Subject: Pine Tree Pond Park Trail
Background /Discussion
On February 13, 2012 the Commission reviewed the proposed trail alignment that would be
constructed in the Pine Tree Pond Park. The trail would circumnavigate the pond with
connections to the archery range parking lot, Isleton Court and 80 Street near the frontage
road.
Concern was expressed by the resident at 8801 80 Street South regarding the trail
termination point, which is located adjacent to her driveway apron. The concern revolved
around safety for pedestrians utilizing the trail, the conflict and hazard with the location of her
driveway in relation to trail access, and the potential for increased traffic to this segment of the
trail.
In an effort to thoroughly review the situation staff observed the traffic pattern on the 80 Street
frontage road in relation to the resident's property. As noted, by the resident at the meeting a
daycare is operated out of the home, which does increase traffic to the property and frontage
road. The location of the trail access in relation to the driveway is close in proximity.
The following options were reviewed to address the residents concern:
1. Relocate the trail termination point on the frontage to the northern curb line of the
frontage road to gain a greater separation with the resident's driveway and trail access
point. The challenge is a transformer is located where the trail would need to be
relocated. The cost for relocation of the transformer pad is cost prohibitive and does not
have a positive benefit -cost ratio for this option.
2. A review was made to see if the frontage road could be stripped with a bike lane. The
existing roadway is 22.4' from face of curb to face of curb. This narrow roadway width
does not allow for a 6' bike lane, and two 11' travel lanes to be accommodated. Please
refer to Figure 9C -6 "Example of Optional Word and Symbol pavement markings for
Pavement Markings for Bicycle Lanes ". This is not an acceptable option.
3. Review was made of signs to be posted on the frontage road to warrant motorists that
they are sharing the road with pedestrians (Please see W11 -1 and W16 -1) or to post a
sign on the trail at the frontage road to warrant pedestrians to watch for traffic entering
from driveways. In either case the signage would not be typical in Cottage Grove and
would create issues with inconstancy of signage on the 80 Street corridor. So the city
would have three options; install the non - typical sign to warn pedestrians and be
subjected to additional liabilities, install the warning signs to motorists on all frontage
road segments on the 80 Street corridor to be consistent, which does not conform to
the City's sign policy, or install no signs. It is not recommended to proceed with any
signing modifications.
The options outlined above do not adequately address or provide a solution to the
resident's concern. Staff's recommendation is to not terminate the new trail at the frontage
road on 80 Street, but keep the trail from a grade perspective lower on the hillside to
enable the trail to be constructed over the stormwater pipe that discharges into the pond.
Access to the trail system will be from the west (closer to the fire station), this is the
direction that is anticipated would generate the most traffic. This solution should alleviate
the residents' concerns by not making a direct connect near their property and should help
to reduce the likelihood of increased traffic in front of their residence. Please see the
enclosed drawing showing the revised trail alignment.

[GUIDANCE]-
If used in advance of a specific crossing point, the Bicycle
Warning sign should be placed at a distance in advance of
the crossing location that conforms with the guidance given
in Table 2C -4,
STANDe�RD:
Bicycle Warning signs, when used at the location of
crossing, shall be supplemented with a diagonal downw
pointing arrow (W 16 -7p) plaque to show the location of
crossing.

OPTION:
A fluorescent yellow -green background color with a
black legend and border may be used for Bicycle Crossing
Warning signs and supplemental plaques.
GUIDANCE:
When the fluorescent yellow -green background color is
used, a systematic approach featuring one background color
within a zone or area should be used. The mixing of standard
yellow and fluorescent yellow -green backgrounds within a
zone or area should be avoided.

OPTION:
Other bicycle warning signs such as BIKEWAY
NARROWS (W54a) and Hill (W7 -5) may be installed on
bicycle facilities to warn bicyclists of conditions not readily
apparent.
In situations where there is a need to warn motorists to
watch for bicyclists gaveling along the highway, the SHARE
THE ROAD (W16 -1) plaque may be used in conjunction
with the WI1 -I sign.
