This drill involves Washington County Emergency Management, the State of Minnesota Homeland Security and Police, Fire and Emergency Medical services personnel. Our drills usually last 3 hours and are important practice sessions. The Minnesota Division of Homeland Security and Emergency Management Radiological Emergency Preparedness Program is intended "to ensure that the health and safety of the public is protected in the event of a radiological incident at the Monticello or Prairie Island nuclear generating plants. This is a comprehensive program that includes annual training, exercises, and emergency plan reviews to ensure state agencies, local jurisdictions, and the utility are ready to respond should an incident occur." (Source: HSEM website) To fulfill this mission, the states of Minnesota and Wisconsin, along with several local jurisdictions in those states, receive grants (Radiological Emergency Preparedness [REP] Grant). These grants are intended to assist local jurisdictions in planning, preparing, training, and exercising for an event at one of the state's two nuclear power plants. Washington County receives funds because it is the County Emergency Management liaison host for our decontamination /reception center. Because the reception center is located at the Cottage Grove Armory, any activation of the center would require the participation of Cottage Grove Public Safety — Police, Fire & EMS. Recognizing this, Washington County and the state reimburse Cottage Grove Public Safety for its annual REP training hours, and will provide Cottage Grove Public Safety with funds it received in the FY 2012 grant. Funds would come from the Mission Services component of the grant and the fiscal year for these funds ends June 30, 2012. A requirement of the REP Grant is that all purchases be directly related to Cottage Grove's response to the Reception Center activation at the Armory. DISCUSSION During an activation of the Armory reception center during an incident at Prairie Island Nuclear power plant, one or more of our ambulances, medical and fire personnel would be activated. We would be monitoring medical conditions of patients and assisting in decontamination as needed. Fire personnel would have at minimum their bunker turnout pants on and possibly coats due to cold weather. Turnout gear generally lasts 7 -10 years and at this time due to sizing and wear on current gear, we need several new sets that are not in our budget. The purchase of turnout fire gear is approved under this year's funding. The approximate cost of 3 new sets is $5,600.00. RECOMMENDATION Recommend approval of request to receive grant money from Washington County and REP grant for purchase of 3 sets of firefighter turnout gear. This is a reimbursement grant of approximately $5,600.00 and the City will be reimbursed by Washington County after submitting receipt and payment of the bill. RESOLUTION NO, 12- [Resolution Number] RESOLUTION AUTHORIZING THE ACCEPTANCE OF GRANT FUNDING FROM WASHINGTON COUNTY FOR RADIOLOGICAL EMERGENCY PREPAREDNESS GRANT AND AUTHORIZE THE PURCHASE OF THREE SETS OF FIREFIGHTER TURNOUT GEAR WHEREAS, the Cottage Grove Fire Division is requesting approval to receive money through a grant from Washington County for Radiological Emergency Preparedness Grant (REP), and WHEREAS, the Cottage Grove Fire Division is to use this funding to purchase three (3) sets of firefighter turnout gear for use by our firefighters, and WHEREAS, these grants are intended to assist local jurisdictions in planning, preparing, training, and exercising for an event at one of the state's two nuclear power plants and a requirement of the REP grant is that all purchases be directly related to Cottage Grove's response to the Reception center activation at the Cottage Grove Armory, and WHEREAS, the Minnesota Division of Homeland Security and emergency management Radiological Emergency Preparedness program offers grant opportunities through their Radiological Emergency Preparedness (REP) Grant program and has money available for grants and would be awarded to the Cottage Grove Fire Division with money available in the amount of $5,600.00, and WHEREAS, this is a reimbursement grant of approximately $5,600.00 and the city will be reimbursed by Washington County after submitting receipt and payment of the bill. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, authorize and accept on behalf of the Cottage Grove Fire Division, grant funding from Washington County for Radiological Emergency Preparedness Grant in the amount of $5,600.00 and authorize the purchase of three (3) sets of firefighter turnout gear.
