Background /Discussion
The City of Cottage Grove has never completed or conducted a fire flow analysis in developing
areas of the community; the City has always made the developer or property owner
responsible for conducting the analysis. This has become an issue for developers coming to
the community because they cannot conduct flow tests in the winter and they can only conduct
flow tests in our main commercial areas when city staff is conducting the spring or fall flushing.
This schedule many times is not conducive to a developers schedule and timeframe. If we
were to allow testing outside of the fall and spring flushing cycle businesses would have
discolored water for a long duration. In an effort to support development and provide this
service which is typical in other communities, staff is proposing to conduct a fire flow analysis
during the spring flushing in mid - April.
The proposal provided for three different options. The first is to conduct an analysis on 212
hydrants in areas A -W for $15,000. This is the preferred alternative since it will provide for
complete coverage of each area. The second option is to do only 75 hydrants in areas A -W for
$9,000, the problem with this option is the coverage is not complete and may not serve the
needs of a future developer. The third option is a break down by individual areas A -W, if done
individually. As shown in the proposal this option is not a cost effective way to complete the
work because the total cost is $25,059 compared to the $15,000 of the first option. In addition
it would be challenging to pick which areas will need the data for development and area
improvements.
Additionally, if the test is conducted in conjunction with the city's spring hydrant flushing, staff
is available to assist the consultant. This personal savings is in the current proposal by
Stantec. Another benefit or cost savings would be that a utility employee would not be
removed from their regular scheduled activities.
This proposal would be funded by the Water Enterprise Fund. It is anticipated that this work
can be formed within the current budget for 2012, with anticipated budget savings from other
areas in the fund.
Recommendation:
It is recommended to approve the Stantec proposal for $15,000 to conduct fire flow testing
analysis in developing areas of the community.

This letter details Stantec's proposal for fire flow testing as requested by the City of Cottage Grove.
Stantec proposes to provide staff and equipment to completed field fire flow testing of fire hydrants
in the areas identified by the City. The attached figure illustrates the fire flow test areas identified for
testing in 2012. Additionally, the table provided on the figure details the total number of fire hydrants
in the area and the minimum number of fire hydrants recommended for testing to provide
representative fire flow results.
Stantec proposes to complete fire flow testing by documenting flow available at the target hydrant
as well as static and residual pressure at an adjacent hydrant. Stantec will provide one engineer to
work with City staff to guide the fire flow program and operate fire hydrants as needed. Fire flow
tests and results will be documented in individual field test forms and a summary spreadsheet.
Results will include the location of hydrants tested, a map of the test area, total fire hydrant flow,
and static pressure and residual pressure at nearby hydrant during flow test.
As requested, this proposal provides costs estimates for two options: flow testing every hydrant
within the flow test areas and testing a representative sample of fire hydrants in the flow test areas.
Stantec identified approximately 212 total fire hydrants for testing and recommends a minimum of
75 hydrants be tested. Stantec estimates testing all hydrants will take approximately 10 days in the
field and testing 75 hydrants will take up to 5 days. The following cost estimates include preparation
of the flow testing program, field work and documentation, field equipment expenses, and final
reporting of results. Stantec proposes to complete the 2012 fire flow testing program for the
following estimated fee which includes reimbursable expenses (detailed cost estimate included on
the next page):
