has been named Acting Captain to fill the position previously held by Captain Kinsey. Chief Cusick, who started his career in law enforcement 33 years ago with the Maplewood Police Department, became the Director of Public Safety in Cottage Grove in 1982. His accomplishments here included implementation of Community Oriented Policing for which the Public Safety Depart- ment won numerous state and national awards. Chief Cusick also served as Acting City Administrator in 1989. In his new position, Chief Cusick will travel throughout the state assisting police de- partments in the development of community policing strategies. Congratulations and thank you, Chief Cusick! • •' • • .. • ♦ • L Make plans now for you and your family to attend this year's National Night Out celebration, set for Tuesday, Aug. 4, at Woodridge Park. The fun and festivities will begin at 5:30 p.m. and last until sunset. For a $1 charge, citizens will receive a hot dog, chips, and pop. There will be displays of emergency equipment from the Police and Fire Depts. Highlights of the evening will include a petting zoo, free face - painting, and lots of free games and activities for the kids. This year marks the 15th year of National Night Out, an opportunity for citizens across the nation to turn on their porch lights and say good -bye to crime, drugs, and violence in their neighborhoods. Last year, for the fifth year in a row, Cottage Grove's Na- tional Night Out celebration was honored by the National Asso- ciation of Town Watch. The local celebration took sixth place in the nation and highest in the state of Minnesota for towns under 30,000. Parkside Apartments on Hemingway Avenue in Cottage Grove have been selected as an official site for "Operation Weed and Seed," a program under the auspices of the U.S. Attorney. Operation Weed and Seed is a strategy to "prevent, control, and reduce violent crime, drug abuse, and gang activity in targeted areas." The strategy has a two- pronged approach: weeding out criminals who participate in violent crime or drug abuse; and bringing human ser- vices to the target site. eats Services will include prevention, intervention, treatment, and neighborhood revitalization. By becoming a McGruff House homeowner, you agree to provide your home as a tempo- Block Captains fight crime through 'NEIGHBORHOOD WATCH' In an effort to fight neigh- borhood crime all year long, the Cottage Grove Police Depart- ment is looking for citizen volunteers who want to partici- pate in the Neighborhood Watch program as Block Cap- tains. Block Captains are the communication link between the Police Department and the 10 -18 homes in the designated Watch Block. Police personnel teach the Watch Block mem- bers how to better recognize crime in your neighborhood and report it to the Police.
