In 2002, the language was updated (Ordinance 717). It was at that time that the two minute time limit for each speaker was established. Currently, the City does not have guidelines established for Public Hearings, other than those established by state statute. At the February 15 City Council meeting, Mayor Myron Bailey requested that staff review the Open Forum policy including a comparison to area cities. Enclosed are the results of a survey that includes data related to both Open Forum and Public Hearing policies and practices. City staff is proposing Open Forum and Public Hearings policies for consideration by the City Council as attached. The policies seek to balance the opportunity for citizens to have their ideas heard and considered with the ability to conduct an efficient and structured City Council meeting. Staff is proposing to increase the Open Forum time limit from two minutes to three minutes. A majority of the cities included in the survey do have a time limit. The time limit varies from two to five minutes. A three minute time limit is the amount of time that occurs the most in the survey results. Staff is also proposing that three minutes be allowed for each person to testify during a Public Hearing. A majority of the cities do not have a time limit on the time a person may speak for at a Public Hearing. We believe some guidance on expectations would be helpful to the public. Further, under the proposed policy, the Mayor has the opportunity to extend the time limit if new, relevant information is being presented at or after the three minutes has lapsed. Council Action Approve or deny the policies as presented. Alternatively, approve the policies with amendments. a h m c d O V iu N O N 0 w N N W N v v W v v N V w v N v w v v W v m v N N v N m m m m m m m m m m m v v v v v v v v v v v v v v v v v v v v v v v v v v E E E E E E E E E E E E E E E E E E E E E E E E E E E E E E z z z z z z z z z z z z z z z z z z z z z z z z z z z z z a o a v v v `o w o 0 W L w r v 9 m v e+ 1 6 18 E v E E v w m v E >> >> c o. c c c> > > E > > o c o c c c c 0 o G G c c c v c v c v c G c c E E E E -a L E E E E E = E° E 0E E E E 2 2 Y 1 T z) T a 0 }> z i> Z Y Z N T i z m m m G G C E E E o v W p W W :n 'O O v: a O '• w m v v v v m i T Y Y Y r Y J 6 c c c o o _ v H > @ s x E E 0 c E a m 0 0 z w a w ¢ u in v v w v w w m w w w v v w m v w w v w w m r r i i i r r i T Y Y Y Y r r r i r T T i m c m m Y i G E o v ° o w y °' 3 v o" n a 0 6 E Q o y v a G E r G L L 0 0 v L L o E 0 o a s n a E a E a 0 = E E E E v =' E G E n v c E u w c c $ E E ; o E r E x u ° E 00 . 00 ,v, c - O 0 1 0 0 v o o L n v a v tt o n w 9 n °-' m m w m v n , ,o E Eo 0 'p E x m —° —° E E o 0 0 0 0 o v o v o v 0 0 o 0 0 0 0 0 0 0 0 'c c o. 0 c o v o Z Z Z Z i Z T Z 0 a E m Z Z Y i L Z Z Z Z Z Z Z z z O O Z Y o Z T Z a h m c d O V iu N O N 0 w N N W N v v W v v N V w v N v w v v W v m v N N v N m m m m m m m m m m m v v v v v v v v v v v v v v v v v v v v v v v v v v E E E E E E E E E E E E E E E E E E E E E E E E E E E E E E z z z z z z z z z z z z z z z z z z z z z z z z z z z z z a o a v v v `o w o 0 W L w r v 9 m v e+ 1 6 18 E v E E v w m v E >> >> c o. c c c> > > E > > o c o c c c c 0 o G G c c c v c v c v c G c c E E E E -a L E E E E E = E° E 0E E E E 2 2 Y 1 T z) T a 0 }> z i> Z Y Z N T i z m m m G G C E E E o v W p W W :n 'O O v: a O '• w m v v v v m i T Y Y Y r Y J 6 c c c o o _ v H > @ s x E E 0 c E a m 0 0 z w a w ¢ u in v v w v w w m w w w v v w m v w w v w w m r r i i i r r i T Y Y Y Y r r r i r T T i m c m m Y i G E o v ° o w y °' 3 v o" n a 0 6 E Q o y AN ORDINANCE FOR THE CITY OF COTTAGE GROVE, MINNESOTA, AMENDING CHAPTER 1 OF THE COTTAGE GROVE CITY CODE RELATING TO OPEN FORUM MEETINGS The City Council of the City of Cottage Grove, Washington County, Minnesota, does hereby ordain as follows: SECTION 1.
