RESOLUTION NO. 2012-
AUTHORIZE SUBMITTAL OF JAMAICA AVENUE BETWEEN 70" AND
MILITARY APPLICATION FOR LOCAL ROAD IMPROVEMENT PROGRAM
FUNDING.
WHEREAS, The City of Cottage Grove has decided to apply to the
Commissioner of Transportation for a grant from the Minnesota State
Transportation Fund for construction of a Local Road Improvement
Project; and
WHEREAS, The project is described as Jamaica Avenue from 70 Street
South (CSAH 22) to Military Road (CSAH 20); and
WHEREAS, the City Council of Cottage Grove supports the project and
authorizes the City Engineer to complete the application and prepare all
supporting documentation for submission to the Minnesota Department of
Transportation.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota.

Subject: Approve Local Road Improvement Program (LRIP) Submittal
BACKGROUND /DISCUSSION:
The 2011 Legislature approved $10 million of State Transportation Bond Funds in the Local
Road Improvement Program (LRIP). These funds are used to assist townships, cities and
counties in paying the costs of construction or reconstruction of local road projects with
statewide or regional significance.
The criteria for submitting a project area:
• Projects must be approved for construction letting by June of 2013.
• The road improvement must qualify as regionally significant.
• The project must correct a transportation deficiency and incorporate a safety
strategy as part of the proposed improvement.
• Funding is capped at $500,000.
The application submittal is due February 3, 2012. It is anticipated this will be a highly
competitive solicitation.
The City is proposing to submit for Jamaica Avenue reconstruction between 70 and Military.
Please see the attached geometric layout of the project. Jamaica Avenue between 70 and
Military is currently in the CIP for 2013 at cost of $3,480,000. It is anticipated that the County
would cost participate for the project in 2013 as part of a turn back agreement.
RECOMMENDATION:
It is recommended the Council approve the submittal of Jamaica Avenue between 70 and
Military Road for Local Road Improvement Program solicitation.
