VILLAGE MILL RATE DECREASE BY 29%
The Village mill rate will be 29 percent lower in
1968 than last year due to the State Sales Tax Revenue.
The 1968 tax figure for the Village is $270,017., includ-
ing $257,017. for the general fund and $13,000. for public
retirement fund. Below is a breakdown of homeowners
1968 Real Estate Tax.
Cottage Grove was the sixth community in the United
States picked by Northwestern Bell to build their new
Electronic Switching Systems Building. They also plan to
build a garage at the same suite on 14th Avenue.
Other building permits were issued to 3 —M for a new
Magnetic Oxide Plant and Northern States Power for a
3.3 million jet driven power plant.
There were 43 building permits issued for new homes.
61 for garages, 6 for remodeling and 6 for farm type build-
ings in 1967.
NEW COMMISSION FORMED
In March of 1967 the Village Council established
an Industrial Commission consisting of nine members. The
Commission will be an advisory commission to the Council
and the Planning Commission on all matters concerning
the industrial and commercial development of the Village.
Other commissions also serving under the Village Council
are Public Safety, Public Works and the Planning and Zon-
ing, each consisting of nine members. These men are to be
commended for their work and making their time available
to the Council and residents of Cottage Grove.
POLICE START AMBULANCE SERVICE
In January 1967, the Police Department took over
the emergency ambulance service for our community. The
Village purchased and fully equipped a 1967 station wag-
on for this purpose. All Police Officers had received ex-
tensive training prior to the receipt of the ambulance in
handling medical emergencies. Several officers were
certified as first aid instructors by the American Red
Cross. This station wagon serves as a combination police
patrol vehicle and ambulance and is available 24 hours a
day and seven days a week. This service is provided as
a part of the tax dollar used for Village purposes and no
charge is made for individual calls. You may obtain the
ambulance by calling 227 -8721 and asking for the Cottage
Grove Police Ambulance and telling the nature of the in-
jury- This ambulance is not intended for hospital trans-
fers or nonemergency use. If you are in doubt as to the
emergency nature of your call, telephone the police and
they will advise you if they can provide the ambulance.
If you have a nonemergency type ambulance request the
police can refer you to several competent private ambu-
lance services in St. Paul or Minneapolis.

RECREATION PROGRAM PROVE POPULAR IN 1967
Recreation program offered by the Village proved
Popular among children and adults alike.
The summer playground activities at Butternut Park,
Hillside Playgrounds and East Cottage Grove Park att-
racted a total of 3,582 children. Over 750 boys and girls
participated in organized Little Leaguebasebali and soft-
ball on ballfields maintained by the Village. The Village
aided the Cottage Grove Atheletic Association in the
support of the Little League Program and greatly apprec-
iated the time and effort contributed by all men and
women in the Atheletic Association.
During the 1967 winter season the Village flooded
seven skating rinks for recreation skating. These were
used by young and old alike.
POLICE INCREASE STAFF
In May 1967, the Police Department size was increas-
ed by the addition of Officer Fred Gibson. This is in
keeping with the Village's planned increase of services
on accordance with population and area development.
Other services provided by you local police department
include:

2. Vacation and vacant home checks on request
3. Theft, burglary and other criminal investigation
4. Full time male and female trained Juvenile Officers
available for consultation and advise
5. Full time trained detective
6. Bicycle licensing
7. Animal control service
8. Traffic control
9. Information and complaint receivers 24 hours a day
regarding any Village Government service
10. Accident Investigation
11. Gun Safety Training for youths
12. First Aid instruction for citizens groups
If you need the police tail 227 -8721 and ask for the
Cottage Grove Police to come to your home or call you
by phone. If you have any complaints regarding police
service call 459 -3331 or 459 -9510 and ash for the Chief
of Police or 459 -5535 and ask for the Village Clerk.
NEW RECREATION EXPANSION
A new playground area was installed in Pineridge at
Stowe and 16th lane with a balifield and backstop in-
stalled.
Juniper Park was fenced and a new backstop and
water fountain were put in.
During the summer months eight little league ball-
fields were maintained, which included dragging and
lining and two dugouts were put into the Butternut Park.
Three of the ballfields were sodded in 1967.
The Park Department maintains all the park and play-
ground equipment and have 25 acres of parks and 7 skat-
ing rinks, which are maintained by one full time employee
plus part time seasonal help.
ROAD DEPARTMENT HAS A BUSY YEAR
At the beginning of the year of 1967, the Street
Department had 45 days of continual snow plowing. Dur-
ing this period the employees had only three days off -
The; Street Department has 95 miles of roads and
streets to maintain. Beginning in April and continuing
throughout 1967, the street department swept 220 curb
miles, mowed 75 miles of road sides and 15 miles of
roads were paint stripped.
In 1967, contracts for regrading, surfacing and seal
coating were let. In June the seal coating of streets in
the Estates, first thin the sixth additions were completed.
The regrading and surfacing of one mile of Knack Road
was completed in October.
The department also blacked topped 4" miles of
roads and put in curbing and sod along Cherry Avenue.
This work was all completed with street department em-
ployees and equipment.
COUNCIL ADJUST SEWER RATES
It has become evident that the revenue produced by
the existing water and sewer rate in the Village is not
adequate to support the current and projected operation
and maintenance program for which these funds are being
utilized.
In studying the problem the Village Council decided
to adopt new rates to be effective January 1, 1968 that
will meet the funds needed. In voting on the raise the
Council decided to adjust the sewer rates instead of the
water rates because of the Minnesota State Sales Tax
would be adding extra taxes to the homeowner.
Mayor Harold made the first call on Northwestern
Bell Telephone's new electronic switching system.

average of $3.00 per quarter and is oxpeeted to produce

EXPANSION IN UTILITIES DEPARTMENT
In 1967, the Village council asked for plans and
specrtications for Well No_ 5 and also expansion plan
for the Sewage Plant_ At the completion of Well No - n
the total pumping capacity will be 4000G.P -M.
The. Sewage Treatment plant is also included in the
water and sewer department and have two employees
working seven days per week. This work consists of
daily plant maintenance and making test for dissolved
oxygen, P ., settleable and suspended solids and
B O -D.
ULllities Department pumped 328,000,000 gal', of
water to 1967. 750 service calls were received and an-
ewcred. Wafer test are taken twice a month for conform
group, chlorine and fluoride. The Village has 50 miles
of sewer lines, 45 miles of water mains, which are flush-
ed twice each year and 33 water hydrants that are ehe,p-

PUBLIC INFORMATION
BURNING
Village Ordinance c20 limits burning hours in resi-
dential areas from 4 00 P_M. to 9;00 P_M. Waste burners
must be covered and shall not be, located within 15 feet
Of any building or structures.
DOGS
Dog owners are required to license their animals in
accordance to Village Ordinance "49. The cost of the
license is $5.00 for female and 52.00 for male. The dogs
must have had rabies shots within the past two years_ No
dogs are permitted to run at large.
DISPOSAL, OF GARBAGE, AND RUBBISH
Village Ordinance #9 requires firms and residents
to dispose of garbage or rubbish which may accumulate
on property which they own or occupy. They must also
refrain from dumping on the property of others.
INOPERATIVE VEHICLES
Village Ordinance 738 requires that in residential
districts that inoperative vehicles be stored within a
building or fully screened so they are not visible from
adjoining prop' t} or street.
ON STREET PARKING
Village Ordinance rr96 prohibits on street parking
from the 1st dac of October to the 30 day of April
between the howl of 2:00 A . to 6:00 A_M. At all other
