Subject: Response to Open Forum Concern: Pavement Management Assessment
At the March 22, 2012 Council meeting during Open Forum information was presented on the
City of Woodbury's 2012 Pavement Management Project and how that compared to previously
proposed City of Cottage Grove's Pavement Management Project.
The information presented at Open Forum is as follows:
Woodbury's 2012 Pavement Management Project
Project Cost = $3.3 Million
Project Involved = 1800 homes
Cost Per Parcel = $4,055
Assessment Policy = 113 Project Cost
Staff followed up with the City of Woodbury to verify the information that was presented and
the recap of the information for direct comparison is as follows:
Woodbury's 2012 Pavement Management Project
Project Cost = $3.3 Million (False — the project cost was $7,300,000 and the actual bid was just
under $6 million)
Project Involved = 1800 homes (False —1573 homes (Colby Lake = 752 homes, Windwood =
821 homes)
Cost Per Parcel = $4,055 (False $4,800 per home, assessments range from $705 - $1,877 per
home)
Assessment Policy = 113 Project Cost (Correct they assess 33% of the Total Project Cost)
The City of Woodbury's 2012 Pavement Management Project is for a mill and overlay of nearly
11 miles of street with spot curb replacement. This type of project would be equivalent to the
1999 Pavement Management Project that was proposed in District C1 which is east of
Jamaica Avenue and north of 80 Street and south of Indian Boulevard. In 1999 the C1 District
would have had an assessment of $1,639 per lot. The key difference between Woodbury's
Pavement Management and Cottage Grove's is that Cottage Grove was proposing a total
reconstruction of the roadway because of the amount of damaged curb which was near 40 %.
It should be noted that Woodbury uses the same curb damage cut off for mill and overlays as
Cottage Grove at 30 %. It is more cost effective to do curb repair as a full replacement over
30 %.
Another interesting point to note is that Woodbury accelerated their Pavement Management
Projects to include nearly three years worth of pavement rehabilitation in 2012 because of the
favorable bidding environment. This is why their Pavement Management area encompasses
so many properties. Also Woodbury's project did not have any park or trail improvements
included.
The information presented at Open Forum is as follows
Cottage Grove's 2012 Pavement Management Project
Project Cost = $3.338 Million (Correct for street, utility, park and trail improvements)
Cost Per Home = $13,000 (False: park and trail improvements are not assessed)
Cost Per Parcel = $4,350 (Total reconstruction vs mill & overlay in Woodbury)
Assessment Policy = 45% (Correct)
In order to compare Woodbury vs Cottage Grove's projects you must first realize that
$463,693.59 are park and trail improvements which are not assessed. And as noted earlier
Woodbury did not have park or trail improvements in their project. The total assessable
amount for Cottage Grove was $2,546,455.48 which included streets, sanitary sewer,
watermain and storm sewer. Woodbury's project contains minor utility improvements as well.
Also, Woodbury has actual bid results, whereas Cottage Grove's project cost was just an
estimate. And based upon past bid results it would be assumed that the total project cost
would be less than proposed for Cottage Grove's Pavement Management.
Current, the IMTF and Public Works Commission are reviewing the City's Assessment Policy
and will have a formal recommendation and report to Council in late summer for review and
approval.
