Pig Roast — Temporary Liquor. 3. September 22 & 23, 2012 Fall Festival — Single Occasion
Gambling and Temporary Liquor.
STAFF RECOMMENDATION
Authorize issuance of the licenses. During the required background check, no facts were
found that would constitute a basis for denial of the applications.

Subject: TEMPORARY "ON SALE" LIQUOR AND GAMBLING LICENSE
APPLICATION — SINGLE OCCASIONS
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota Charitable
Gambling Control Board and who desire to conduct lawful gambling within the City of Cottage
Grove, must obtain a gambling permit.
The issuance of lawful gambling permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, Richard Alan Banker, on behalf of the Church of St. Rita, located at
8694 80th Street, Cottage Grove, MN 55016, has submitted an application for a temporary "On
Sale" liquor and single occasion gambling permit for the conduct of a raffle on April 22, 2012, and
for a temporary "On Sale" liquor and single occasion gambling permit for the conduct of raffle,
bingo and pull tabs to be held at the Church of St. Rita, located at 8694 80th Street, on September
22 and September 23r 2012. He also submitted an application for a temporary "On Sale" liquor
license for August 11, 2012 to be held at the same location noted above, from 11:30 a.m. to 4:00
p.m. The Department of Public Safety is required to conduct a police investigation of the applicants.
DISCUSSION
The application as submitted is complete, in compliance with our ordinance and is exempt from the
licensing requirements of the Minnesota Charitable Gambling Control Board. We have
investigated the applicant and have not found any facts which would constitute a basis for denial of
this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permits and "On Sale"
temporary liquor applications for the Church of St. Rita.
