MINUTES OF MEETING
February 21, 2012
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The February 21, 2012 meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order at
7:00 p.m.
MEMBERS PRESENT: Brian Hagen, Angela Chambliss, Jim Neuenfeldt, Lori Hedican
MEMBERS ABSENT: Ben Franczok, Dave Barkow, Todd Chambliss
STAFF PRESENT: Deputy Director of Public Safety Pete Koerner, Fire Chief Bob

Approval of minutes:
Chairperson Angela Chambliss presented the September 20, 2011 minutes of the Public
Safety, Health and Welfare Commission for review. On a motion by Commission member
Brian Hagen, seconded by Commission member Lori Hedican, the September 20, 2011
minutes were accepted and approved by the Commission. Motion carried.
Approval of agenda:
Chairperson Angela Chambliss presented the February 21, 2012 agenda of the Public
Safety, Health and Welfare Commission for review. On a motion by Commission member
Brian Hagen, seconded by Commission member Lori Hedican, the February 21, 2012
agenda was accepted and approved by the Commission. Motion carried.
OPEN FORUM
Chairperson Chambliss invited citizens present to address the Commission regarding any
matters that were not on the approved agenda. Dennis Plan, 8027 77 Street South,
approached the Commission to discuss a fire safety issue and stated he briefly talked with
the Fire Chief. He advised the Commission that he and a few of his neighbors had recently
installed new windows in their residences and were told by Building Inspector Bob
LaBrosse that the windows were not legal and recently received a letter from Mr. LaBrosse
stating that they meet code. He is not sure what is going on and asked the commission if
they could give him an answer. The Commission reviewed a handout that was provided
by Mr. Plan. After general discussion, the Commission advised Mr. Plan that they would
refer this matter to Building Inspectors and get a response back to him.
Mr. Plan also inquired as to the development of homes in the area of 65 and Hinton and
wondered about fire safety issues to 3 story homes, whether or not fire trucks would be
able to access the top floor in a rescue. Fire Chief Byerly assured him that Cottage Grove
fire response would have ladders that could accommodate higher levels on homes. Mr.

COMMUNITY DEVELOPMENT
Case CUP12 -007 and V12 -008 The Commission reviewed the Planning Staff Report
on the American Motor Sports Bar and Grill Expansion.
The Commission reviewed the Planning Staff Report and asked if there was going to be
a security camera installed in the smoking area. Captain Koerner advised that he feels
that the owners would be installing a camera for safety and security concerns. After
general discussion, on a motion by Brian Hagen, seconded by Jim Neuenfeldt, the
Planning Staff report was approved. Motion carried.
There being no additional discussion regarding the Planning Commission cases, this
portion of the meeting was closed.
OLD BUSINESS
None at this time.
NEW BUSINESS
Case 12 -02 -01 Review and Recommend revisions to Alcohol Compliance — memo
from Captain Greg Rinzel
The Commission reviewed the summaries and packet information provided by Captain
Rinzel and concurred that the educational component is very important versus just
penalizing for violations. After discussion by the Commission, motion by Brian Hagen,
seconded by Jim Neuenfeldt, to recommend the amendments to the ordinance as
presented. Motion carried.
ADMINISTRATION
Term of Commission Members
— Ben Franczok served three consecutive terms and does not wish to serve another
term.
— Angela Chambliss and Todd Chambliss are relocating from Cottage Grove and will
not be able to serve another term.
— Dave Barkow has accepted to serve another term to expire 02 -28 -2014

Recommendation for 2012 Commission Chair and Vice Chair
— The Commission recommended that Brian Hagen serve as Chair of the Public
Safety, Health and Welfare Commission for the 2012 year.
— The Commission requested to table the recommendation of a Vice Chair until the
March meeting.
Captain Koerner advised the Commission that City Council Liaison Justin Olsen and
Commission Member Brian Hagen will be interviewing applicants, making a
recommendation to City Council to approve appointments to the Commission and have
them attend the March meeting.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND
REQUESTS
None at this time.
COMMISSION COMMENTS AND REQUESTS
Commission Chair Angela Chambliss wanted to publicly thank the City Council and
Commission for giving her and her husband Todd the opportunity to serve on this
Commission and would like the Commission to be selective of who they recruit and select
the right people who are going to stand up for their community and be involved and stay
engaged; and to continue to stand up for what you believe in; be loud, support the Public
Safety department and be vocal.
STAFF REPORTS
POLICE - Captain Koerner advised the Commission that the City's web page is
going through a major process by hiring Design Rite Studios to redesign
the web page to be more user - friendly. This should be completed by late
April.
He went on to say that the Police Department recently had a Reserve
Academy which is formal training with officers. Those in the academy will
be graduating and receiving certificates at the City Council meeting. Last
year, Cottage Grove Reserves volunteered over 2,400 hours. The Police
Department really appreciates the hard work of these men and women.
Captain Koerner advised the Commission that the City Council authorized
the Public Safety, Health and Welfare commission packets to be accessed
through a web page link and the Commission can access the packets the
"green" way. Next meeting agenda will be uploaded on a tablet for the
Commission to use at their meeting.

Captain Koerner also informed the Commission that the Public Safety
Department will be attending a retreat, which City Council has authorized,
to be held the weekend of March 3 and 4, 2012. This is in conjunction
with the city wide "Good to Great' initiative, which interviews all city
employees on what needs to be improved to make the city a "Good to
Great' city.
Public Safety /City Hall building project update — Captain Koerner advised
that there is a camera that is monitoring the progress of the building and
this can be accessed by going to the city web site and viewing it. He also
stated that a city team meets weekly with the builder at the site to view the
progress. By all accounts, it is on schedule and should be ready by the
end of October /early November to move in to.
FIRE - Fire Chief Byerly encouraged everyone to watch the Your Public Safety
cable show as this month there is an ice rescue on the river.
He also informed the Commission that there will be 65 part time fire
fighters attending the Good to Great retreat and that there will be lots of
good ideas to come from this.
He also informed the Commission that a new fire truck will be delivered in
October or November. He wanted to comment on the new ambulance and
send kudos to those involved in the new safety markings and also, that by
doing a remounted chassis, saved the city $30 -40 thousand or more dollars.
COUNCIL - He informed the Commission that those who could attend the All
Commission meeting with Council had voted on the old Community
Center /Pool and the overwhelming majority voted for an indoor park for
youngsters /toddler age children and moving forward with that
recommendation is Zac Dockter will be meeting with mom - groups, daycare,
stay at home mom groups for input. Stay tuned for more information.
He went on to say that the recent redistricting in Minnesota will not impact
Cottage Grove too much.
He wanted to advise the Commission that although the has not been
approved by Council as of yet, the current city hall building might possibly be
used as a business incubator to help those small business groups have a
place, other than their garage or basement, to house their business, and
allow them a place to build and grow their business and then by adding
employees can relocate to other vacant business locations in the city. If you

have questions, please feel free to contact either City Administrator Ryan
Schroeder, Economic Development Director Danette Parr or himself.
He wanted to inform the Commission that he will be scheduling a
Community Conversation sometime in March in which folks will be able to
come together and talk about issues facing the city of Cottage Grove and
the state of Minnesota. He stated he would like to plug into the ideas and
thoughts that we have in the city of Cottage Grove and learn a little bit about
what sorts of things concern you, what sorts of things do you want to learn a
little more about. He went to say he hasn't found a space or a date yet, but
will announce it via press release, the city's web site if he can, via South
Washington County Bulletin, his Facebook page, etc., so those who wish to
participate in this Community Conversation, you will have plenty of notice.
Council Member Olsen advised the Commission that they are losing key
members and wanted to express his sincere appreciation to Ben Franczok,
Angela Chambliss and Todd Chambliss for their service to the city and
citizens for serving on this Commission and to say thank you.

Motion by Commission Chair Angela Chambliss, seconded by Commission member Brian
Hagen to adjourn the meeting at 7:53 p.m. Motion carried.
