COUNCIL ACTION REQUEST
Adopt a resolution and pass a motion authorizing the acceptance of a grant award from the
Washington County Emergency Management Division through the federally funded Urban
Area Security Initiative for the purchase of eight (8) — 800 MHz portable radios for the Cottage
Grove Public Works Department with a total cost of $18,000.00, which will enhance
interoperability during disaster response, city events and training operations between Public
Works and the Public Safety Department. The city will purchase the radios and then be
reimbursed by Washington County.
STAFF RECOMMENDATION

Grove Public Works Department with a total cost of $18,000.00. The city will purchase the
radios and then be reimbursed by Washington County.

Subject: Urban Area Security Initiative Grant
BACKGROUND
The Cottage Grove Department of Public Safety is requesting acceptance of a grant from the
Washington County Emergency Management division. The money comes from a grant
procured by Washington County Emergency Management through the federally funded Urban
Area Security Initiative. The purpose of the grant is to purchase (8) — 800 MHz portable radios
for the Cottage Grove Public Works Department.
The UASI (Urban Area Security Initiative) funds address the planning, organization,
equipment, training, and exercise needs of high- threat, high- density urban areas, and assists
in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond
to, and recover from acts of terrorism.
DISCUSSION
Public Safety Director Woolery and Fire Chief Byerly are members of the Washington County
Emergency Management planning team and during last year's planning process; the Public
Works Departments of several cities in Washington County were identified as needing 800
MHz radios for disaster communications. These radios will enhance interoperability during
disaster response, city events and training operations between Public Works and the Public
Safety Departments. The total cost of 8 radios with ancillary equipment will be approximately
$18,000.00.
The UASI grant will fully fund the purchase of (8) — 800 MHz portable radios. The Public Works
Department will be responsible for the cost of $400.00 yearly per radio for subscriber support
fees payable to the Washington County Sheriff's Department.
RECOMMENDATION
Please consider acceptance of this grant to purchase (8) - 800 MHz radios through the Urban
Area Security Initiative program and Washington County Emergency Management. If
approved, the City will purchase the radios and then be reimbursed by Washington County.

RESOLUTION AUTHORIZING THE ACCEPTANCE OF GRANT FUNDING
FROM WASHINGTON COUNTY EMERGENCY MANAGEMENT DIVISION
THROUGH THE FEDERALLY FUNDED URBAN AREA SECURITY INITIATIVE
AND AUTHORIZE THE PURCHASE OF EIGHT (8) 800 MHZ RADIOS FOR
USE BY THE PUBLIC WORKS DEPARTMENT
WHEREAS, the Cottage Grove Department of Public Safety has received
funding through a grant from Washington County Emergency Management
Division through the federally funded Urban Area Security Initiative, and
WHEREAS, during last year's planning process, the Cottage Grove Public
Works Department as well as Public Works Departments in several other cities
in Washington County were identified as needing 800 MHz radios for disaster
communications whereby, these radios will enhance interoperability during
disaster response, city events and training operations between Public Works and
the Public Safety Departments, and
WHEREAS, the Urban Area Security Initiative grant will fully fund the
purchase of (8) — 800 MHz portable radios at a cost of $18,000.00 for use by the
Public Works Department and the Public Works Department will be responsible
for the cost of $400.00 yearly per radio for subscriber support fees payable to the
Washington County Sheriff's Department, and
WHEREAS, the city will purchase the radios at a cost not to exceed
$18,000.00 and then be reimbursed by Washington County.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, accept on behalf of
the Cottage Grove Public Safety Department, grant funding from the Washington
County Emergency Management Division through the federally funded Urban
Area Security Initiative and authorize the purchase of eight (8) 800 MHz radios.
