This paved recreational trail would connect 80 Street to the archery range and Isleton Court while also providing trail access to the parks many features including the playground, archery range, pond, woods and rolling grasslands. Background The Parks Commission and the City have continually identified the Pine Tree Pond Park area as a key opportunity to further expand the community's recreational trail system. A paved trail system through the park has been identified in the city's capital improvements plan and trailway master plan for nearly 10 years. Park Department staff has been working with engineering and stormwater utility staff to provide a trail that suits both the recreational needs of the community as well as maintenance and accessibility needs of the Public Works Department. As such, a plan to excavate and base the trail has been budgeted for while park staff seeks grant opportunities from the MN DNR to pave the trail. This grant application was recommended and approved by both the Parks Commission and City Council. It was submitted to the MN DNR in October of 2011 for an amount totaling $48,000. Considering funding sources and project timelines, this trail project may replicate that of the West Central Ravine /Kingston trail project where paving occurs a year after excavation and laying of base material. Preliminary vegetation management including tree removal will likely begin as early as February of 2012. As is common practice when new trails are installed in existing residential areas, staff has mailed a letter with the project description to all residents within 100 feet of the planned trail. Those residents have been offered the opportunity to publicly voice their concerns to the commission for consideration at its February meeting. The letter and trail map are included for review. As stormwater pond maintenance requirements became necessary within the Pine Tree Pond Neighborhood Park, the city is seeking to invest additional time and resources to create a feature the entire community can enjoy. These improvements include a paved trailway and vegetation management (including portions of tree removal) for improved access and sites of the park. Attached is a rendering of the planned improvements. The city recognizes that these improvements will affect many residents adjacent to the park. To address questions and concerns, we invite you to attend the 'Parks, Recreation and Natural Resources meeting on Monday, February 14 at 7pm at City Hall. We appreciate your patience during this construction process and hope you will realize the benefits of this exciting renovation.
