Accept and Place on File the Following Minutes: i. Environmental Commission Meeting Minutes from September 14, 2011 and October 12, 2011. ii. Planning Commission Meeting Minutes from October 24, 2011. iii. Advisory Committee on Historic Preservation Meeting Minutes from September 13, 2011. iv. Consider authorizing staff to enter into a two-year agreement commencing on January 1, 2012 with Jimmy's Johnnys, Inc. for portable restroom service for the City of Cottage Grove. StatF Recommendation: Authorize staf( to enter into the agreement. Jimmy's Johnnys submrtted the lowest of three proposals received. C. Consider amending City Code Title 7-3-3 relating to Parks and Open Spaces by allowing parks to open at 6:00 a.m. instead of 7:00 a.m. Statf Recommendation: Pass the ordinance amending fhe City Code. D. Consider approval of Change Order #1 for the Innsdale Ground Storage Tank Rehabilitation Project. Staff Recommendation: Approve the change order. E. Consider authorizing issuance of a single occasion gambBing permit to Nuevas Fronteras Spanish fmmersion Parent Teacher Student Organization (PTSO) to conduct bingo at Nuevas Fronteras Spanish Irnmersion School on January 27, 2012, with an a(ternate date of March 23, 2012 in the event of inclement weather. Staff Recommendation: Aufhorize issuance of the sing/e occasion gambling permit. During the required background investigation, no facts were found that would constitute a basis for denia! of the app(ication. F. Consider amending the budget to purchase eight Beyond the Yellow Ribbon signs from Washington County, and authorize affixing fhe signs to existing Cottage Grove signs at various entrance points into the city. Staff Recommendation: Authorize the purchase. G. Consider accepting a donation from Brown and Wilbert, Inc. of a waterproof time capsule container vault with a retail value of $400.00. Staff Recommendation: Adopt the resolution accepting the donation. H. Consider approving a conditional use permit allowing the installation of six antennas by AT&T Wireless on an existing monopole tower and construction of an equipment sheiter at 10457 Kimbro Avenue South. Staff Recommendation: Adopt the resolutron approving the conditional use permif. I. Consider approving an interim conditional use permit to allow the 3M Club RC Flyers to continue operation of a radio-control flyers field at 6219 Keats Avenue South. Staff Recommendation: Adopt the resolution approving the interim conditional use permit. J. Consider approving an interim conditional use permit to allow �inder's Greenhouses to operate a seasonal greennouse and outdoor dispiay area in the Rainbow Foods parking lot, 7282 East Point Douglas Road South. Staff Recommendation: Adopt the resolution approving the interim conditional use permit. K. Consider accepting Faegre & Benson's settlement offer in the matter of the Mississippi Dunes Estates project to receive a total destributeon of five to seven percent of the allowed amount. Staff Recommendation: Accept Faegre & Benson's seftlement offer. L. Consider approval of Change Order #1 for the Thompson Grove Estates Storm Sewer Rehabilitation Project. StafFRecommendation: Approve the change order. M. Consider approving the Environmental Commission Work Plan for 2012 — 2015. Staff Recommendation: Approve the work plan. N. Consider authorizing the purchase of one 2012 E-ONE Typhoon Rear Mount Pumper engine for $454,345.00 through Fire Safety USA, (nc., Rochester, MN. Staff Recornmendafion: Authorize the purchase. DECEMBER 7, 2011 AGENDA Cottage Grove City Council O. Consider adopting a resolution accepting the donation of four protective vests, each valued at $299.00, totaling $1,196.00 from the Cottage Grove Crime Board to the Public Safety Department, Police Reserve Program. Tne Cottage Grove Crime Board accepted monetary donations from Wes Halberg (Yocum Oii) and Justin Fox (ReMax Realty) to help with the purchase of the vests. Staff Recommendation: Adopt the resolution accepting the donation. P. Consider amending fees for: (1) �and Use/Development; (2} Building/Construction Permits; (3) Mechanical/Plumbing Permits; (4) Utilities; (5) Pubiic Safety; and (6} Administrative Penalties; effective January 1, 2012. Staff Recornmendation: 1. Pass the ordinance amending the attached fees effective January 9, 2012. 2. Adopt the resolution authorizing publication of the ordinance by title and summary. Q. Consider approving the conveyance of a tract af property commonly known as the Old Peoples Cemetery from Discovery Community Church to the City of Cottage Grove. Staff Recommendation: Adopt the resolution approving the conveyance of property to the City of Cottage Grove. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES PUBLIC HEARWGS 7. BlD AWARDS 8. UNFINISHED AND NEW BUSINESS A. Hold public information hearing for the 2011 tax levy collectible in 2012 and consider adoption of the property tax levy collectible and 2012 Budget. Staff Recommendation. 1. Adopt the resolution adopting the 2011 tax Ievy collectible in 2012 for the City of Cottage Grove. 2. Adopt the resolution approving the 2012 Budget. B. Consider adopting the 2012 — 2016 Capital Improvement Program. Staff Recommendatron: Adopt the 20?2 — 2016 CIP. C. Consider approving the Memorandum of Understanding between the City of Woodbury and the City of Cottage Grove for Sustainability Specialist Services. StafiRecommendation: Approve the Memorandum of Understanding. D. Consider adopting the resolution approving the feasibility report and establishing a January 18, 2012 public improvement hearing for the 2012 Pavement Management Project, Pinetree Pond East 2nd and a portion of Pinetree Pond East 3rd (District C1). Staff Recommendation: Adopt the resolution approving the feasibifity report and establishing the public hearing date. E. Consider approval of the Agreement between McHattie Farms, Inc. and the City of Cottage Grove. Staff Recommendation: Approve the agreement. F. Consider RFP results —$9.9 million Lease Revenue Bonds 2011A. Staff Recommendation: Adopt resolution rejecting all proposals. G. Consider Interfund borrowing totaling $9,900,000 to complete financing of the construction of the Public Safety/City Hall Facility.
