but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular Meeting promptly at
7:30 p.m. Open Forum and a portion of the Regular Meeting are televised LIVE, airing on Government

A. Accept and Place on File the Following Minutes:
i. Environmental Commission Meeting Minutes from November 9, 2011.
ii. Advisory Committee on Historic Preservation Meeting Minutes from November
15, 2011.
iii. Parks, Recreation and Natural Resources Commission Meeting Minutes from
January 10, 2011 and November 14, 2011.89
B. Consider authorizing submittal of the Wellhead Protection Program Evaluation to the
Minnesota Department of Health.
Staff Recommendation: Authorize the submittal.
C. Consider authorizing the submittal of Jamaica Avenue between 70th and Military Road
for Local Road Improvement Program solicitation.
Staff Recommendation: Authorize the submittal.

E. Consider approval of the Stantec and S.E.H. 2012 Rate Schedule for Municipal
Engineering Services.
Staff Recommendation: Approve the rate schedule.
F. 1. Consider appointing Lise Rediske to fulfill an unexpired term on the Planning
Commission ending February 29, 2012. 2. Consider appointing Chris Reese to fulfill an
unexpired term on the planning Commission ending February 28, 2013.
Staff Recommendation: Approve the appointments.
G. Consider approval of Change Order #1 for the West Point Douglas Road Extension
Project, which increases the Original Contract Amount from $941,784.40 to the
Revised Contract Amount of $951,277.41.
Staff Recommendation: Approve the change order.
H. Consider calling for the sale of $1,870,000 General Obligation (G.O.) Improvement
Bonds to finance the 2010 and 2011 pavement management projects in the City.
Staff Recommendation: Adopt the resolution calling for the sale of $1, 870, 000 G.O. Improvement Bonds
2012A on February 15, 2012.
5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
6. PUBLIC HEARINGS
A. Continue the public hearing from November 16, 2011 to consider a written spending
plan for tax increment expenditures.
Staff Recommendation: Continue and c/ose the public hearing without presentation of the written tax
increment spending plan. Staff will re-advertise and ask to hold this public hearing at a later date.
B. Hold the public hearing and consider adopting the resolution ordering the project and
authorizing preparation of plans and specifications for the 2012 Pavement
Management Project District C1
Staff Recommendation: Adopt the resolution.
7. BID AWARDS
8. UNFINISHED AND NEW BUSINESS
A. Allow the representatives for Apple Minnesota, LLC, DBA/ Applebee's Neighborhood
Grill & Bar; Veterans of Foreign Wars, DBA/ Cottage Grove VFW Post 8752; and
MOPECA of Cottage Grove Inc., DBA/ Las Margaritas Bar and Grill, to admit to or deny
the allegations that their establishments sold alcohol to a minor, under 21 years of age,
during a Public Safety Department compliance check on November 29, 2011.
Staff Recommendation: A. If the representatives admit to the violation or fail to attend the City Council
meeting, impose the following scheduled fines: 1. Apple Minnesota, LLC DBA/Applebee's Neighborhood
Grill & Bar -$500. 00 for a first violation in a 24-month period. 2. Veterans of Foreign Wars, DBA/ Cottage
Grove VFW Post 8752 -$500.00 for a first violation in a 24-month period; and 3. MOPECA of Cottage
Grove, Inc., DBA / Las Margaritas Bar and Grill -$1, 000 for a second violation in a 24-month period. 8. If
the representatives deny the violation, schedule a contested-case hearing before an Administrative Law
Judge.
B. Consider scheduling a Special Meeting of the Cottage Grove City Council on
Wednesday, February 1, at 6:30 p.m. to evaluate the existing penalties and the
administrative fines for the sale of alcohol to a minor.
Staff Recommendation: Schedule the special meeting.
C. Receive the Air Monitoring Report
Staff Recommendation: Tom Henning from SEH will present the air monitoring report.

A. Approve payment of check numbers 175169 to 175342 in the amount of $318,232.29,
and EFT payments of $121,064.58.
