Chair Herb Japs called the meeting to order at 7:00 p.m. The role was taken. MEMBERS PRESENT: Lorraine Brown, Beverly Gross, Herb Japs, Frances Ratzlaff, Judy Spooner, Leon Peterson MEMBERS ABSENT: Glen Brown, Jan Japs OTHERS PRESENT. Councilmember Derrick Lehrke John M. Burbank, Senior Planner APROVAL OF THE AGENDA Spooner made a motion to approve the amended agenda. Peterson seconded. The agenda was unanimously approved (6 -to -0 vote). APROVAL OF MINUTES Gross made a motion to approve the minutes from September 13, 2011. Peterson seconded. The minutes were unanimously approved as Mailed. OPEN FORUM No one spoke. ACTION ITEMS A. Historic Preservationists of the Year Burbank requested that the ACHP continue the discussion of nominations for the 2011 Historic Preservationist of the Year. The ACHP reviewed a suggested list of candidates and held a general discussion that vetted potential candidates. Gerry Herringer was a noted nomination for his continued operation of the historic Cottage View Drive -in Theatre as an iconic recreational feature for the residents of Cottage Grove and the region. Gross made a motion to recommend that Gerry Herringer be nominated as the 2011 Historic Preservationist of the Year. Peterson seconded. Cottage Grove Pool Retrofit Burbank reported that with the closure of the outdoor municipal pool operations, staff has been charged with identifying the future of the site, and relating to that task, the EDA has authorized funding to coordinate a design program to analyze potential reuse of the building. He stated further that the vision that will be explored by a volunteer design team is of an historical restoration project that would bring a new use to the facility. Loraine Brown volunteered to serve on the committee if she was available, and Herb Japs volunteered himself or Jan Japs to serve as alternates. No further action was taken. C. Thompson Grove Marketing Materials Burbank shared a variety of early marketing material on the Thompson Grove neighborhoods that were provided by Mrs. Taylor of Cottage Grove. The ACHP held a general discussion on the items. After the discussion, the ACHP suggested the materials be added to the displays at the new Public Safety City Hall Building, and that staff thank Mrs. Taylor for her submittal. No further action was taken. D. 2012 Time Capsule Burbank identified that the ACHP should continue the discussion on the coordination of the 2012 Time Capsule Project and reviewed some of the new informational material that had been provided. He also showed the ACHP a "Vault" that had been donated to the City by Brown and Wilbert Inc. for the purpose of protecting the City's time capsule from the elements. The ACHP held a general discussion on the topic. After the discussion, they recommended that the City Council accept the donation and that proper thanks be made. Burbank reported that this would be an ongoing project, and it would be placed on the agenda for the next regular meeting. No further action was taken. E. Electronic Packet Distribution Burbank reported that the City is finalizing the process of initiating a "paperless" agenda packet for Advisory Commissions and City Council members, and that distribution of the agenda packet materials will be via email to Commission and City Council members in advance of scheduled meetings. He identified further that the ACHP will be given the option to stay with the paper packet or to join the electronic distribution program. The Browns indicated that they would like to get paper copies, and the rest of the ACHP said they would accept the electronic distribution. PROJECT UPDATES A. McChesney /Kohl's House Demolition Fire Information Burbank shared before and after photos of the scheduled burn training at the McChesney /Kohl's house and noted how Cheryl Kohls had made a concerted effort to photo document the house for the City since she could not preserve it physically. The ACHP held a general discussion on the items. After the discussion, the ACHP noted that it was sad that the historic building had to be lost, but that the fire training was valuable and the house was well documented. No further action was taken. B. 7310 Lamar Avenue Barn Improvements Burbank gave an update on the barn improvements to the 1947 barn located at 7310 Lamar Avenue. He shared before and after pictures of the project. Langdon School Research Burbank shared the latest information on the Langdon schoo a general discussion on the topic. Burbank reported that this and that it would be placed on a future agenda. The ACHP held item would be an ongoing project, Ratzlaff moved to adjourn the meeting. Spooner seconded. The meeting adjourned at 9:06 p.m.
