STAFF RECOMMENDATION Pass a resolution to proclaim Tuesday, May 15 as Police Officers' Memorial Day and the week of May 13 — May 19, 2012 as National Police Week. SUPPORTING DOCUMENTS M RESOLUTION: PROCLAMATION COUNCIL ACTION TAKEN: ❑ APPROVED ❑ DENIED ❑ OTHER RESOLUTION NO. 2012 - [Resolution Number] PROCLAIMING NATIONAL POLICE WEEK MAY 13 THROUGH 19, 2012 AND PEACE OFFICERS' MEMORIAL DAY MAY 15, 2012 WHEREAS, there are approximately 900,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Cottage Grove Police Department; and WHEREAS, some 60,000 assaults against law enforcement officers are reported each year, resulting in approximately 16,000 injuries; and WHEREAS, since the first recorded death in 1791, nearly 19,000 law enforcement officers in the United States have made the ultimate sacrifice and been killed in the line of duty; and WHEREAS, the names of these dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial in Washington, D.C; and WHEREAS, this year, 177 fallen officers' names will be added to the National Law Enforcement Officers Memorial. In addition to the 177 who died in 2011, an additional 184 officers' names will also be added. These officers also died in the line of duty, but were never honored for their sacrifice; and WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored during National Police Law Enforcement Officers' Memorial Fund 24 Annual Candlelight Vigil, in Washington D.C., on the evening of Sunday, May 13, 2012; and WHEREAS, May 15 is designated as Peace Officers' Memorial Day, in honor of all fallen and their families; WHEREAS, the first recognition of Police Week and Peace Officers' Memorial Day was signed by President John F. Kennedy in 1961. It was resolved in Congress that May 15 be designated Police Officers' Memorial Day and the week in which falls designated as Police Week. The purpose of Peace Officers' Memorial Day is to honor the police officer at all levels of government who have been killed or disabled in the line of duty. Staff from Cottage Grove's Police Department will attend the Peace Officers' Memorial service held at the Washington D.C. Memorial and the Minnesota Peace Officers' Memorial in St. Paul, MN on Tuesday, May 15 2012. NOW, THEREFORE, I, Myron Bailey, Mayor of the City of Cottage Grove, do hereby proclaim the week of May 13 -19, 2012, as National Police Week, and Tuesday, May 15, 2012, as Peace Officers' Memorial Day in the City of Cottage Grove, and urge Cottage Grove residents and civic organizations to salute our dedicated law enforcement officers in our community and in communities across the nation. Stransky, City Clerk TUESDAY,MAY STH ' AS PEACE OFFICERS MEMORIAL AND THE WEEK • AS NATIONAL POLICE WEEK Whereas, the Congress and President of the United States have designated May 15 as Peace Officers' Memorial Day, and the week in which May 15 falls as National Police week; and Whereas, the members of the law enforcement agency of the City of Cottage Grove play an essential role in safeguarding the rights and freedoms of the City of Cottage Grove; and Whereas, it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency and that members of our law enforcement agency recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and Whereas, the men and women of the law enforcement agency of the City of Cottage Grove unceasingly provide a vital public service. NOW, Therefore Be It Resolved that the Mayor and City Council of Cottage Grove, call upon all citizens of Cottage Grove and upon all patriotic, civic and educational organizations to observe the week of May 13 — 19, 2012 as Police Week with appropriate ceremonies and observances in which all of our people may join in commemorating law enforcement officers, past and present, who by their faithful and loyal devotion to their responsibilities, have rendered a dedicated service to their communities and in so doing, have established for themselves an enviable and enduring reputation for preserving the rights and security of all citizens. FURTHER, Let It Be Resolved that the Mayor and City Council, do hereby proclaim Tuesday, May 15, 2012 as "PEACE OFFICERS' MEMORIAL DAY" in honor of those law enforcement officers who, through their courageous deeds, have made the ultimate sacrifice in service to their community or have become disabled in the performance of duty, and let us recognize and pay respect to the survivors of our fallen heroes.
