Swearing in Ceremony—Fire Lieutenants Bryan Papenfuss, Travis Place, and Ryan Spiess. 3. APPROVAL OF MINUTES 4. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Parks, Recreation and Natural Resources Commission Meeting Minutes from January 8, 2012. ii. Parks, Recreation and Natural Resources Commission Meeting Minutes from February 13, 2012. iii. Planning Commission Meeting Minutes from February 27, 2012. APRIL 4, 2012 AGENDA Cottage Grove City Council B. Call for a public hearing to consider a written spending plan for tax increment expenditures. Staff Recommendation: Adopt the resolution calling for a public hearing to consider a written tax increment spending plan on May 2, 2012. C. 1. Consider declaring costs to be assessed and ordering the preparation of the proposed assessment roll for the removal of noxious weeds and plants from private property. 2. Consider calling a hearing for May 2, 2012 on the proposed assessment for the removal of noxious weeds and plants from private property. Staff Recommendation: 1. Adopt the resolution declaring costs. 2. Adopt the resolution calling a public hearing for May 2, 2012. D. Review status of Fund Balance in the General Fund subsequent to December 31, 2011 year end. The Fund Balance policy as amended under GASB 54 was adopted by City Council on December 16, 2011. Staff Recommendation: Information only. E. Consider approving the Central Ravine 80th Street Pond Design Survey Project Agreement with the South Washington Watershed District. Staff Recommendation: Approve the agreement. F. Consider approving the Stantec proposal for $15,000 to conduct fire flow testing analysis in developing areas of the community. Staff Recommendation: Approve the proposal. G. Consider adopting a resolution authorizing the preparation of a feasibility report for the Watermain Extension to the Marathon Tank Farm. Staff Recommendation: Adopt the resolution. H. Consider awarding the sale of granular material to the highest quote, Rumpka Excavating, Inc. in the amount of $11,250.00. Staff Recommendation: Adopt the resolution awarding the sale. I. Consider adopting the resolution awarding the City Wide Street Striping Project to the lowest accepted quote, supplied by AAA Striping Service Co. for $42, 742.40. Staff Recommendation: Adopt the resolution. J. Consider adopting the resolution awarding the contract for the 2012 Joint City Wide Crack Sealing Program to Northwest Asphalt Maintenance in the amount of $48, 545. 00. Staff Recommendation: Adopt the resolution. K. Consider adopting the resolution designating the South Washington Watershed District for the administration and implementation of the Wetland Conservation Act. Staff Recommendation: Adopt the resolution. L. Consider adopting a resolution approving the plans and specifications and establishing a May 10, 2012 bid date for the Belden Boulevard and Canadian Pacific Rail System Crossing Improvement. Staff Recommendation: Adopt the resolution. *M. Consider adopting a resolution approving 2011 budget adjustments. Staff Recommendation: Adopt the resolution. 5. UNFINISHED AND NEW BUSINESS A. 1. Consider approving a conditional use permit to allow construction of a 20 kW wind turbine consisting of a 99-foot monopole with 30-foot diameter rotor at Werner Electric, 7450 95th Street. 2. Consider approving a variance to the 1,320-foot minimum setback between a wind turbine structure and conservation easements or public parks to allow the proposed wind turbine to be approximately 230 feet from Hamlet Park's boundary.
