HomeMy WebLinkAbout2012-01-04 MINUTESCOTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota 751680 Street South Cottage Grove, MN 55016 Regular Meeting January 4, 2012 OPEN FORUM Mayor Myron Bailey convened the Open Forum portion of the meeting at 7:15 p.m. and stated that during Open Forum a person may address the City Council on subjects not a part of the regular meeting agenda, but must limit their remarks to two (2) minutes per person. The purpose of Open Forum is to provide the public an opportunity to provide information or to request action by the City Council. It may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open Forum will adjourn to the regular meeting at 7:30 p.m. The following were present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council Member Justin Olsen, Council Member Jen Peterson, and Council Member Dave Thiede. The following were absent: None. Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Robin Roland, Finance Director; Corrine Heine, City Attorney- Kennedy & Graven; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les Burshten, Public Works Director. Mayor Bailey opened Open Forum at 7:15 p.m., and asked if anyone in the audience wished to address the City Council on any topic not on the agenda. There being none, Mayor Bailey closed Open Forum to the Regular Meeting. CALL TO ORDER - Regular Meeting The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on January 4, 2012 at the Cottage Grove City Hall, 7516 80 Street South. Mayor Bailey called the meeting to order at 7:30 p.m. PLEDGE OF ALLEGIANCE The audience, staff and the Mayor and Council Members pledged allegiance to the flag of the United States of America. ACCEPT AND PLACE ON FILE THE FOLLOWING MINUTES: NONE. B. ADOPT RESOLUTION NO. 2012 -001 A RESOLUTION DESIGNATING DEPOSITORIES FOR CITY FUNDS AND AUTHORIZING THE INVESTMENT OF SURPLUS FUNDS FOR 2012. Cottage Grove City Council January 4, 2012 Regular Meeting �+ B. Review the City Council Meeting Schedule for 2012. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER PETERSON, TO APPROVE THE 2012 CITY COUNCIL MEETING SCHEDULE AS FOLLOWING: 1. AMEND THE 2012 REGULAR CITY COUNCIL MEETING SCHEDULED AS FOLLOWS: a. Cancel the July 4, August 1 and August 15 meeting. b. Schedule a Regular Meeting for August 8. 2. Schedule the Budget Workshop Sessions for July 25, August 1 and August 15 (if necessary). 3. Schedule a Special All Commission /City Council Meeting for January 14 from 8:30 a.m. to Noon. 4. Schedule a Special City Council Goals Workshop at St. Croix Bluffs Conference Center on February 11 from 9:00 a.m. to approximately 4:00 p.m. MOTION CARRIED. 5 -0. 9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS - None. 10. COUNCIL COMMENTS AND REQUESTS Council Member Olsen expressed condolences to Frank Mackel who was involved in an officer - involved accident in the City of Savage and is in critical condition. He asked all of the residents of Cottage Grove to say a prayer for him and for the Mackel family. Council Member Olsen stated that Frank Mackel worked for the City of Cottage Grove in 2006 -07 as a Police Reserve Officer. Council Member Olsen then discussed a code enforcement issue and City Administrator Schroeder responded to a few questions relating to working a flex schedule; whether we can enforce only what we are allowed to enforce statutorily; and the feasibility of hiring non - profit mediators. City Administrator Schroeder stated that he will look into the matter further. Council Member Peterson stated that on January 10, the Police Department was assisting with putting on a seminar for Internet Scam and Fraud presentation at the District 833 Service Center. The next Beyond the Yellow Ribbon meeting is January 17 at the Armory. The Highlands Skate Night on January 21. Council Member Thiede asked if the mediation could be legally imposed on the two (2) parties involved in the code enforcement issue. City Administrator Cottage Grove City Council I 5 January 4, 2012 Regular Meeting Schroeder responded no, it does not seem like things you are talking about would end up in the court system. 11. PAY BILLS MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER THIEDE, TO APPROVE PAYMENT OF CHECK NUMBERS 174974 THROUGH 175168 TOTALING $1,009,679.19. CHECK NUMBERS 174975 THROUGH 175144 TOTALING $995,088.28 WERE ISSUED PRIOR TO COUNCIL APPROVAL. MOTION CARRIED. 5 -0. 12. WORKSHOP SESSION - OPEN TO PUBLIC A. South Washington Water Supply Work Group Update City Engineer Levitt provided the City Council with an update on the South Washington Water Supply Work Group and outlined in the report included in the agenda packet. 13. WORKSHOP SESSION - CLOSED TO PUBLIC - None. ADJOURNMENT MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER LEHRKE, TO ADJOURN THE REGULAR MEETING AT 8:12 P.M. MOTION CARRIED. 5 -0.
