4. CONSENT CALENDAR
A. Accept and Place on File the Following Minutes:
i. Environmental Commission Meeting Minutes from January 11, 2012.
B. Consider adopting the policy prohibiting the use of tobacco products in City
Parks.
Staff Recommendation: Adopt the policy.

C. Consider reappointing commissioners to the Human Services/Human Rights
Commission; Parks, Recreation & Natural Resources Commission; Public
Safety, Health & Welfare Commission; and Planning Commission.
Staff Recommendation: Approve the appointments per Joe Fischbach's memo dated February
8, 2012.
D. Consider accepting FEMA and State of Minnesota reimbursements of
$20,081.14 for services and purchases of material that fell under FEMA
reimbursement policies and procedures during the Spring 2011 flood response.
Staff Recommendation: Accept FEMA and State of Minnesota reimbursements of $20, 081.14.
E. Consider authorizing issuance of a single-occasion gambling permit to Cottage
Grove Area Strawberry Festival, Inc. for a button raffle at The Alley, 7955
Ivystone Avenue South, on June 18, 2012 in conjunction with Strawberry Fest.
Staff Recommendation: Authorize issuance of the permit. During the required background
investigation, no facts were found that would constitute a basis for denial of the application.
F. Consider approving an amendment to the existing Historic Places Conditional
Use Permit (HPCUP) at Cedarhurst Mansion, 6940 Keats Avenue, to allow for
the operation of a licensed adult day services center in addition to the current
allowed uses.
Staff Recommendation: Adopt the resolution approving the amendment to Cedarhurst
Mansion's HPCUP.
G. Consider approving the request for a two-year extension for the final plat for
Lehigh Acres.
Staff Recommendation: Adopt the resolution approving the extension.
H. 1. Consider approving the 2012 Annual Mining Permit to allow Aggregate
Industries to continue their mining operations on Lower Grey Cloud Island. 2.
Consider granting a variance to the ordinance requirement limiting mining
operation hours.
Staff Recommendation: Adopt the resolution approving Aggregate Industries' 2012 mining
permit with a variance to mining operation hours.
I. Consider approving the proposal dated February 6, 2012 from S. E. H. for the
operational review of the seven traffic signals under the City's jurisdiction.
Staff Recommendation: Approve the proposal.
J. Consider adopting a Post-issuance Debt Compliance Policy.
Staff Recommendation: Adopt the policy via resolution.
K. Consider authorizing an amendment to the Building Inspection and Code
Enforcement Services Agreement with Denmark Township.
Staff Recommendation: Authorize the amendment. This amendment would extend the building
inspection services provided by the City of Cottage Grove to electrical inspections and permits,
and certificates of compliance for agricultural buildings.
L. Consider approving the appointments of Ramona Westerberg and Laura
Maciejewski to the Economic Development Authority.
Staff Recommendation: Approve the appointments.
*M. Consider adopting the resolution approving MnDOT Agreement No. 96778
amendment for the Belden Boulevard railroad safety improvements.
Staff Recommendation: Adopt the resolution.
*N. Consider appointing Cristina Marcino to the Parks, Recreation and Natural
Resources Commission for a term ending February 28, 2014.
Staff Recommendation: Approve the appointment.

A. Consider adopting a resolution providing for the issuance of $1,870,000
General Obligation Improvement bonds, series 2012A. Bid proposals will be
opened Wednesday, February 15, 2012 at 10:00 a.m. Results will be available
for the City Council to review and consider approval of at the meeting.
Staff Recommendation: Adopt the sale resolution after consideration of bids and information
provided by Ehlers representatives at the meeting.
B. 1. Consider accepting validation of the Charter petition. 2. Consider adopting a
resolution in support of applicants for seats on the Charter Commission. 3.
Authorize the Mayor to forward a letter to the Washington County District Court.
Staff Recommendation: 1. Accept the validation. 2. Adopt the resolution. 3. Authorize the Mayor
to forward the letter to the Washington County District Court.
