BACKGROUND Members of the fire division have been meeting for the past year to develop specifications for the proposed fire engine replacement in 2012. Through these meetings with different vendors we were given information on a group consortium in Texas, H -GAC, which helps agencies in purchasing apparatus and equipment at a reduced rate and saving money through a purchasing cooperative. Minnesota statute (471.345 Sub 15) provides the ability for municipalities to participate in cooperative purchasing as long as the agency follows the same bidding requirements as required of Minnesota municipalities. To be able to participate in a national municipal purchasing cooperative the items purchased must have been subject to the competitive bidding or competitive quoting process. We currently participate in a cooperative purchasing venture which is the Minnesota State's Cooperative Purchasing Venture (CPV). This program provides efficiencies in the purchasing process but there are a number of types of items that are not available through this program. The need for multiple cooperative purchasing alliances results from no one alliance offering all the products that are needed. There is no cost to the City of Cottage Grove to participate in any the H -GAC purchasing program and the cost for operating the programs are covered by the fees charged to the vendors who participate. Council will still approve the fire engine purchase at a later date once an engine has been agreed upon. RECOMMENDATION Staff recommends participation in the H -GAC cooperative purchasing alliance. ACTION A motion to adopt the attached resolution authorizing the participation in and execution of the following cooperative purchasing agreement and authorize staff to register with the following purchasing alliance; EntitV, Agreement Name Houston - Galveston Area Council (H -GAC), Inter -local Contract for Cooperative Purchasing CITY OF COTTAGE GROVE RESOLUTION NO. 2011- RESOLUTION APPROVING INTERLOCAL CONTRACT WITH THE HOUSTON - GALVESTON AREA COUNCIL, PROVIDING FOR A COOPERATIVE PURCHASING PROGRAM FOR GOODS AND SERVICES WHEREAS, the City Council of the City of Cottage Grove, Washington County, Minnesota, has been presented a proposed Interlocal Contract by and between Houston - Galveston Area Council, and the City of Cottage Grove and the Proposal is found to be acceptable and is in the best interests of the City of Cottage Grove and its citizens, and is hereby in all things approved and, WHEREAS, the City of Cottage Grove, Minnesota, pursuant to the authority granted under Minnesota Statutes 471.345, Subd.15, desires to participate in the described purchasing program sponsored by the Houston - Galveston Area Council, and is of the opinion that participation in this program will be highly beneficial to the taxpayers through the anticipated savings to be realized. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cottage Grove, Washington County, Minnesota, that the terms and conditions of the agreement having been reviewed by the City Council of the City of Cottage Grove and found to be acceptable and in the best interests of its citizens are hereby approved and that Ryan R. Schroeder, City Administrator of the City of Cottage Grove under the direction of the City Council of the City of Cottage Grove is hereby designated to act in matters relating to cooperative purchasing with the Houston - Galveston Area Council including the designation of specific contracts in which the City of Cottage Grove desires to participate.
