The City Council is the City's legislative and policy- making body
Composed of four members, the City Council is elected from the
City on a non - partisan basis to serve overlapping four -year terms.
The Mayor is elected at -large to serve a four -year term as the offi-
cer who presides over City Council meetings and as the official
head of the City for legislative and ceremonial purposes.
Acting as a whole, the City Council is responsible for passing ordi-
nances and orders necessary for governing the City, setting budgets
and determining the direction of City policy.
The City Administrator is responsible for the overall administration
of the City, including implementation of the general policies set by
the City Council. The City Administrator, with the help of City
staff, provides the City Council with the information needed to
fulfill its policy- making role.
2006 City Council Goals
Fiscal Stability
We will continue to operate in a fiscally responsible manner while emphasizing growth and diversity of the
tax base and high value to the taxpayer and other community stakeholders.
Commercial and Industrial Development
We will continue to place emphasis on quality retail, restaurant, and industrial development. Development
enhancements within all commercial districts will include the use of development controls, architectural
standards and high quality site features. Particular emphasis shall be placed on the Gateway North Redevel-
opment District, Jamaica /Cottage View development, the Industrial Park including creation of corporate
campus sites, and planning for high quality master planned development in the East Ravine. We will also
propose a brownfield reclamation strategy.
Transportation and Transit
We will place as our top priority scheduling county Road 19 including the highway 61 interchange and other East Ravine infrastruc-
ture improvements. We will encourage the County to allocate future funding toward 65th, 70th Street and Jamaica improvements.
We will continue to place a high priority on Red Rock commuter rail, high speed rail and express transit service, while we garner
intergovernmental funding toward multi -modal highway 61 corridor natural resource and visitor enhancements.
Housing Development
We will ensure that master planning for the East Ravine District includes only high quality, high design and amenity development
stressing the natural environment complemented by the built environment. Emphasis will be placed on diversity of housing styles
targeting the second and th tier move -up buyer. All future housing developments must reflect the community vision established
through the East Ravine planning process.
Public Facilities
We will continue providing for capital improvements for city facilities including parks, municipal structures, and community spaces
ensuring provision of a Mississippi river access. Of importance, is the enterprise fund system expansions for well and water tower
sitting, construction and maintenance of existing capital assets, and proactively addressing storm water maintenance needs. Empha-
sis is placed on quality construction of these community assets and establishing a vision and strategy for a future government center
and /or community center.
Governance
We will promote an enhanced sense of community pride, mutual trust, and respect, civility, and a safe and secure environment for
the exchange of ideas and collaborative discourse throughout the organization, with other governmental agencies, and within the
community.

Public Works' role is to meet the needs of citizens while providing a
commitment to personal service. As such, workers strive toward
building trust and open relationships with all residents, businesses,
and visitors while committing to innovation and creativity in all prac-
tices. The City knows its residents rely upon effective teamwork
with an eye toward high productivity for quality results.
Accomplishments in 2006
Finalized the Water Supply Comprehensive Plan
Managed construction valuing $9,095,249
Finalized a corridor study of TH 95 with MnDOT and other
agencies
Continued to provide education to the public regarding roundabouts.
Notable Changes
The most notable change that occurred in 2006 for the area of
Public Works was the implementation of a 24 -hour answering
service. The 24 -hour answering service is a great asset to the
City. The residents of Cottage Grove can speak with an em-
ployee, where solutions are deemed immediate and acted upon or
are scheduled for completion at a later time.
Due to the Public Landscape Initiative the City expanded its Hor-
ticulture Interns program by hiring four, rather than two, summer
,interns. We also expanded the workload of the four Horticulture Interns, who together, are an effective asset
to the City and its residents.

Parks and Recreation
The City of Cottage Grove has over 30 parks within the City boundaries, including the Washington County Cottage Grove
Ravine Park, and the DNR owned Grey Cloud Dunes SNAs. The City has the primary responsibility of providing recreational
services to meet the needs of Cottage Grove residents. This mission is accompanied by splitting its work tasks into two dis-
tinct functions, parks and recreation. The parks function is concerned with the orderly development and maintenance of the
City's parks system. The recreation function is concerned with providing a wide range of opportunities to residents of all ages
and abilities.
Woodridge Park
As one of our premier parks, we have been refurbishing much of this 50 acre
playfield and open space over the past few years. In 2006, we completed trail
restoration and improved the tennis courts and ballfields which are now among
our finest!
Pine Tree Valley Trail System
In 2006, we provided the first leg of a two -year trail expansion project which will
be completed in 2007. It will include a trail hub parking and an overlook /inter-
pretive center. This park will provide a wonderful spot to access much of our Tennis Courts at Woodridge Park
growing 39.1 mile trail system (having doubled in size over the past seven years).
Cottage Grove Trailway Corridor
This 1.3 mile 57 acre corridor is home to our newest
prairie planting, located just west of Jamaica Ave.
Public Landscape Initiative
This Initiative was created in 2003 to receive funds from development activity which provides an opportunity to conduct tree planting
and reforestation around the community. In 2006, these funds were allocated toward tree planting in Highlands Park.

Cottage Grove was settled in 1843 with the homesteading of the area,
now known as "Old Cottage Grove." The founding father of Cottage
Grove was James Sullivan Norris. Norris was a New Englander who set-
tled in Afton in 1839 and moved here in 1843.
Growth
Cottage Grove has experienced consistent growth since the early 1960's.
The growth and development the City has experienced is the result of
thoughtfully crafted plans created over the years by the Mayor, City Photo contest winner i snndgaard
Historic Barn
Council, the Economic Development Authority (EDA), citizen advisory
boards, planning professionals and City staff. The City is a showcase of well - maintained neighbor-
hoods including starter homes to move -up to retirement. We are proud of the integrity of our neighbor-
hoods and the strength of our community which says, at once, that Cottage Grove is a wonderful place
to live, work and / or, raise a family.
