CALL TO ORDER: The September 20, 2011 meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: Brian Hagen, Angela Chambliss, Dave Barkow, Jim Neuenfeldt, Lori Hedican, Todd Chambliss MEMBERS ABSENT: Ben Franczok STAFF PRESENT: Deputy Director of Public Safety Pete Koerner, Sergeant Mike Coffey Approval of minutes: Chairperson Angela Chambliss presented the August 16, 2011 minutes of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Brian Hagen, seconded by Commission member Jim Neuenfeldt, the August 16, 2011 minutes were accepted and approved by the Commission. Motion carried. Approval of agenda: Chairperson Angela Chambliss presented the September 20, 2011 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Brian Hagen, seconded by Commission member Jim Neuenfeldt, the September 20, 2011 agenda was accepted and approved by the Commission. Motion carried. OPEN FORUM Chairperson Chambliss invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no added items, Chairperson Chambliss closed the Open Forum segment of the meeting. COMMUNITY DEVELOPMENT The Planning Commission had no agenda items for the Commission to review. There being no comments by the Commission, this portion of the meeting was closed. OLD BUSINESS None at this time. Page 2 PSHWC Meeting September 20, 2011 NEW BUSINESS Case 11 -09 -01 Presentation � on Safe and Sober Campaign — Sergeant Coffey Sergeant Coffey put on a power -point presentation for the Public Safety Commission that covered the current Safe and Sober Campaign. The presentation was well received by the Commission. Case 11 -09 -02 Potentially Dangerous Dog Ordinance Amendment — Captain Koerner Captain Koerner advised the Commission that the Public Safety Department has reviewed the City's ordinance in regards to potentially dangerous and dangerous dogs. There are no suggested changes to the dangerous dog ordinance. In regards to the potentially dangerous dogs it was determined that the owner of the dog has the right to an administrative appeal. He went on to say that the ordinance has been reviewed by the City Attorney and changes to the language will be made. In an effort to keep the Public Safety, Health and Welfare Commission involved two members of the commission will be asked to be a part of the appeals hearing. He described the Appeals Process as follows: If an owner files a timely appeal, a hearing shall be held within fourteen (14) days after the city's receipt of the appeal. The city administrator shall assign a hearing examiner to hear the appeal. The hearing examiner may be a city employee, provided the employee has not been involved in determining that the dog was potentially dangerous or dangerous. The hearing examiner would include two members of the commission. The Commission meets the third Tuesday of each month. Due to the 14 day hearing requirement the Commission members may need to be available outside of the regular meeting to comply with the 14 day requirement. Note, if the Commission designates a committee to handle matters in between meetings, the meetings of that committee (even though it is only 2 people) will be subject to open meeting requirements. Appropriate notices must be posted. The ordinance will be required to have an appeals process for a potentially dangerous dog. Captain Koerner provided two options for the Commission to review. Option #1 Have the potentially dangerous dog appeals process be the same as what is currently adopted for dangerous dogs which is to have the city administrator assign a hearing officer. Page 3 PSHWC Meeting September 20, 2011 Option #2 Follow the current dangerous dog appeals process which has the city administrator assigning a hearing officer but to also include two (2) members of the PSHWC. (This will allow the Public Safety Health and Welfare Commission to be more involved. By adding the appeals process to potentially dangerous dog ordinance we will be following the statutory requirements.) After general discussion, on a motion by Commission member Brian Hagen, seconded by Commission member Todd Chambiiss, to recommend Option #2. Motion i carried. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS None at this time. COMMISSION COMMENTS AND REQUESTS Commission member Jim Neuenfeldt informed the Commission about this year's Fall 5K and Stroller Roll put on by the Cottage Grove Parks and Recreation Department and the Cottage Grove Crime Prevention Board. The proceeds will go to both the Cottage Grove Parks and Recreation Department and the Cottage Grove Crime Prevention Board. Registration will cost $20 on or before October 12 and $25 after. The event will be held Saturday, October 15 For more information go to the website for the Cottage Grove Parks and Recreation Department and /or the Cottage Grove Crime board website. Commission member Hagen advised that school is in session and to be aware of children walking and school bus stops. STAFF REPORTS POLICE - Captain Koerner provided the Commission with a copy of the Department August newsletter and did a recap of events and incidents. Captain Koerner noted that Fabulous "CSI" work was done by Tim Morning and Clare Boyle. Just an FYI only 20% of the lifted prints submitted to the Lab are of MAFIN quality. Very impressive' August 19 and 24 were training days for the police department. Use of Force training at Park Sr. High and Firearms range training at the Hideaway divided the day into two components. Junk vehicles were used during a portion of the firearms training for realistic scenario based training. A special recognition thank you plaque was prepared by Fire Marshal Pi McMahon and presented to Rogers Auto on August 25 Rogers automotive has donated junk vehicles for fire and police related training for the past few years. FIRE -For the last three weeks the fire department has been working extensively on Rapid Intervention Team Training (RIT). This training is used when a firefighter needs assistance during an emergency. They are taught on techniques such as, calling a MAYDAY, different breathing and rescue techniques, use of rescue equipment and how to work as a team of one. We will be conducting a demo of this at the house burn. Captain Brown and Bigham will be in charge of the house burn. The fire department just received four new thermo imagers from Jefferson fire. These were purchased through an AFG grant. The grant was for $32,800.00. We will be using these at the house burn. COUNCIL - Council Member Olsen informed the Commission of last week's Public Works open house. He went on to say that 1,500 -plus visitors attended between the hours of 3 p.m. and 7 p.m. noting that was the estimate as the hot dogs were free). He also wanted to advise the Commission that on September 24 at 8 a.m. there will be a bum exercise and invited any of the members to attend and observe. Council member Olsen went on to advise the Commission of the bid award at the September 21 st council meeting and that the ground breaking ceremony for the new Public Safety /City Hall facility will be held on September 29 and begins at 8:30 and invited the members to attend the historical event. He informed the Commission members that the city has purchased 9 IPad 2s for use by Council and all city Commissions at meetings and that training for members might be scheduled for the next meeting. He went on to advise members that there will be training for Commission Chairs on Roberts Rules. He also advised that there will be scheduled quarterly meetings with the Mayor to get updates on what is going on in the city.
